Book excerpt: Ofsted today publishes the Annual Report 2010/11, drawing on over 31,000 inspection visits across the schools, early years, children's social care and learning and skills sectors in England. Launched by Her Majesty's Chief Inspector Miriam Rosen, this in-depth analysis provides an insight into the quality of those services for children and learners, what is working well and what needs to improve. The report highlights how an inadequate inspection judgement, whether for a children's home or a school, a college or a nursery, can be an important catalyst for change. For example, the total number of schools in a category of concern - that is judged to be in special measures or being given a notice to improve - reduced from 553 at the end of last year to 451 at the end of August 2011. Over a fifth of schools judged inadequate at their previous inspection were found to be good or better when inspected again this year. In addition, schools are now emerging from special measures faster than the previous year - after an average of 18 months rather than 20. In inspections of local authorities'; children's social care, where Ofsted completed the second full year of unannounced inspection of contact, referral and assessment arrangements, weaknesses identified the previous year had been addressed in the great majority of cases.

Book excerpt: This publication brings together OFSTED inspection and regulation data covering the period from September 2006 to August 2007. With the establishment on 1 April 2007, of the Office for Standards in Education, Children's Services and Skills, OFSTED's responsibilities for inspecting children's services changed substantially, with OFSTED now regulating and inspecting childcare, children's social care and provision for learners of all ages. The first part of the report summarises the outcomes of routine inspections and regulatory visits across OFSTED's remit. The second part of the report examines three important themes in education and care: (i) improved life chances of children and older learners from disadvantaged backgrounds; (ii) the experience of children and young people where education and care develops awareness of personal, cultural and national identity; (iii) the effectiveness of education and training for young people entering work. The report also refers to the national test results for 2007.

Book excerpt: With the establishment, on 1 April 2007, of the Office for Standards in Education, Children's Services and Skills, Ofsted's responsibilities for inspecting children's services changed substantially, with Ofsted now regulating and inspecting childcare, children's social care and provision for learners of all ages. This report covers the first full year of reporting on the organisation's new remit. The first section presents an evaluation of the quality and standards in care, early education, schools, colleges, adult learning and skills, and children's services. It is based on evidence from more than 45,000 inspections and regulatory visits in 2007-08. The second section draws on Ofsted's thematic inspections and surveys in the different areas of its remit. This section evaluates the effectiveness with which providers seek to address three important matters: improving the life chances of the least advantaged members of society through excellence in provision; safeguarding children and young people from neglect, abuse and other forms of harm; and enabling learners to acquire the skills they need to succeed in their working lives. The Chief Inspector is encouraged by the recognition that much is going well for so many children, young people and adult learners, but frustrated that there is still too much that is patently inadequate and too many settings and institutions where the rate of improvement is unacceptably slow.

Book excerpt: The Office for Standards in Education (Ofsted) is a non-ministerial government department accountable to Parliament, which seeks to help improve the quality and standards of education and childcare through independent inspection and regulation. This departmental report covers Ofsted's work during the year 2006-07, as well as giving information on its organisational structure, expenditure and performance against Service Delivery Agreement targets. This is Ofsted's final report, as from April 2007 a new organisation was established called the Office for Standards in Education, Children's Services and Skills (which will also be known as Ofsted). This new body brings together the work of the Adult Learning Inspectorate, the children's services responsibilities of the Commission for Social Care Inspection and the inspection functions of the Children and Family Court Advisory and Support Service from Her Majesty's Inspectorate of Court Administration with the work of the old Ofsted.

Now in a fully updated second edition, the book focuses on how teachers can provide a safe and secure setting where positive relationships are fostered, placing increased emphasis on learning behaviours that contribute to pupils’ cognitive, social and emotional development. The book is full of practical approaches that can help teachers support pupils to achieve, relate to others and develop behaviours that characterise self-esteem, confidence and resilience. It includes chapters covering: • relationship with the curriculum, relationship with self and relationship with others; • whole-school approaches and the school behaviour policy; • reframing special educational needs; • dealing with more challenging behaviour; • transitions. This second edition also includes an updated emphasis on the links between mental health, behaviour and relationships in schools, and reflects Department for Education advice for school staff, changes to the National Curriculum and the new SEND Code of Practice. Through the application of the Behaviour for Learning framework, the book encourages teachers to address the needs of pupils who exhibit behavioural difficulties, whilst still pursuing excellence in teaching and learning for all pupils. It is a compelling and essential read for all trainees and practising teachers, CPD coordinators and other professionals working with children in schools.

Available in PDF, EPUB and Kindle. Book excerpt: Will Ryan's Dare to be Different: A leadership fable about transformational change in schools tells the fictional tale of Brian Smith a primary school head teacher who listens to what his political masters have to say, but then sets out to inspire real transformational change by doing the exact opposite and leading through his own values and beliefs. Writer and novelist Michael Korda claims that 'the fastest way to succeed is to look like you are playing to someone else's rules whilst quietly playing by your own'. Dare to be Different illustrates how real transformational change can occur when a school leader does just that, as Will Ryan shares the trials and tribulations of the story's fearless protagonist, Brian Smith, as he endeavours to take back ownership of what happens in the classroom. Exploring the significant challenges that school leaders often have to overcome in order to turn their dream into a reality, Dare to be Different lays before the reader a model of inspirational school leadership in this engaging and humorous take on life in modern schools. The story is told through the eyes and experiences of Brian as he resists top-down government directives on how his school should be run and instead strives to build a vibrant curriculum with which to hook the imaginations of today's children. Scattered among the narrative's twists and turns are deeper insights into the nature and purpose of schooling that are sure to rekindle school leaders' passion for pupil-centred education over policy-led prescription, and which will motivate them to 'dare to be different' in standing up for the education they believe in. Whilst it may be a fable with fictitious characters, Dare to be Different is based on real schools: schools in which the author has worked with leaders and teachers who, by applying their deeply held educational beliefs, accelerate learning and provide exciting learning opportunities for their pupils. Will Ryan has condensed and interwoven his forty-three years' worth of accumulated experience of going in and out of the UK's best classrooms into this book, in which you will find: at least one-hundred-and-eighteen tips that are based around exciting primary practice and which should make the hairs tingle on the neck of the most wizened school inspector; at least forty-five significant ideas that will strengthen leadership and have the capacity to transform your school as a learning community; at least fifty quotations that will make you think about how our most inspirational leaders create inspirational teachers who get an inspirational response from their learners; and compelling pieces of evidence to demonstrate that primary school teachers are doing a fabulous job, despite what any politician or tabloid reporter would tell you. Suitable reading for all school leaders at both primary and secondary levels who are looking to promote excellence and raise aspirations within their schools and wider communities.

Book excerpt: This book draws on the lessons from one of the most intensive periods of educational reform in any country during recent times. The post-1997 English experience, under a New Labour government, is used to illustrate the opportunities and challenges associated with attempting to develop a world class education system. Such reforms are fiercely contested - and often polarized - with proponents stressing the opportunities created, while others reveal the erosion of professional values. Contributions from UK and overseas researchers, including Andy Hargreaves and John Smyth, reflect on the implications for those concerned with developing education systems across the globe. Focusing on the challenges of radical reform in key areas - including variation in educational achievement; accountability and standards; linking school and community policies; workforce reform and choice and diversity - the book includes chapters on: Accountability for School Improvement Workforce-modelling and Distributed Leadership Multi-agency Work and Children’s Services The Education and Poverty Link Personalised Learning Initial Teacher Education Drawing on the framework developed by New Labour to assess the approaches to and outcomes of interventions and the extent to which policies can deliver promised transformations - but going much deeper and wider than this - the authors present a critical account of reform by studying examples of policies, and conceptualizing the interplay between policy, practice and research. With contributions from leading international commentators, this book will be of interest to researchers in education, education policy and school leadership.
