For the first time in history, the County of Los Angeles has elected an all-female Board of Supervisors with over 50% of the department heads also women. However, this is not the case for other counties in California or States in America, where the underrepresentation of women in public sector management and leadership positions prevails. This graduate thesis will use a qualitative exploratory case study method to research the facilitators and barriers to female career progression in public sector management and leadership positions long after the civil rights and women's suffrage movements, where laws protecting equal opportunity and discrimination have been enacted. This research will provide a greater understanding of why women in the County of Los Angeles, California, have achieved great success in public sector representation at the top management levels.
