Book excerpt: This paper traces the history of the four primary cash bonus programs of the Reserve Component Incentive Programs--the Reenlistment Bonus for Service in the Selected Reserve, the Non-Prior Service Enlistment Bonus for Service in the Selected Reserve, the Affiliation Bonus for Service in the Selected Reserve, and the Prior Service Enlistment Bonus for Service in the Selected Reserve. With the main focus being the Army Reserve, this paper illustrates the affect bonuses have on recruiting and retention efforts, and it attempts to measure their effectiveness by analyzing data gathered through various surveys and studies. It identifies successes such as increased number of six-year enlistment and reenlistment terms, improved soldier quality, increased commitment of man-years of service, improvement in the length of time soldiers serve toward their obligation, and decreased attrition rate. The paper also makes recommendations to help ensure the bonus programs proceed to evolve so they will continue be effective tools for assisting the Army Reserve recruit and retain high quality soldiers to fill its units.

Book excerpt: Soldiers in the U.S. Army Reserve (USAR) have traditionally been required to attend 39 days of training per year: one weekend per month (24 days, equivalent to 48 periods of inactive duty training [IDT]) and 15 days (about two full weeks) of annual training (AT). However, across the readiness cycle, some units may have increased training requirements, while others may have their requirements changed with minimal notice. The authors examine how changes in training requirements affect soldiers' interest in staying in the USAR and how their civilian employment and family situations influence that decision. The authors examined administrative data on USAR soldiers and units to identify past changes in unit-level training requirements and whether they affected soldier retention or transfers to other units. The authors also surveyed currently serving Troop Program Unit soldiers to gather information on the effects of changes in training requirements on their retention intentions and their preferences for different training options. In their analysis of the survey, the authors found that, on average, soldiers prefer a slight increase in the number of AT days (2.5-3 weeks, or 18-21 days) and prefer the status quo of 48 IDT periods. In addition, most soldiers prefer a weekend IDT schedule to shifting some training to weeknights and one continuous period of AT rather than splitting it into multiple periods. However, these averages obscure important differences in preferences across the sample, prompting the authors to review how demographic and service-related characteristics affect intentions to stay in the USAR.

Enlistment and attrition models are estimated for the Army and our reenlistment model approach is twofold. The Army has greatly increased its use of reenlistment bonuses since FY 2004, and we begin by providing an in-depth history of the many changes in its reenlistment bonus program during this decade. We follow this with two independent analyses of the effect of bonuses on Army reenlistment. As we show, the results from the models are consistent, lending credence to the robustness of the estimates. One approach is extended to the Navy, the Marine Corps, and the Air Force, to obtain estimates of the effect of bonuses on reenlistment for all services. We also estimate an enlistment model for the Navy. The estimated models are used to address questions about the cost-effectiveness of bonuses and their effects in offsetting other factors that might adversely affect recruiting and retention, such as changes in the civilian economy and frequent deployments"--P. iii.
