Book excerpt: The 95th Colored Engineer Regiment is a fictional account of a little-known historical fact; a third of the 10,000 plus US Army troops who built the Alaska-Canada Highway, also known as the Alcan, during WW II were African-Americans from the South. The bombing of Pearl Harbor on December 7, 1941, set in motion a project to connect the territory of Alaska to the lower 48 states. The project had been on the drawing board for many years but had been on hold over budget concerns and the route. All of those issues became mute on December 7, 1941. The War Department ordered the Army to begin a road construction project from Dawson Creek, BC Canada to Fairbanks, Alaska. The project began in early 1942 when over 10,000 troops arrived in various locations to commence the 1500 mile road project. A little-known fact is that over a third of the workforce were African-Americans from the rural South. These former tenant farmers would demonstrate to the War Department they could use construction equipment, supervise the workforce and on one important project, the Sikanna Chief River Bridge, outperform the white units. The three Colored Regiments despite having been issued all the hand-me-downs from the white regiments, the worst sections of roads to be built and the least amount of support from the Alaskan Command, performed beyond expectations. The Colored Engineer Regiments were commanded by white officers, and NCOs and exposed to the same racial discrimination they had to endure in the South. But through hard work and dedication, these young men impressed the military leaders. Some historians believe the work of the Colored Engineer Regiments, the Tuskegee Airmen and the 761st Tank Regiment (Black Panthers) were the beginning of the drive to desegregate the Armed Forces by President Harry Truman in 1948.

Immediate steps needed to be taken to defend the Far Northwest. With Canada’s approval, Washington drew up plans for an Alaska Highway to connect Edmonton, Alberta, with Fairbanks, Alaska, and a pipeline to connect oil fields in the Northwest Territories with the Pacific Coast. Between 1942 and 1946, about 40,000 American military and civilian personnel invaded the Canadian Northwest. Where there had been few or no roads, a highway more than 1,500 miles long was built in less than a year. Navigation facilities were improved, and pipelines were laid from Fairbanks to the Pacific. The reasons for this dramatic shift derive from a correlation of geography, foreign policy, domestic politics, and military technology. Historically the role of the armed forces in Alaska has been large and diverse. Alaska was one of the two principal territorial purchases made by the United States between 1803 and 1867 adding nearly 1.5 million square miles to America’s national domain. Smaller by the size of Texas than Jefferson’s Louisiana Purchase, Alaska, unlike all of the territories and states carved out of the former, languished in obscurity and isolation, and was administered as a colonial dependency by the military and other branches of the federal government, its official ‘territorial status’ and government notwithstanding. While sharing many common aspects of frontier settlement and Western history with territories such as Montana, the Dakotas, Wyoming, and Colorado, Alaska presented special challenges peculiar to a non-contiguous arctic and sub-Arctic environment, separated from the United States by a foreign power. Indeed, only the defeated South under Reconstruction experienced the same degree of military occupation and martial law. Alaska also has the unique distinction in the American experience of belonging to Imperial Russia before it became of interest to American expansionists. Still others found Alaska tempting and pursued their own designs North of '53. The Spanish, British, Canadians, and even the French plied Alaska’s waters and made their claims to Alyeska- the Great Land. And it is with these clashing imperial ambitions that this three-volume history begins.
