Although uncertainties regarding the magnitude of global warming and its impacts remain, there is a broad political consensus to drastically reduce greenhouse gas emissions. This book analyzes different policy instruments to reduce carbon emissions like taxes on emissions, emissions trading schemes and policies promoting renewable energy or carbon capture and sequestration. With small analytical models and with a comprehensive computable general equilibrium model the effect of these instruments on emissions, welfare, energy prices and rents is studied. Although a price on carbon emissions is the most important instrument in the long run, subsidies on low-carbon technologies can increase efficiency when they target innovation-related market failures. Technology policies can also be a pragmatic second-best alternative if carbon prices are too low or temporary missing. The analysis provides a valuable contribution to current political debates about the optimal mix of policy instruments to mitigate global warming.

If the public comes to recognize that the pain and suffering they are currently experiencing are but another symptom of global warming, the motivation for urgent action to limit temperature rise may reach a tipping point. Navigating the current situation will require considering both existential threats jointly. Here, we present results from an integrated assessment model adapted to examine the implications of current and future pandemics for climate policy. We find that the threat of pandemics can lead to tighter temperature targets than might otherwise be justified. In a world of shrinking economic resources for reducing harm to public health and wellbeing, global warming and pandemics must be recognized as interconnected threats.

A large number of countries negotiated the Kyoto Protocol, with the goal of limiting these emissions. Australia under the Howard Government initially played an important part in these negotiations, but refused to ratify the Protocol. The government cited the lack of binding targets on developing countries and the potential for harm to the Australian economy as the reasons it rejected the agreement. International relations theory studies large-scale political forces and analyses their interplay in the global political system. Realism is a model of international relations that views countries as self-interested, security-driven bodies that exist in a state of international anarchy. This study examines whether realist theory explains the Howard Government s decision not to ratify the Kyoto Protocol. Based on thematic analysis of textual data taken from official political archives and newspapers from 1998 2004, it suggests that realist theory does provide an adequate explanation of the Howard Government s rejection of the Kyoto Protocol.
