Book excerpt: This is the final evaluation report of a project that aimed to strengthen the agricultural and pastoral sectors’ climate change adaptation (CCA) capacities in the Niger. The project reached 21 142 direct beneficiaries (or 106 percent of the target), including 51 percent women. However, the project experienced shortcomings in terms of its management (from start-up to mid-term), its third expected result (integration of CCA into development policies and plans) and its mobilization/accounting of co-financing partners. The expected third result will be continued under the agro-pastoral field school-community listeners’ clubs (AFPS-CLC) component of the Climate-Smart Agriculture Support Project (PASEC). Despite project achievements, the evaluation concludes FAO must nevertheless improve certain project management and mobilization of co-financing mechanisms, strengthen the capacities of partners based on their needs-analysis, and recommends developing a long-term partnership with farmer organizations to strengthen their extension and advisory support capacities.

However, the sustainability of results is a challenge for the region, due to several factors, including capacity constraints of government partners and limitations of FAO project designs. Gaps and emerging issues include the need for guidance on ‘accelerators’ of results, addressing youth as a key priority and new approaches to partnerships with civil society and the private sector. Lessons learned include the importance of good project design, suitably capacitated decentralized offices, effective knowledge management and strategic and inclusive partnerships to achieve results.

The country is also extremely vulnerable to increasingly prevalent natural phenomena, such as cyclones Dineo, Idai and Kenneth, which destroyed crops and agricultural infrastructure between 2017 and 2019. The country faces challenges in implementing regulatory instruments for the integration of practices climate change adaptation (CCA) in the agricultural sector. The Government of Mozambique, the Food and Agriculture Organization of the United Nations (FAO) and the Global Environment Facility (GEF) have joined efforts to increase the capacity of Mozambique's agricultural and pastoral sectors to deal with climate change.The project generated relevant results, including the incorporation of specific actions for CCA in strategic plans at ministerial level and in Economic and Social Plans and District Budgets (PESOD); the preparation of Mozambique's nationally determined contribution (NDC); the creation of local and community plans to adapt to climate change; the installation of 11 agrometeorological stations and greater financial autonomy for beneficiary women.The evaluation recommended that FAO support the government to ensure the integration of CCA into key policy documents and the integration of the Farmer Field Schools (FFS) into future rural development programmes, including the new Sustenta Programme, and that, in future programmes, FAO will focus on developing value chains and promoting farmers' access to markets.

However, a robust agriculture sector support mechanism will be required to sustain the impact in future.

Concurrently, agricultural production is directly dependent on climatic conditions, making climate change adaptation strategies essential for the agricultural sector. There is consequently a need for researchers, planners, and practitioners to better understand how, why, and to what extent agriculture is vulnerable to climate change. Such analyses involve challenges in relation to the complex social– ecological character of the agricultural system and to the multiple conceptualizations and approaches used in analysing vulnerability. The aim of this thesis is to identify how vulnerability assessments can be used to represent climate-related vulnerability in Nordic agriculture, in order to advance the methodological development of indicator-based and geographic visualization methods. The following research questions are addressed: (i) How can agricultural vulnerability to climate change and variability in the Nordic countries be characterized? (ii) How do selections, definitions, and emphases of indicators influence how vulnerability is assessed? (iii) How do estimates of vulnerability vary depending on the methods used in assessments? (iv) How can geographic visualization be applied in integrated vulnerability assessments? This thesis analyses and applies various vulnerability assessment approaches in the context of Nordic agriculture. This thesis demonstrates that various methods for composing vulnerability indices result in significantly different outcomes, despite using the same set of indicators. A conceptual framework for geographic visualization approaches to vulnerability assessments was developed for the purpose of creating transparent and interactive assessments regarding the indicating variables, methods and assumptions applied, i.e., opening up the ‘black box’ of composite indices. This framework served as the foundation for developing the AgroExplore geographic visualization tool. The tool enables the user to interactively select, categorize, and weight indicators as well as to explore the data and the spatial patterns of the indicators and indices. AgroExplore was used in focus group settings with experts in the Swedish agricultural sector. The visualization-supported dialogue results confirm the difficulty of selecting and constructing indicators, including different perceptions of what indicators actually indicate, the assumption of linear relationships between the indicators and vulnerability, and, consequently, that the direction of the relationship is predefined for each indicator. This thesis further points at the inherent complexity of agricultural challenges and opportunities in the context of climate change as such. It is specifically emphasized that agricultural adaptation policies and measures involve trade-offs between various environmental and socio–economic objectives, and that their implementation could furthermore entail unintended consequences, i.e., potential maladaptive outcomes. Nevertheless, it proved difficult to validate indicators due to, e.g. matters of scale and data availability. While heavy precipitation and other extreme weather events are perceived as the most relevant drivers of climate vulnerability by the agricultural experts participating in this study, statistical analyses of historical data identified few significant relationships between crop yield losses and heavy precipitation. In conclusion, this thesis contributes to the method development of composite indices and indicator-based vulnerability assessment. A key conclusion is that assessments are method dependent and that indicator selection is related to aspects such as the system’s spatial scale and location as well as to indicator thresholds and defined relationships with vulnerability, recognizing the contextual dependency of agricultural vulnerability. Consequently, given the practicality of indicator-based methods, I stress with this thesis that future vulnerability studies must take into account and be transparent about the principles and limitations of indicator-based assessment methods in order to ensure their usefulness, validity, and relevance for guiding adaptation strategies. För jordbrukssektorn och global hållbar utveckling i stort är matsäkerhet och mitigering av klimatförändringar viktiga angelägenheter. Samtidigt är jordbruksproduktionen ofta direkt beroende av klimatförhållanden, vilket gör klimatanpassningsstrategier mycket centrala för sektorn. Forskare, planerare och aktörer behöver förstå hur, varför och i vilken omfattning jordbruket är sårbart inför klimatförändringar. Sådana analyser inbegriper även de utmaningar som skapas genom jordbrukets komplexa socio-ekologiska karaktär, och de många utgångspunkter och tillvägagångssätt som används för att bedöma sårbarhet. Syftet med denna avhandling är att identifiera hur sårbarhetsbedömningar kan representera klimatrelaterad sårbarhet i nordiskt jordbruk, och i och med detta har avhandlingen som avsikt att utveckla metodologin för indikatorbaserade- och geografiska visualiseringsmetoder. Följande forskningsfrågor avhandlas: (i) Hur kan det nordiska jordbrukets sårbarhet inför klimatvariation och förändringar karaktäriseras? (ii) Hur påverkar urval, definitioner och betoningar av indikatorer bedömningar av sårbarhet? (iii) Hur varierar uppskattningar med bedömningsmetod? (iv) Hur kan geografisk visualisering användas i integrerade såbarhetsbedömningar? För att svara på dessa frågor analyseras och tillämpas olika tillvägagångssätt att bedöma sårbarhet inom nordiskt jordbruk. Avhandlingen visar att olika metoder för sårbarhetskompositindex resulterar i signifikanta skillnader mellan index, trots att samma indikatorer och data används. Ett konceptuellt ramverk för sårberhetsbedömningar där geografisk visualisering används, har utvecklats för att möjliggöra transparens avseende till exempel. vilka variabler, metoder och antaganden som används i kompositindex. Detta ramverk har följaktligen legat till grund för att utveckla ett geografiskt visualiseringsverktyg – AgroExplore. Verktyget möjliggör interaktivitet där användaren kan välja, kategorisera och vikta indikatorer, och dessutom utforska data och spatiala mönster av indikatorer och kompositindex. AgroExplore användes i denna avhandling för att stödja fokusgruppdialoger med experter inom den svenska jordbrukssektorn. Resultaten från dessa workshops bekräftar svårigheten med att välja och skapa indikatorer. Dessa svårigheter innefattar olika uppfattningar om vad indikatorer representerar, antagandet om linjära samband mellan indikatorerna och sårbarhet, och följaktligen att sambandens riktning är fördefinierade för respektive indikator. Utöver de konceptuella och metodologiska utmaningarna med sårbarhetsbedömningar visar avhandlingen på komplexa svårigheter och möjligheter för jordbruket vid klimatförändringar. Särskilt framhålls att klimatanpassningspolitik och åtgärder inom jordbruket medför konflikter och avvägningar mellan olika miljö- och socio-ekonomiska mål. Implementering av sådana anpassningsåtgärder kan vidare innebära oönskade konsekvenser, så kallad missanpassning. Trots ökad kunskap gällande nordiska jordbrukets sårbarhet inför klimatförändringar har det visats sig vara svårt att statistiskt validera indikatorer på grund av, exempelvis, skalproblematik och datatillgänglighet. Samtidigt som experterna ansåg att kraftig nederbörd och andra extrema väderhändelser är de mest relevanta drivkrafterna till klimatsårbarhet visar den statistiska analysen av historiska data på få signifikanta samband mellan förlorad skördeavkastning och kraftig nederbörd. Denna avhandling bidrar till metodutveckling av kompositindex och indikatorbaserade metoder för sårbarhetsbedömningar. En viktig slutsats är att bedömningar är metodberoende och att valet av indikatorer är relaterat till aspekter såsom systemets utbredning och den spatiala skalan av bedömningen. Även indikatorernas tröskelvärden och hur deras relation till sårbarhet är definierade anses vara viktiga faktorer som påverkar hur indikatorer representerar sårbarhet, vilket visar på sårbarhetsbedömningars kontextuella beroende. I och med de rådande bristerna hos indikatorbaserade metoder, som bland annat har identifierats i denna avhandling, vill jag framhålla vikten av att sårbarhetsbedömningar bör vara transparanta gällande den tillämpade metodens principer, antaganden och begräsningar. Detta för att säkerställa användbarhet, giltighet och relevans, om metoden och bedömningen ska ligga till grund för anpassningsstrategier hos såväl politiker, planerare och lantbrukare.

The evaluation found that the project activities made some important steps in contributing to reducing vulnerability and increasing resilience for climate change adaptation in the pilot communes. While the project managed to implement many of the outputs, a number of issues and delays limited the effectiveness on-the-ground of this innovative yet ambitious project.

Book excerpt: The Intergovernmental Panel on Climate Change (IPCC) confidently predicted rural areas will experience major impacts from diminished water availability, food security, infrastructure and agricultural incomes, causing shifts in crop production worldwide (2014). Latin America will be significantly affected, since more than 90 percent of the regions is vulnerable to projected changes in droughts and floods (World Bank, 2014). Extreme weather events due to climate change entail risk for large- and small-scale farmers alike, but smallholders will always be more vulnerable. This paper considers how smallholder farmers in Brazil---focusing on those in the poor Northeast region---are affected by, and respond to, climate change. Brazilian smallholder farmers represent the overwhelming majority of agricultural establishments in Brazil and, in aggregate, their production exceeds the output of large-scale farmers. They average larger yields per hectare because they make more intensive use of inputs and physical capital (World Bank, 2013). The majority of family farmers, especially in the North and Northeast, are below the poverty line, and their household income is derived mainly from agriculture. Improving resilience and raising agriculture yields is important and the efficient use of land is critical for achieving Brazil's economic and environmental goals; however, it is not sufficient. There is a need to combine social policies (safety nets) with agriculture technology adoption, improved market access, tailored technical assistance and off-farm income generating opportunities supported by education/vocational training. The Brazilian Government has committed itself to lifting 16 million people out of poverty. Programs such as the National Program for Strengthening Family Farming (PRONAF) represent key elements to the strategy. 2 billion Brazilian Reais (approx. 650 million US dollars), were assigned to fund the program in 2002, reaching over R $ 8 billion (approx. 3 billion US dollars) by 2007 (Dieese, 2008). If well applied, credit lines available through federal programs like PRONAF are powerful tools to allow farmers to adapt to climate change. However, distribution and application of funds to the poorest remains problematic. Risks of the strategy include debt or inadequate allocation of resources, which may increase socioeconomic vulnerability rather than reducing it. PRONAF is an emblematic case of the challenges and potential benefits of microcredit programs. It provides funding for smallholder farmers or associations of smallholder farmers. Investment in their access to basic goods and services allows local adaptation to climate change. However, the program has benefited well-organized individual farmers and associations in the south of Brazil out of proportion to their northeastern neighbors. Moreover, to qualify for the program, farmers must hold formal title to their land, a requirement that renders the poorest among them ineligible. Fund distribution has also failed to include the training and educational components needed to ensure that farmers make the most productive use of resources. Spending on these programs has reduced poverty in the short-term but it is not clear that the effect will be sustained. In 2009, the National Institute of Applied Economics Research (IPEA) launched an assessment about the Socioeconomic Vulnerability of Brazilian smallholder family farmers due to Climate Change. This assessment analyzed the vulnerability of smallholder farmers within all five macro regions of Brazil. Additionally, the study emphasized the importance of having climate change adaptation tools embedded in public policies to be able to avoid the impact of extreme weather events on the poor. IPEA analyzed PRONAF performance in each region. Surprisingly, even though the majority of smallholder farmers are in Northeast, only 25% in the region were able to become beneficiaries of the PRONAF resources owing to the tight eligibility requirements. On the other hand, in the South region, which has a lower concentration of smallholder farmers, 38% of this group received funding from PRONAF. According to the report, three factors contributed extensively to such results: legal rights to the land; education; and effective rural associations. This paper demonstrates that smallholder farmers from different regions of the world also struggles with such issues. Such similarity is shown through the examples of Mexico, Sri Lanka and Kenya. Throughout this study PRONAF impacts are assessed through a literature review of several impact evaluation analyses done over the first 15 years of implementation of the project. After presenting the main challenges posed by climate change extreme weather events in the agriculture sector, specifically targeting smallholder farmers, this paper focus on understanding the PRONAF program logic and its background. Once the background and logic is set it, this paper evaluates the impact of PRONAF in several areas such as sustainability, improvement to access to markets, and diversification. This paper concludes by pointing out that PRONAF still has a lot of improvements ahead in order to deliver the proper type of support to smallholder farmers. This study provides recommendations so the program can best impact the livelihoods of the poorest farmers who are concentrated mostly in the Northeast region of the country.

Book excerpt: The project “Promoting coherence between disaster risk reduction, climate action and social protection in sub-Saharan Africa (Malawi)” aims to support poor and vulnerable households to strengthen their resilience to climate change and climate variability through social protection (SP) and the adoption of proven climate-smart agriculture (CSA) practices blended with disaster risk reduction (DRR). FAO Malawi leads the implementation of the project in two targeted districts of Mwanza and Neno, targeting 2 400 farmers, some of them being beneficiaries of existing SP programmes. At community level, the project is implemented through the farmer field school (FFS) approach and delivered through 80 FFS groups located in 74 villages. To evaluate impacts of the project, we use a crossover design to compare the relative merits of its different components and combine various evaluation methods. This is a baseline report on the “Promoting coherence between disaster risk reduction, climate action and social protection in sub-Saharan Africa (Malawi)” project.

A climate-sensitive and enriched farmer field school curriculum to guide training and sensitization of communities, a pool of trained facilitators, and village savings loan and livestock pass–on schemes are some of the elements to support absorption and adsorption capacity and sustain the benefits.

As the world emerges from the COVID-19 pandemic and deals with other drivers of food security, poverty and inequality, the international community is calling for a climate-resilient and sustainable recovery. Supporting the shift away from disaster response toward preventative and anticipatory action is fundamental to address the growing challenges faced by agriculture and food systems. Climate services highlight the role of science and technology in providing innovative solutions for risk reduction, effective resilience policies and adaptation planning. Underpinned by robust science and agrometeorological data, climate services and digital advisories bring tailored climate information to agricultural producers and value chain actors. But despite increasing evidence of the benefits of climate services, there are still major gaps in their development worldwide. This global assessment points to a significant gap in investment in climate services for the last mile – the small-scale farmers and most marginalized communities. Bridging this gap and scaling climate services is essential if actionable information is to be communicated in an equitable and effective manner to users, making sure no one is left behind. The report presents the latest data on the state of climate services for agricultural users with surveys from 36 countries across all FAO regions. The report’s findings have major implications for institutional frameworks to effectively target investments in resilience, preparedness and recovery. Case studies highlight additional challenges, opportunities and lessons learned from specific interventions across the climate services provision framework. Despite many challenges, climate services have demonstrable benefits to agriculture and food security by navigating agricultural producers around unpredictable and changing weather patterns. The report presents a blueprint for targeted investments to ensure that finance is effectively allocated not only to enhance the production of climate services, but also their provision, engagement and application by agricultural communities.
