Book excerpt: The recent 2005 Base Realignment and Closure (BRAC) reduced depot infrastructure DoD wide but did little to modernize and transform its depots into a joint system. The Services' current depot systems are legacy establishments whose foundations were laid in the early twentieth century. With the evolution of the commercial defense industrial base during World War II and the Cold War, their research and development roles migrated to the private sector. For example, the Army system consists of 5 depots that maintain, overhaul, and repair military systems. In general they are Cold War facilities with all the inherent inefficiencies implied in that description. To remain relevant the Army, its sister services and DoD must work on transforming these service depots through lean philosophies, public private partnerships, performance based logistics, and capital investment programs to bring the depot system into the 21st Century to support the overall DoD transformation. Transformation of the depot system requires more efficiency, effectiveness and flexibility to reduce duplication of effort, overhead and long term costs.

GAO found that: (1) due to increasing shortages of repair parts, aircraft maintenance and labor costs have increased significantly, resulting in a decrease of available aircraft; (2) in 1985, depot officials estimated a $24 million increase in labor costs for overhauling helicopters because of repair parts shortages; (3) in January 1987, the depot was averaging about 393 parts shortages, affecting approximately 600 programs; (4) the Army Aviation System Command (AVSCOM) lacked effective management control to ensure that parts were timely ordered, manufactured, and delivered; (5) the Army Materiel Command (AMC) estimated that Army-wide parts shortages increased labor costs in 1985 by 10 to 15 percent; (6) AVSCOM inspected only 128 of 700 parts manufactured in 1986 because of shortages in staff and travel funds; and (7) the Army plans to improve its management control to track procurements and alert managers of any delays in the procurement process.

Concurrently, there are related problems such as depot repair capacity and the repair of high-technology components that have raised concerns about the adequacy of the present support structure. The increased use of contractors is an alternative that could resolve some of these problems as demonstrated during the Vietnam War.
