Book excerpt: The age of maritime expansion and the Anglo-Spanish War have been analyzed by generations of historians, but nearly all studies have emphasized events and participants at the top. This book examines the lives and experiences of the men of the Elizabethan maritime community during a particularly volatile period of maritime history. The seafaring community had to contend with simultaneous pressures from many different directions. Shipowners and merchants, motivated by profit, hired seamen to sail voyages of ever-increasing distances, which taxed the health and capabilities of 16th-century crews and vessels. International tensions in the last two decades of Elizabeth's reign magnified the risks to all seamen, whether in civilian employment or on warships. The advent of open warfare with Spain in 1585 resulted in a privateering war against the Spanish Empire, seen by some seamen as one of the few boons of the conflict. The other major development was the introduction of impressment, a deeply resented aspect of any naval war and one that brought great hardship to seamen and their families. The relationship between the Crown and its seafarers was a pull-haul between a state beset by financial problems of fighting a protracted war on several fronts and employees forced to work in dangerous conditions for substandard wages. The stresses of the war years tell us much about the dynamic of the maritime community, their expectations, and their coping strategies.

The Evangelical Admiral Gambier, notorious for distributing tracts to his fleet in a theatre of war, is commonly seen as a misfit in a fighting service that had scant time for fervent piety. In fact, the navy of the Revolutionaryand Napoleonic Wars showed a level of religious observance not seen since the days of Queen Anne. Evangelical laymen provided one dynamic for this change: concentrating first on public worship, they moved to active proselytism insearch of converts amongst sailors, and in a third phase developed a loose network of prayer groups in scores of ships, uniting officers and seamen in voluntary gatherings that transcended rank. The press gang is generally regarded as the means by which the British navy solved the problem of recruiting enough seamen in the late eighteenth century. This book, however, based on extensive original research conducted primarily in a large number of ships' muster books, demonstrates that this view is false. It argues that, in fact, the overwhelming majority of seamen in the navy were there of their own free will. Taking a long view across the late eighteenth century but concentrating on the period of the French Revolutionary and Napoleonic Wars of 1793-1815, the book provides great detail on the sort of men that were recruited and the means by which they were recruited, and includes a number of individuals' stories. It shows how manpower was a major concern for the Admiralty; how the Admiralty put in place a range of recruitment methods including the quota system; how it worried about depleting merchant shipping of sufficient sailors; and how, although most seamen were volunteers, the press gang was resorted to, especially during the initial mobilisation at the beginning of wars and to find certain kinds of particularly skilled seamen. The book also makes comparisons with recruitment methods employed by the navies of other countries and by the British army. J.
