Instead, liberalism and conservatism are conceived as separate and independent sets of beliefs. It shapes attitudes and policies on a whole range of issues: interpersonal relations, child-rearing, discipline and punishment, economics and welfare. For millennia western societies were based on the idea that human nature is flawed. This was turned upside down 300 years ago during the Enlightenment by writers such as Rousseau, who argued that we are born good and later warped by parents and society; a liberal view of human nature which is now being challenged by scientific discoveries in the fields of the mind, the brain, and genetics (including the Human Genome), evolutionary psychology, and anthropology. This fundamental change has had profound effects. If we are essentially good then we can safely maximize freedom and abandon morality, religion and tradition. Many aspects of life have been liberalised - sexual behaviour, alcohol consumption, censorship, gambling, divorce laws and economic activity. Economic liberals thought free markets were rational and good and favoured minimal government interference and light-touch regulations. This led to the credit crunch and the greatest financial crisis since World War Two. Many parents now hesitate to discipline their own children. The belief that we are essentially good but corrupted by society has also influenced penal policy. Liberals see criminals as victims, not as wrongdoers; because surely no-one would choose to do something wrong. This is a world far removed from the self-sacrifice and fraternity shown during World War Two. It has not brought happiness but rather more alienated individuals. The outcome of egalitarian aims or methods has often missed its mark: e.g., in education it has led to the dumbing down of academic standards, grade inflation and a decline in social mobility. Egalitarian regimes from the French Revolution to the Soviet era have been amongst the most bigoted, brutal and bloody in history. The drive for greater social justice and fairness must remain an essential objective. There is, therefore, an urgent need to separate out the positive from the negative aspects of liberal thought and practice, as otherwise there is the risk of descent into moral anarchy and social disintegration.

Specifically, the book has two main objectives. First, it will demonstrate that political liberalism offers the most promising vision for liberal democracy, and it can be defended against contemporary perfectionist objections. Second, it will show that perfectionist approaches to political Confucianism suffer from practical and theoretical difficulties. Instead, an alternative model of democracy inspired by political liberalism will be explored in order to achieve a multivariate structure for citizens to come to terms with democracy in their own ways, to support a neutral state that ensures the establishment and stability of democracy, and to maintain an active public role for Confucianism to prevent it from being banished to the private sphere. This model represents a more promising future for democracy in East Asia.

The book will look at the emphasis of Neo-liberals on procedural and rule governed approaches to the role of the state rather than outcome or end state views of the role of government and to consider how this conception of politics relates to issues such as the rule of law, freedom, justice, rights, the relationship to the market economy, to civil society and to look at the role of government in relation to the provision of welfare and public sector services more generally. It builds up the Neo-liberal case in respect of these aspects of modern society by drawing upon the works of central Neo-liberal thinkers such as Hayek, Mises, Menger, as well as thinkers such as Oakeshott, Nozick and Rotbard who are not directly Neo-liberals but whose works have been important for the development of central Neo-liberal themes. The second part of the book provides what might be regarded as an immanent critique of the Neo-liberal case built up in the first part of the study. It takes Neo-liberal ideas very seriously and shows how incoherences arise within and between those ideas such that a plausible form of Neo-liberalism as opposed to Libertarianism on the one hand and Social Democracy on the other is very difficult to state. The theme of this book is very germane given the considerable debate which is now taking place in the context of the world financial crisis about the appropriate role for the state.

A liberal-democratic political system (like the one in the U.S.), in accordance to this conventional wisdom, is anti-authoritarian (and therefore good). Conversely, an authoritarian political system (like the one in mainland China) is anti-democratic and therefore bad. This book takes the challenging task to show that all political systems—different as each is, for sure, from the rest—have much in common. Under the right conditions, a liberal democracy, as an illustration, not only can be as evil as its authoritarian counterparts, albeit in different ways—but also can be more authoritarian as it becomes more advanced as a liberal democracy. In fact, Dr. Peter Baofu suggests that authoritarianism is an advanced stage of liberal democracy, under these conditions. To understand this, the book is organized into two main parts with different sections, that is, in relation to meta-theory (i.e., methodology and ontology) and theory (i.e., nature, the mind, culture, and society).

Evaluating the effects of these preoccupations is what motivate the book. To interrogate those effects, Philips turns to John Stuart Mill-the so-called father of modern liberalism. As she argues, Mill's canonical status as a liberal is habitually substituted for his political arguments such that the now standard association of Mill with liberalism conditions how and why he is read. Offering a comparative reading of Mill's proposals concerning gender, class, and empire, Philips instead recovers a thinker motivated not by ideological certainties, but by a politics of uncertainty. In so doing, she draws into view the complex strategies that Mill employs across his work on domestic and imperial questions, strategies obscured by his liberal mantle. Her recovery of Mill's uncertain politics sets into relief the interpretive costs of reading through liberalism. That even the paradigmatic liberal is unduly constrained by this label ought to give us pause.
