Available in PDF, EPUB and Kindle. Book excerpt: What are the consequences of globalization for the structure of political conflicts in Western Europe? How are political conflicts organized and articulated in the twenty-first century? And how does the transformation of territorial boundaries affect the scope and content of political conflicts? This book sets out to answer these questions by analyzing the results of a study of national and European electoral campaigns, protest events and public debates in six West European countries. While the mobilization of the losers in the processes of globalization by new right populist parties is seen to be the driving force of the restructuring of West European politics, the book goes beyond party politics. It attempts to show how the cleavage coalitions that are shaping up under the impact of globalization extend to state actors, interest groups and social movement organizations, and how the new conflicts are framed by the various actors involved.

This is a timely and important book' - Political Studies `Local governance have gained massive attention among scholars and practitioners during the past several years. Peter John's book fills a void in the literature by tracing the historical roots of local governance and by placing his findings in a comparative perspective' - Professor Jon Pierre, University of Gothenburg, Sweden `Peter John has produced a fascinating and stimulating book in which he assesses current developments in urban politics and local government in Europe and suggests how these changes are leading to different patterns of sub-national territorial politics in the EU today. What he has to say is of important interest to all students of local government; comparative politics and of territorial politics more generally' - Michael Goldsmith, University of Salford `this book offers a fascinating comparative analysis... themes such as New Public Management, globalisation, regionalism and privatisation will be relevant to numerous courses in government, politics, public administration and public policy' - West European Politics This text provides a comprehensive introduction to local government and urban politics in contemporary Western Europe. It is the first book to map and explain the change in local political systems and to place these in comparative context. The book introduces students to the traditional structures and institutions of local government and shows how these have been transformed in response to increased economic and political competition, new ideas, institutional reform and the Europeanization of public policy. At the book's core is the perceived transition from local government to local governance. The book traces this key development thematically across a wide range of West European states including: Belgium, France, Greece, Italy, Germany, the Netherlands, Norway, Portugal, Spain and the United Kingdom.

Book excerpt: "The following paragraphs analyze those western European countries (Belgium, Spain, the United Kingdom, and Italy) where territorial claims have made a successful cleavage at the national level, and where autonomist parties have successfully influenced the central government's agenda. We will deal with the factors shaping the (re) emergence of the territorial cleavage, with the parties that have embodied and exploited this cleavage, and with the institutional changes they have promoted. We take these cases in order of formation of their national states, and so the order of presumable birth of political tensions according to the cleavage centre-periphery theory. The first case is the United Kingdom, born of an aggregation process begun in the 16th century; then Belgium and Italy, founded in the 19th century as unitary states (respectively in 1831 and 1861). Spain has been considered last because the Franco regime 'froze' the free expression of regionalism at the political level"--Page 5.

Available in PDF, EPUB and Kindle. Book excerpt: Is European party politics hovering above society? Why do voters pick one party over others? Is it a question of class? Of religion? Of attitudes about taxes or immigration or global warming? Or is it something else entirely? The Structure of Political Competition in Western Europe takes a detailed look at the ways in which Western Europe’s party systems are anchored in social and ideological structures. The book’s first section focuses on the role of social structures - particularly education, class and religion - and analyzes the complex interplay among these factors. The second section addresses the ways that the sociological structures such as class and religion interact with voters’ values. The third section examines the way that these structures and values shape the space of political competition among parties. The conclusion integrates the findings of the empirical articles, putting them into broader comparative perspective, discussing whether relatively predictable structures have been overwhelmed by media-driven spectacles, political personalities and focus on short-term economic performance. This volume will appeal to scholars and graduate students in Europe and those from North America, Asia and other regions who study European politics, political parties, cleavages and political behaviour. This book was published as a special issue of West European Politics.

Available in PDF, EPUB and Kindle. Book excerpt: The book analyses how political parties compete and strategise on the issue of territorial reform using case-studies that include countries from both Western (Belgium, Germany, Italy and Spain) and Central-Eastern Europe (Poland, Slovakia and Romania). Each case-study in the volume considers the different drivers of decentralization, such as territorial identities and the demands of regionalist parties for territorial autonomy or independence, efficiency concerns related to issues of uneven economic development and economic competitiveness, the pressure from supra-national organizations (especially the EU), as well as different combinations of these drivers. They also consider how the ideology and organisation of state-wide parties and the institutional context in which they compete shape their responses to these drivers and their strategy towards the question of territorial reform. This collection investigates the logic of the actions that guide political parties’ strategy to highlights trends that are apparent across the case-studies. This book was originally published as a special issue of West European Politics.

Available in PDF, EPUB and Kindle. Book excerpt: Across Western Europe, the global financial crisis of 2008 and its aftermath not only brought economic havoc but also, in turn, intense political upheaval. Many of the political manifestations of the crisis seen in other Western and especially Southern European countries also hit Spain, where challenger parties caused unprecedented parliamentary fragmentation, resulting in four general elections in under four years from 2015 onwards. Yet Spain, a decentralised state where extensive powers are devolved to 17 regions known as ‘autonomous communities’, also stood out from its neighbours due to the importance of the territorial dimension of politics in shaping the political expression of the crisis. This book explains how and why the territorial dimension of politics contributed to shaping party system continuity and change in Spain in the aftermath of the financial crisis, with a particular focus on party behaviour. The territorial dimension encompasses the demands for ever greater autonomy or even sovereignty coming from certain parties within the historic regions of the Basque Country, Catalonia and, to a lesser extent, Galicia. It also encompasses where these historic regions sit within the broader dynamics of intergovernmental relations across Spain’s 17 autonomous communities in total, and how these dynamics contribute to shaping party strategies and behaviour in Spain. Such features became particularly salient in the aftermath of the financial crisis since this coincided with, and indeed accelerated, the rise of the independence movement in Catalonia.
