This paper will additionally explain the impact of the current mobilization procedures on the Army National Guard in the current mobilization supporting the Global War on Terror. It will identify inefficiencies that exist in the FORMDEPS process and will offer an alternative strategy that should be used in an environment where the Army National Guard requires directed, focused individual and unit-level training. These requirements evolved due to a greater role for the National Guard as part of the National Security and Military Strategies. The focus of the new model is on training and personnel readiness with discussion on the certification that occurs during the mobilization process. Further, this paper will provide a historical review of the mobilization process and identify shortfalls in mobilization resource areas. Based on research, an analysis will be provided on the cumulative impact of the new mobilization initiative aimed at improving mobilization efficiencies.

Under Sect. 12302 of title 10, U.S. Code, the Pres. is allowed to call up to 1 million Nat. Guard and Reserve members to active duty for up to 2 years. The GAO was asked to review issues related to the call-up of reservists following 9/11. GAO examined (1) whether the DoD followed existing operation plans when mobilizing forces; (2) the extent to which responsible officials had visibility over the mobilization process; and (3) approaches the services have taken to provide predictability to reservists. Also determined the extent to which the Ready Reserve forces, which make up over 98% of non-retired reservists, were available. Makes recommendations.

Historically, American military efforts for large scale mobilization of its reserves and conscript generated forces have never occurred smoothly and resolving the problems have taken considerable time. The current set of mobilizations have fared no better and the problem continues to be solved through multiple adjustments to National and Forces Command policies causing confusion and frustration within both active training units and the reserve forces. This project examines historical mobilization efforts of the latter half of the 20th Century and the most common problems of the current mobilizations; specifically as it applies to the National Guard. The research reveals a definite disconnect between the U.S. Army's intended mobilization process and end state, and the activities within the states using New York as an example.

In the past two years the mobilization rate of Army National Guard has increased immensely. The mobilization process is very challenging and is reliant on the readiness levels of our Army National Guard soldiers and equipment. Traditional citizen- soldiers make up 86% of the Army National Guard end strength of 350,000 soldiers. Once called upon these soldiers continually strive to meet the call to arms in the shortest amount of time. In order to manage soldier and unit readiness the Army National Guard is allocated full-time soldiers who ensure critical tasks are completed and manage readiness levels within units. However the Army National Guard's Full-Time Support (FTS) program has been underfunded for many years. This paper analyzes the impact of this funding shortfall and its effect on readiness as the Army National Guard mobilizes more units. The Army's FTS program supports both the Army Reserve and the Army National Guard. This paper focuses on the Army National Guard's FTS program and its impact on readiness.

Federalizing the National Guard proved critical prior to potentially utilizing expeditionary military forces. At the time, the National Guard acted as the largest component of the Army and contained not only troop strength, but also provided command and control capabilities organic in its division headquarters. National Guard units became vital to quickly mobilize forces for national defense and eventually the execution of the largest expeditionary war the United States has ever seen. The 35th Infantry Division became one of these divisions first mobilized in 1940. The process of mobilizing, training, and integrating National Guard divisions into the Regular Army has not occurred in-scale, since World War II. This monograph strives to identify successes and shortfalls of activating the 35th Infantry Division during World War II for overseas service. The contemporary U.S. Army has a preponderance of forces in the Army National Guard and the U.S. Army Reserve. In aggregate, U.S. Army resources amount to three corps headquarters and eighteen division headquarters to employ in large-scale combat operations. Cohesively, the three compositions (COMPOs), which are known as the Total Army include COMPO 1 Regular Army, COMPO 2 Army National Guard, and COMPO 3 Army Reserve. With eight division headquarters nested within the National Guard, synchronization of the Total Army becomes critical to U.S. Armed Forces' success in the next conflict against a near-peer adversary in a contested operational environment. The United States faces threats from competitors such as Russia, China, North Korea, Iran, and violent extremist organization in a complex and interconnected world.
