Book excerpt: Three main perspectives on the Naxalite issue are prevalent in India. The first is the security or 'law and order' perspective prominent within the police and the government establishment which equates Naxalites with terrorists. The second is the 'root causes' perspective, where socio-economic issues are viewed as the primer to the movement. The third perspective which is held by the Naxalites and their sympathizers sees the movement as fallout of structural violence. Appropriate and successful address of the root causes, which could extend over a decade or more and the consequent petering out of the insurgency, represents the best case scenario in a simplistic counter insurgency framework. However a combination of inadequately addressed root cause(s) and resort to criminal activities by insurgents seem to threaten this paradigm of conflict resolution. Crime provides access to contraband, particularly difficult to procure weapons, and disproportionate profits. An insurgent movement may adopt criminal means as a of resource augmentation at any stage of its life cycle. Even an insurgency which has abjured crime for a major part of its life cycle might take to it at a stage when the government counter-strategy is gaining the upper hand and movement is beginning to flag. At this point in time (if it has not done so earlier) the ideology will justify adopting criminal acts for the cause. An insurgency's resort to terror as a tactic to achieve its political aims and use of crime as a source of finance; creates that possibility for it to transform into a terror-crime entity to survive, at a stage in its life cycle when it losses popular support to the government. It is a reality that India faces in the case of insurgencies in Punjab and Nagaland. Hence severing the terror-crime relationship should form an important component of a State's counter-insurgency strategy and accordingly policing aspect must be accorded consideration it merits. This paper draws lessons from the Shining Path insurgency in Peru to provide policy pointers in preventing insurgencies from transforming into terror-crime entities for survival, on losing mass support.

Known as "the greatest domestic security threat faced by India" from 2006 to 2011, the Naxalite insurgency has receded and largely been contained-albeit still far from eliminated-as of 2016. India's security response to the Naxalite insurgency from 2004 to 2015 demonstrates that New Delhi will prefer limited interaction with external security partners when addressing matters of domestic counterinsurgency. With this insight, U.S. policymakers should not expect that New Delhi will accept direct assistance for its domestic counterinsurgency units in the foreseeable future, and the United States should not press India too hard on this issue. Washington would be ill-served by an Indian backlash to such unwelcomed assertiveness. Any Indian backlash might curb or reverse far more important bilateral military-to-military interactions including joint maritime security activities in the Indian Ocean and the western Pacific, bilateral interoperability exercises that improve Indian confidence and capabilities against potential Chinese encroachment in disputed Sino-Indian border areas, and military-to-military collaboration in global counterterrorism intelligence-sharing and operations. The United States instead should focus on not only its offers of major near-term bilateral military assistance for security cooperation but also, to the extent that Indian sensitivities will allow, actions by China that threaten mutually held security concerns in New Delhi and Washington.

Book excerpt: This book, based on extensive field research, examines the Indian state’s response to the multiple insurgencies that have occurred since independence in 1947. In reacting to these various insurgencies, the Indian state has employed a combined approach of force, dialogue, accommodation of ethnic and minority aspirations and, overtime, the state has established a tradition of negotiation with armed ethnic groups in order to bolster its legitimacy based on an accommodative posture. While these efforts have succeeded in resolving the Mizo insurgency, it has only incited levels of violence with regard to others. Within this backdrop of ongoing Indian counter-insurgency, this study provides a set of conditions responsible for the groundswell of insurgencies in India, and some recommendations to better formulate India’s national security policy with regard to its counter-insurgency responses. The study focuses on the national institutions responsible for formulating India’s national security policy dealing with counter-insurgency – such as the Prime Minister’s Office, the Cabinet Committee on Security, the National Security Council, the Ministry of Home Affairs and the Indian military apparatus. Furthermore, it studies how national interests and values influence the formulation of this policy; and the overall success and/or failure of the policy to deal with armed insurgent movements. Notably, the study traces the ideational influence of Kautilya and Gandhi in India’s overall response to insurgencies. Multiple cases of armed ethnic insurgencies in Assam, Manipur, Mizoram, and Nagaland in the Northeast of India and the ideologically oriented Maoist or Naxalite insurgency affecting the heartland of India are analysed in-depth to evaluate the Indian counter-insurgency experience. This book will be of much interest to students of counter-insurgency, Asian politics, ethnic conflict, and security studies in general.

Book excerpt: Mr. Prakash Singh's most recent monograph on the Maoist Movement in India benefits from his unique perspective as a distinguished police officer in some of the country's most turbulent regions. His first monograph discussed the turmoil underway in India's northeast frontier. His current monograph provides a detailed history of insurgency in India, including an exhaustive examination of the history of uprisings starting from the Telengana insurrection of the mid-to-late 1940s to the Communist movement, sponsored by Mao Zedong's China. The insurgencies continued on through the Naxalite Movement to the Maoist Movement, which continues to threaten India's democracy. The paper's focus on the Naxalite Movement, which began in 1967 as a tribal peasant uprising following the split up of the Communist movement in India, provides the basic framework for studying insurgency in India. Mr. Singh places the Indian Government at the root of the basic causes of the uprising, specifically contributing to social inequality and economic injustice and the government's inability to address core grievances to prevent the expansion of unrest. Mr. Singh traces the transition of the peasant-led Naxalite movement, with its roots in a single village in West Bengal, to the Communist Party of India (Maoist) Movement, which has spread to some 20 of India's 28 states. India also includes six union territories and the National capitol territory of New Delhi.Mr. Singh provides a running tally of events highlighting rebel attacks mostly on local police stations and outposts and the Indian government's general inability to launch an organized and effective counterinsurgency (COIN) campaign. The Maoist Movement continues to spread throughout the country not so much because its ideology is appreciated or even understood by the large majority of its followers, but more because of the inefficiency, corruption, and callousness of the government machinery and the absence of a single long-term policy to deal with the Maoist threat to the Indian State. The various approaches taken by different states under different political dispensation have been largely ineffective in tackling the insurgency. The Indian Constitution has limited the police's ability to ensure public order and the federal government feels powerless in a sense, according to Mr. Singh's analysis.India's prime minister has declared more than once that the Maoist challenge is the biggest threat to the internal security of the country. Mr. Singh addresses the government's current two-pronged strategy: employing massive COIN operations and launching development schemes in a big way. The success of the approach, according to Mr. Singh, will depend on the ability of the Indian government to implement the development projects at the grass roots level and to improve governance in the far-flung provinces, particularly those inhabited by the various indigenous tribes. This monograph is a concise but thorough history of the Maoist movement and the government's response from the inception of the movement to the present day. As with Mr. Singh's previous monograph, how India accommodates its tribal minorities and reaches an accommodation with insurgents is a critical element for long-term regional stability and is of critical concern to the United States and the global community.
