Available in PDF, EPUB and Kindle. Book excerpt: Although likely a small percentage of all people screened, the thousands of persons misidentified to the Terrorist Watch List can experience additional questioning, delays, and other effects. Most misidentifications occur because of similarities to names on the Terrorist Watch List; agencies are attempting to reduce the incidence of misidentifications or otherwise facilitate individuals through the screening process. The Terrorist Screening Center and Frontline-screening Agencies are addressing concerns related to Watch List Screening, and an Interagency Agreement is being developed to further ensure an effective means for seeking redress.

Book excerpt: The Federal Bureau of Investigation's (FBI) Terrorist Screening Center (TSC) maintains a consolidated watch list of known or appropriately suspected terrorists and sends records from the list to agencies to support terrorism-related screening. Because the list is an important tool for combating terrorism, GAO examined (1) standards for including individuals on the list, (2) the outcomes of encounters with individuals on the list, (3) potential vulnerabilities and efforts to address them, and (4) actions taken to promote effective terrorism-related screening. To conduct this work, GAO reviewed documentation obtained from and interviewed officials at TSC, the FBI, the National Counterterrorism Center, the Department of Homeland Security, and other agencies that perform terrorism-related screening.

Download or read book Terrorist Watchlist written by U.s. Government Accountability Office and published by . This book was released on 2017-08-04 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The December 25, 2009, attempted bombing of Northwest Flight 253 exposed weaknesses in how the federal government nominated individuals to the terrorist watchlist and gaps in how agencies used the list to screen individuals to determine if they posed a security threat. In response, the President tasked agencies to take corrective actions. GAO was asked to assess (1) government actions since the incident to strengthen the nominations process, (2) how the composition of the watchlist has changed based on these actions, and (3) how agencies are addressing gaps in screening processes. GAO analyzed government reports, the guidance used by agencies to nominate individuals to the watchlist, data on the volumes of nominations from January 2009 through May 2011, the composition of the list, and the outcomes of screening agency programs. GAO also interviewed officials from intelligence, law enforcement, and screening agencies to discuss changes to policies, guidance, and processes and related impacts on agency operations and the traveling public, among other things. This report is a public version of the classified report that GAO issued in December 2011 and omits certain information, such as details on the nominations guidance and the specific outcomes of screening processes."

Book excerpt: Terrorism, sadly, seems here to stay and to stay with a vengeance. It turns out that the United States was not prepared for it and now must play catch-up. In doing so, even agreement on how to define terrorism is in doubt and what to do about it seems beyond comprehension at the moment. This volume presents a broad cross section of analyses of weaknesses and actions in the ongoing battle including cyberterrorism, international terrorism, and societal implications of terrorism.

Book Synopsis The Eternal Criminal Record by : James B. Jacobs
Download or read book The Eternal Criminal Record written by James B. Jacobs and published by Harvard University Press. This book was released on 2015-02-09 with total page 413 pages. Available in PDF, EPUB and Kindle. Book excerpt: For over sixty million Americans, possessing a criminal record overshadows everything else about their public identity. A rap sheet, or even a court appearance or background report that reveals a run-in with the law, can have fateful consequences for a person’s interactions with just about everyone else. The Eternal Criminal Record makes transparent a pervasive system of police databases and identity screening that has become a routine feature of American life. The United States is unique in making criminal information easy to obtain by employers, landlords, neighbors, even cyberstalkers. Its nationally integrated rap-sheet system is second to none as an effective law enforcement tool, but it has also facilitated the transfer of ever more sensitive information into the public domain. While there are good reasons for a person’s criminal past to be public knowledge, records of arrests that fail to result in convictions are of questionable benefit. Simply by placing someone under arrest, a police officer has the power to tag a person with a legal history that effectively incriminates him or her for life. In James Jacobs’s view, law-abiding citizens have a right to know when individuals in their community or workplace represent a potential threat. But convicted persons have rights, too. Jacobs closely examines the problems created by erroneous record keeping, critiques the way the records of individuals who go years without a new conviction are expunged, and proposes strategies for eliminating discrimination based on criminal history, such as certifying the records of those who have demonstrated their rehabilitation.
