Available in PDF, EPUB and Kindle. Book excerpt: The author presents substantial case studies of the effect of the abolition of quotas on global trade in this sector. Concentrating mainly on China and Pakistan but also examining India, Indonesia, Vietnam, and seven other Asian T&C manufacturing countries, he contrasts post-abolition reality with pre-abolition predictions of the impact of abolishing quotas, and details the continuing distortion caused by tariffs, non-tariff barriers and through trade remedies such as safeguards and anti-dumping. All of the analysis is supported by the judicious use and interpretation of extensive statistics, compelling arguments, and interviews with entrepreneurs and trade officials in Pakistan (as a case study of a country predicted to be a major beneficiary of quota expiry).

Available in PDF, EPUB and Kindle. Book excerpt: In 1989, the Tribunal was asked to conduct an investigation on how to reduce textile tariffs to levels which would be more in line with those of other industrialized countries. The recommendations produced apply to the portions of the textile industry which produce fibres, yarns, fabrics and certain specialty products, and which generally serve as input in the manufacture of other products. This report presents the results of that investigation after public hearings, plant visits and interviews with those involved in the textile industry. The report reviews the structure, performance, competitive factors and future directions of the textile and downstream industries; the international setting, concentrating on such factors as the MFA, VERs and the MTN; analyzes the tariff structures of Canada, the EEC, Japan and the U.S., then shows the actual tariff comparisons focusing in particular on differences in tariffs between Canada and the U.S.; describes the illustrative tariff options developed by the Tribunal staff; then sets out recommendations and the rationale underlying them.

Book excerpt: A sweeping and captivatingly told history of clothing and the stuff it is made of—an unparalleled deep-dive into how everyday garments have transformed our lives, our societies, and our planet. “We learn that, if we were a bit more curious about our clothes, they would offer us rich, interesting and often surprising insights into human history...a deep and sustained inquiry into the origins of what we wear, and what we have worn for the past 500 years." —The Washington Post In this panoramic social history, Sofi Thanhauser brilliantly tells five stories—Linen, Cotton, Silk, Synthetics, Wool—about the clothes we wear and where they come from, illuminating our world in unexpected ways. She takes us from the opulent court of Louis XIV to the labor camps in modern-day Chinese-occupied Xinjiang. We see how textiles were once dyed with lichen, shells, bark, saffron, and beetles, displaying distinctive regional weaves and knits, and how the modern Western garment industry has refashioned our attire into the homogenous and disposable uniforms popularized by fast-fashion brands. Thanhauser makes clear how the clothing industry has become one of the planet’s worst polluters and how it relies on chronically underpaid and exploited laborers. But she also shows us how micro-communities, textile companies, and clothing makers in every corner of the world are rediscovering ancestral and ethical methods for making what we wear. Drawn from years of intensive research and reporting from around the world, and brimming with fascinating stories, Worn reveals to us that our clothing comes not just from the countries listed on the tags or ready-made from our factories. It comes, as well, from deep in our histories.

Book excerpt: The late twentieth century has seen profound changes in the character of the international economic order. According to the authors of this study, Canada has failed to come to terms with those changes. Our industrial policy is diffuse, ad hoc, and sectoral. Michael Atkinson and William Coleman argue that in order to analyse Canada’s industrial policy effectively, particular attention must be given to industry organization, state structures, and systems of interest intermediation at the sectoral level. To make such an analysis they introduce the concept of policy network, and apply it to three types of industrial sectors: the research-intensive sectors of telecommunications manufacturing and pharmaceuticals; the rapidly changing sectors of petrochemicals and meat processing; and the contracting and troubled sectors of textiles, clothing, and dairy processing. Through the lens of these sectors Coleman and Atkinson shed considerable light on the intersection of political considerations and policy development, and offer a new base on which to move forward in planning for economic growth.

Book excerpt: From the Executive Summary: This study of federal government trade decision-making focuses on the traditional concerns of commercial policy - tariffs and non-tariff barriers to imports...In contrast to many IRRP studies, this one does not specifically aspire to reform the trade decision-making process in Canada. Its more restricted purpose is to provide, as objectivelly as possible, a descriptive analysis of how trade decisions were made by the Trudeau government in the years 1968 to 1979. This empirical orientation is reflected in our testing of several well-known decision models against information gathered in interviews with politicians, public servants and private citizens. These decision models are outlined in Chapter One....Chapter Two consists of a description of the broad environment of trade decision-makers...It is intended primarily as backgroun for the uninitiated. The three chapters following analyze the roles of private groups and government institutions participating in the process off making trade policy....Chapter Six presents a case study using the various decision models as analytical tools. It deals with the imposition of quantitiative controls on "low cost" textiles and clothing imports...Chapter Seven summarizes the general features of trade decision-making in the Trudea government....Chapters Eight and Nine present a comparative analysis of decision-making in several trade policy "subsystems"....The study ends with a discussion of the frequency of and the conditions requisite to the functioning of the different decision models.

Book excerpt: Waterproof and Water Repellent Textiles and Clothing provides systematic coverage of the key types of finishes and high performance materials, from conventional wax and silicone, through controversial, but widely used fluoropolymers and advanced techniques, such as atmospheric plasma deposition and sol-gel technology. The book is an essential resource for all those engaged in garment development, production and finishing, and for academics engaged in research into apparel technology and textile science. Rapid innovation in this field is driving new performance demands in many areas, including the sporting and military sectors. However, another innovation driver is the regulatory framework in the USA, Europe and globally, addressing both health concerns (e.g. with PFOS / PFOA) and environmental impacts (e.g. C8 fluorocarbon finishes). Both of these aspects are fully covered, along with the replacement materials / technologies currently available and under development. In addition, oleophobic and multifunctional coatings are discussed, as are aspects of performance, testing and applications in sportswear, protective clothing, and footwear. Introduces innovative materials and technologies, exploring their current and potential use across different sectors Provides expert guidance on the health and environmental aspects of key waterproof materials and coatings and their associated regulations Demystifies testing processes and design principles
