Instead, the bank is still evolving and the interaction of power, interests, and status that will determine whether the bank will go wild. Theoretically, the current shape of the AIIB will influence global strategic conditions and global perceptions of the bank itself, consequently affecting China’s level of dissatisfaction with its power and status in the international financial system and maneuvering in the AIIB. To empirically show that, this book presents the evolution of the AIIB, compares the bank with its main competitors in the Asia-Pacific region, and conducts ten comparative case studies to show how countries around the world have positioned themselves in response to the emergence of the AIIB. This book presents critical insights for scholars and foreign-policy practitioners to understand China’s surging influence in international organizations and how China can shape the world order. In this edition, the report notes that in China, growth slowed to 7.8 percent in 2012 due to rebalancing efforts. Risks emanating from the Eurozone and the U.S. have declined since the middle of last year. While still fragile, there are signs of a turnaround in real activity in high income economies, thus external demand for the East Asia and Pacific region's exports will stabilize this year. Movements in high-income country currencies, such as the yen, are likely to affect trade and investment flows in the region in the short term, but a return to sustained growth in Japan would benefit the region as a whole. An emerging issue is the risk of overheating in some of the larger economies. Policymakers need to continue to be vigilant to react to shocks in the world economy, but be prepared to withdraw stimulus as the world economy recovers. For countries that show some signs of inflationary pressures, it would be a good time to rebuild policy buffers.

Also lifting regional prospects is growth in the People's Republic of China that exceeds expectations. Consumer prices are contained, and external balances under control, as global food and oil prices recover modestly. Risks to the outlook have become more balanced since April forecasts in this series. The advanced economies have so far avoided sharp, unexpected changes to their macroeconomic policies. Further, the fuel price rise is providing fiscal relief to oil exporters but is measured enough not to destabilize oil importers. To meet the region's infrastructure needs, developing Asia must mobilize $1.7 trillion annually. However, even factoring in funds saved through public finance reform or received from multilateral agencies, a significant financing gap remains. This Update highlights how public-private partnership can help fill the financing gap and improve infrastructure delivery by allocating risk to the party best able to manage it. Public-private partnership effectively marshals the private sector’s most valued strengths to meet public sector objectives. Where appropriately implemented, this innovative tool can yield superior development results.

It forecasts growth across the region's developing economies of 4.8% this year and in 2024, up from 4.2% in 2022. The reopening of the People's Republic of China (PRC) will boost regional economic growth through supply chain linkages and demand for goods and services. Growth in the PRC is expected to rebound to 5.0% this year from 3.0% in 2022. Healthy domestic demand in India will also support regional growth: India is forecast to grow by 6.4% in 2023. Growth in the Caucasus and Central Asia, the Pacific, and Southeast Asia will be lifted as tourism recovers. Meanwhile, headline inflation is expected to decelerate from 4.4% in 2022 to 4.2% this year and 3.3% in 2024. However, higher debt and interest rates have magnified financial stability risks, as evidenced by recent banking sector problems in the United States and Europe. An escalation in the Russian invasion of Ukraine could cause renewed surges in commodity prices, stoking global inflation and inducing further monetary tightening. Further, climate change and global fracturing remain persistent challenges. To confront these challenges, policy makers need to strengthen policies to ensure financial stability and actively support multilateralism to deepen regional cooperation.
