And it is also the story of how the bike path was then extended across the Winooski River and out to the Causeway to create the Island Line Trail in the late 1990s and early 2000s. Rick was instrumental in the creation of the Burlington Bike Path and Waterfront Park in the early 1980s. In response to a proposal to build two 18-story luxury condominium towers on the waterfront downtown in 1980, Rick joined future Governor Howard Dean and UVM Environmental Studies professor, Tom Hudspeth, to form the Citizens Waterfront Group to advocate for the creation of a bike path on the waterfront instead. This group popularized the concept of the bike path by capturing 75% support from city voters on an advisory ballot item in 1981. In 1984 the Group got a $750,000 bond approved by two-thirds of City voters to fund construction. The path was completed from Oakledge Park in the south to the mouth of the Winooski River in the north in 1989. It is now the #1 rated Attraction for Burlington on Trip Advisor.

Beyond Enkription is a family yarn and history; a spy novel and espionage reference book; a mystery and suspense thriller and more besides: a realistic tale of a dynastic duplicitous family that knows instinctively the knack of survival. The brutal opening contrasts well with the tantalising and duplicitous Prologue yet the physicality of the opening chapter is arguably far less vicious than the cerebral scheming that ensues. In this work, a case study of the administration of Burlington, Vermont mayor Bernard Sanders, Soifer examines a contemporary experiment in municipal socialist politics. The Socialist Mayor is based on over eighty interviews with people both inside and outside the Sanders administration. The book explores how the mayor and members of the Burlington Progressive Coalition were elected and re-elected several times, and assesses possibilities for implementing socialism on the municipal level. The introductory chapter lays out a historical and theoretical framework for discussing municipal socialism in the United States. Subsequent chapters address the conditions surrounding Sanders' election, the success of the Progressive Coalition, and development and growth issues. The workings of democracy under a socialist administration are examined by focusing on electoral involvement, neighborhood groups, and tenants' issues. Questions of ownership are examined through the use of several case examples, such as the attempt to municipalize the city's privately owned cable company. The topic of taxes and quality of life issues are fully explored, as is Sanders' unique concern with the Central American peace movement. The book concludes with a detailed discussion of Sanders' influence on Vermont politics and his position within the socialist spectrum. This book takes on added significance in light of Sanders' November 1990 election to the U.S. House of Representatives, the first socialist to be elected to Congress since the 1940s. Soifer's study will be an important resource for courses in political science and municipal government, as well as a valuable addition to public and academic libraries.
