Book excerpt: This collection provides an overview of some of the most relevant concepts in the study of the language of inclusion and exclusion, specifically with a view to the functioning of nation-state categories. Categorizations, words, and phrases are constantly renewed with the intention to exclude (mostly) or to include (rarely), promulgating problematizations that highlight discursive distinctions between in-groups and out-groups. Such discursive constructions and the practices through which they are effectuated are sites of symbolic power, and their study reveals the workings of power. Historical analysis of the language of inclusion and exclusion can help elucidate contemporary transformations of discursive power. The chapters in this volume discuss forms of discursive problematization such as defining, claiming, legitimizing, expanding, sensationalization and suggestion, and it connects these to the discursive drawing of boundaries, focusing on discursive constructions of ‘illegality’, race, class, gender, immigrant integration and transnationalism. As state categorizations continuously differ, both the historical analysis of their genesis, functioning and transformation, and the contemporary analysis of their practical effectuation are crucial to an understanding of inclusion and exclusion. This book was originally published as a special issue of Ethnic and Racial Studies.

Available in PDF, EPUB and Kindle. Book excerpt: The Routledge Handbook of Soft Power is the first volume to offer a comprehensive and detailed picture of soft power and associated forms of public diplomacy. The terms soft power and public diplomacy have enormous currency in media and policy discourse, yet despite all the attention the terms remain conceptually ambiguous for analysts of international influence. The consequence is that the terms have survived as powerful, yet criticized, frames for influence. Divided into two main parts, Part I outlines theoretical problems, methodological questions, the cultural imperative and the technological turn within the study of soft power and Part II focuses on bringing the theory into practice through detailed discussion of key case studies from across the Americas, Europe, the Middle East, Africa and Asia. This innovative handbook provides a definitive resource for students and scholars seeking to familiarize themselves with cutting-edge debates and future research on soft power and will be of interest to those studying and researching in areas such as international relations, public diplomacy and international communication.

Available in PDF, EPUB and Kindle. Book excerpt: The articles collected together in this volume are concerned with why and how people get involved in politics, whether through formal mechanisms such as voting, through some of the more informal means and settings of social movement networks and political protest, or through engagement in public debate. But just as important is the question of why people do not get involved in politics. What social conditions, ideas and values facilitate or discourage political activity? How is it that some people are systematically disempowered in democratic societies in comparison with others? What social forms offer the most promise for extending and deepening democracy? This volume brings togther the most seminal papers, which together form a record of how political sociologists since the 1970s have framed questions about the range and limits of democratic political engagement and developed concepts and methodologies in order to research the answers to those questions.

Book excerpt: Scientific Cosmology and International Orders shows how scientific ideas have transformed international politics since 1550. Allan argues that cosmological concepts arising from Western science made possible the shift from a sixteenth century order premised upon divine providence to the present order centred on economic growth. As states and other international associations used scientific ideas to solve problems, they slowly reconfigured ideas about how the world works, humanity's place in the universe, and the meaning of progress. The book demonstrates the rise of scientific ideas across three cases: natural philosophy in balance of power politics, 1550–1815; geology and Darwinism in British colonial policy and international colonial orders, 1860–1950; and cybernetic-systems thinking and economics in the World Bank and American liberal order, 1945–2015. Together, the cases trace the emergence of economic growth as a central end of states from its origins in colonial doctrines of development and balance of power thinking about improvement.

Available in PDF, EPUB and Kindle. Book excerpt: Environmental issues stretch across scales of geographic space and require action at multiple levels of jurisdiction, including the individual level, community level, national level, and global level. Much of the scholarly work surrounding new approaches to environmental governance tends to overlook the role of sub-national governments, but this study examines the potential of sub-national participation to make policy choices which are congruent with global strategies and national mandates. This book investigates the emerging actors and new channels of Japan’s environmental governance which has been taking shape within an increasingly globalized international system. By analysing this important new phenomenon, it sheds light on the changing nature of Japan’s environmental policy and politics, and shows how the links between global strategies, national mandates and local action serve as an influential factor in Japan’s changing structures of environmental governance. Further, it demonstrates that decision-making competencies are shared between actors operating at different levels and in new spheres of authority, resulting from collaboration between state and non-state actors. It highlights a number of the problems, challenges, and critiques of the actors in environmental governance, as well as raising new empirical and theoretical puzzles for the future study of governance over environmental and global issues. Finally, it concludes that changes in the tiers and new spheres of authority are leading the nation towards an environmentally stable future positioned within socio-economic and political constraints. Demonstrating that bridging policy gaps between local action, national policy and global strategies is potentially a way of reinventing environmental policy, this book will be of interest to students and scholars of Environmental Studies, Environmental Politics and Japanese Politics.
