Book excerpt: A multi-faceted study was initiated in November 1993 to provide assurance that needed testing capabilities, facilities, and support infrastructure (sampling systems, casks, transportation systems, permits, etc.) would be available when needed for process and equipment development to support pretreatment and vitrification facility design and construction schedules. This first major report provides a snapshot of the known testing needs for pretreatment, low-level waste (LLW) and high-level waste (HLW) vitrification, and documents the results of a series of preliminary studies and workshops to define the issues needing resolution by cold or hot testing. Identified in this report are more than 140 Hanford Site tank waste pretreatment and LLW/HLW vitrification technology issues that can only be resolved by testing. The report also broadly characterizes the level of testing needed to resolve each issue. A second report will provide a strategy(ies) for ensuring timely test capability. Later reports will assess the capabilities of existing facilities to support needed testing and will recommend siting of the tests together with needed facility and infrastructure upgrades or additions.

Book excerpt: The US Department of Energy has established the Tank Waste Remediation System (TWRS) program to safely manage wastes currently stored in underground tank at the Hanford Site. A TWRS testing and development strategy was recently developed to define long-range TWRS testing plans. The testing and development strategy considered four alternatives. The primary variable in the alternatives is the level of pilot-scale testing involving actual waste. This study evaluates the cost benefit and risks associated with the four alternatives. Four types of risk were evaluated: programmatic schedule risk, process mishap risk, worker risk, and public health risk. The structure of this report is as follows: Section 1 introduces the report subject; Section 2 describes the test strategy alternative evaluation; Section 3 describes the approach used in this study to assess risk and cost benefit; Section 4 describes the assessment methodologies for costs and risks; Section 5 describes the bases and assumptions used to estimate the costs and risks; Section 6 presents the detailed costs and risks; and Section 7 describes the results of the cost benefit analysis and presents conclusions.

Book excerpt: The primary purpose of systems engineering is to organize information and knowledge to assist those who manage, direct, and control the planning, development, production, and operation of the systems necessary to accomplish a given mission. However, this purpose can be compromised or defeated if information production and organization becomes an end unto itself. Systems engineering was developed to help resolve the engineering problems that are encountered when attempting to develop and implement large and complex engineering projects. It depends upon integrated program planning and development, disciplined and consistent allocation and control of design and development requirements and functions, and systems analysis. The key thesis of this report is that proper application of systems analysis and systems engineering will improve the management of tank wastes at the Hanford Site significantly, thereby leading to reduced life cycle costs for remediation and more effective risk reduction. The committee recognizes that evidence for cost savings from application of systems engineering has not been demonstrated yet.
