Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

In the recent two decades, the Chinese urban housing stock underwent a significant, if not extreme, transformation. From 1949 to 1998, the urban housing stock in China largely depended on the public sector, and a large amount of public housing areas were developed under the socialistic public housing system in Beijing and other Chinese cities. Yet in 1998, a radical housing reform stopped this housing system. Thus, most of the public housing stock was privatized and the urban housing provision was conferred to the market. The radical housing privatization and marketization did not really resolve but intensified the housing problem. Along with the high-speed urbanization, the alienated, capitalized and speculative housing stock caused a series of social and spatial problems. The Chinese government therefore attempted to reestablish the social housing system in 2007. However, the unbalanced structure of the Chinese urban housing stock has not been considerably optimized and the housing problem is still one of the most critical challenges in China.

Each chapter covers a different issue: health finance, housing, education, labor, poverty and social security, eldercare, and migration and competitiveness. The contributors explore pertinent developments in each city and analyze the similarities and differences between the two cities' approaches to social policies. They focus on policy reform and the interface between social policy and its environment. One main theme throughout the book is the extent to which spending for capital accumulation is in conflict with spending for social policies.
