Book excerpt: This report, which builds on previous reports by PASC, warns that the Big Society project is hampered by the lack of a clear implementation plan, leading to public confusion about the policy agenda, eighteen months into this administration. PASC has yet to see how the government will engage these charities and voluntary groups who wish to do so to deliver public services: the 'little society' rather than big business and 'Tesco' charities. Government must address the barriers such bodies experience in the contracting and commissioning system, which means developing a plan to address roles, tasks, responsibilities and skills in Whitehall departments. PASC concludes there are two major practical steps Government must take. Firstly they must create a single Big Society Minister, who has a cross-cutting brief, to help other Ministers to drive through this agenda once they begin reporting progress against the aims of Open Public Services White Paper, from April 2012. Secondly they need to implement an impact assessment, to be applied to every Government policy, statutory instrument, and new Bill, which answers the simple question: "what substantively will this do to build social capital, people power, and social entrepreneurs?" PASC says early examples in practice like the Work Programme have left service providers such as the charitable sector - who would play a major role in the Big Society - with serious reservations. The danger is that big contractors and the largest charities continue to dominate at the expense of small and local providers. EU contracting rules need to be revised and smaller providers should be consulted on the legislative and bureaucratic barriers. There needs to be a cultural shift in Whitehall departments

Available in PDF, EPUB and Kindle. Book excerpt: 'Before the 2010 General Election, David Cameron placed the "Big Society" at the heart of his efforts to rebuild Britain's "broken society". The essays in this volume probe the historical origins of the concept and seek to evaluate it in the light of both historical and contemporary evidence. They raise profound questions about the provenance of the "Big Society" and its relevance to contemporary social concerns. They should be of interest to anyone who cares about the past, present or future of British social policy.' Bernard Harris, University of Southampton, UK'There is nothing new about the notion of a Big Society. This book combines historical scholarship, international research and grassroots experience to shine a critical spotlight on the rhetoric behind the coalition government's big idea.' Bill Jordan, University of Plymouth, UK'Armine Ishkanian and Simon Szreter's fascinating book provides important insights into the way political elites use slogans and imagery to sway public opinion on social policy issues. This highly original work will be a major scholarly resource for years to come.' James Midgley, University of California, Berkeley, USThe expert contributors to this detailed yet concise book collectively raise questions about the novelty of the Big Society Agenda, its ideological underpinnings, and challenges it poses for policymakers and practitioners. The book is divided into two sections, history and policy, which together provide readers with a historically grounded, internationally informed, and multidisciplinary analysis of the Big Society policies. The introduction and conclusion tie the strands together, providing a coherent analysis of the key issues in both sections. Various chapters in this study examine the limitations and consider the challenges involved in translating the ideas of the Big Society agenda into practice.By drawing on international examples, from developed and developing countries in order to analyse and discuss Big Society policies, this book will prove invaluable for students, academics and policymakers.

This book was released on 2016-08-18 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book deals with the development of private secondary schooling during the Second World War in Belgium. It focuses on how the German occupier used education to gain acceptance of the regime, and discusses the attitudes of Belgian education authorities, schools, teachers and pupils towards the German occupation. Suggesting that the occupation forced Belgian education authorities, such as the Roman Catholic Church, to take certain positions, the book explores the wartime experiences and memories of pupils and teachers. It explains that the German Culture Department was relatively weak in establishing total control over education and that Catholic schools were able to maintain their education project during the war. However, the book also reveals that, in some cases, the German occupation did not need total control over education in order to find support for some authoritarian ideas. As such, Van Ruyskenvelde’s analysis presents a nuanced view of the image of the Catholic Church, schools, teachers and pupils as mere victims of war.

Available in PDF, EPUB and Kindle. Book excerpt: Drawing on interviews with leading film executives, politicians and industry stakeholders, including Alan Parker, Stewart Till and Tim Bevan, this book provides an empirically grounded analysis of the rise and unexpected fall of the UK Film Council, the key strategic body responsible for supporting film in the UK for over a decade. As well as offering a critical overview of the political, policy and technological contexts which framed the organisation's creation, existence and eventual demise, the book provides a probing analysis of the tensions between national and global interests in an increasingly transnational film industry, not least underlining how both US and EU interests and pressures have played themselves out. It therefore provides a timely and significant investigation into the contemporary policy environment for film in the 21st century.

Available in PDF, EPUB and Kindle. Book excerpt: How Tocqueville’s ideas can help us build resilient liberal democracies in a divided world How can today’s liberal democracies withstand the illiberal wave sweeping the globe? What can revive our waning faith in constitutional democracy? Tocqueville’s Dilemmas, and Ours argues that Alexis de Tocqueville, one of democracy’s greatest champions and most incisive critics, can guide us forward. Drawing on Tocqueville’s major works and lesser-known policy writings, Ewa Atanassow shines a bright light on the foundations of liberal democracy. She argues that its prospects depend on how we tackle three dilemmas that were as urgent in Tocqueville’s day as they are in ours: how to institutionalize popular sovereignty, how to define nationhood, and how to grasp the possibility and limits of global governance. These are pivotal but often neglected dimensions of Tocqueville’s work, and this fresh look at his writings provides a powerful framework for addressing the tensions between liberalism and democracy in the twenty-first century. Recovering a richer liberalism capable of weathering today’s political storms, Tocqueville’s Dilemmas, and Ours explains how we can reclaim nationalism as a liberal force and reimagine sovereignty in a global age—and do so with one of democracy’s most discerning thinkers as our guide.

Available in PDF, EPUB and Kindle. Book excerpt: In this fully revised edition of his groundbreaking book, Fred Powell looks behind "the mirror of power" to discover the real civil society--or Big Society--that lies beneath it. Articulating three forms of civil society--radical, liberal, and conservative--he examines a complex interplay between state and community, arguing that citizens contend for power via civil society. This is both a historic pursuit dating to antiquity and a contemporary democratic struggle between competing visions of modernity, the stakes of which are no less than "real" politics themselves as experienced by everyday citizens. The second edition includes a new concluding chapter on practical and policy implications.
