Specifically, this study seeks to answer the question, "What is the nature of spacepower?" It also tests the aerospace integration school's hypothesis that space power is simply a continuation or extension of airpower. Two points come immediately to the forefront of this work. First, spacepower is different from airpower even though both share the vertical dimension of warfare. Second, space operations have matured to a point wherein valid and unique propositions regarding spacepower are identifiable. The method used to derive these propositions involved literary research that resulted in a long list. The list evolved over three years during numerous brainstorming sessions with several space experts - most of them space weapons officers with theater and, often, combat experience - until the list was carefully refined into the 10 most salient propositions. The author deferred to Col. Phillip S. Meilinger's approach, in "Ten Propositions Regarding Air Power," of citing each proposition as a thesis statement, with supporting material immediately following. The objective of this work is to stimulate discussions and encourage those who do not yet understand or appreciate the nature of spacepower in modern warfare.

Within weeks of being written, a draft found its way into the various colleges around Air University's Academic Circle. By 2002, when this work was published, space operations matured to a point where unique propositions regarding spacepower became possible. This study seeks to answer the question, "What is the nature of spacepower?" It also tests the aerospace integration school's argument that spacepower is simply a continuation or extension of airpower. M.V. Smith was a strategist assigned to the Air and Space Operations Directorate at Headquarters Air Force, the Pentagon. Following 9/11, he deployed to US Central Command Headquarters where he served as a strategic planner in the Space and Information Operations Element and other campaign planning cells affecting operations in Afghanistan and throughout the Middle East. Despite more than forty years as the dominant actor in military space, the Air Force has not found a definitive way of conceptualizing space. It vacillates between the terms aerospace and air and space to describe operating environments beyond the earth's surface. Indeed, this distinction gives rise to heated debate among the members of two schools of thought. One holds that air and space operations form a single dimension of military power. The other sees them as separate and distinct. The case for airpower as an autonomous dimension of military power is convincing and generally understood; however, the same cannot be said of spacepower, especially inside the Air Force. The propositions that follow describe the nature of spacepower and serve as a foundation for a working spacepower theory.

Book excerpt: In March 2005 the first Space Weapons Officer Air and Space Integration Conference was held at Maxwell Air Force Base, Alabama, as a joint effort between Air Force Space Command (AFSPC) and Air Education and Training Command. As then- AFSPC commander Gen Lance Lord stated in the invitation to the cadre of space weapons officers (SWO):1 "We want to hear from the Space Weapons Officers on the best way to integrate space capabilities at the operational level of warfare. What do they think is the best way to do business? Differing views are okay. Articulate pros/cons and support with past experiences- what's worked, what hasn't." General Lord envisioned a regular event where SWOs would gather in the spirit of the Air Corps Tactical School to discuss, argue, and generate new ideas that could then be tested in war games and exercises for incorporation in doctrine, organization, strategy, tactics, and procedures. The authors of each chapter presented their ideas directly to General Lord and over a dozen general officers from around the Air Force. The entire cadre of space-officer graduates of the Air Force Weapons School at Nellis AFB, Nevada, was invited, and more than 60 attended. The SWOs presented their ideas not only to senior leadership but also to their colleagues and peers. In the Air University tradition of nonattribution, most of the ideas presented generated lively debate. In particular, a recurring theme of "normalizing" the presentation of space forces to the theater commander was greeted with approval from most SWOs, although some of the senior officers in attendance were not quite as enthusiastic. The chapters in Space Power Integration address issues across a spectrum of air- and space-integration topics at the operational level of war. Several studies argue that current space doctrine regarding organization and command relationships needs to be revised, with recommendations ranging from subtle modifications to paradigm-changing constructs. It is important to note that a major revision to Air Force Doctrine Document (AFDD) 2-2, Space Operations, was in process at the time of the conference and during the preparation of this book. As such, many of the fundamental arguments about organizing space forces to best support the theater joint force commander may have been addressed within doctrine. Doctrine does not and cannot provide extensive implementation guidance and direction; therefore, Space Power Integration provides some perspectives from space operators who have had direct responsibilities for integrating air and space power at the operational level of war.

The Air Force fielded a powerful conventional arm well rehearsed in the tactics required to operate over a central European battlefield. Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. Instead of disrupting a fast paced land offensive, the combat wings of the United States Central Command Air Forces (CENTAF) were ordered to attack a large, well fortified, and dispersed Iraqi ground force. The heart of that ground force was the Republican Guard Forces Command (RGFC). CENTAF's mission dictated the need to develop an unfamiliar repertoire of tactics and procedures to meet theater objectives. How effectively did CENTAF adjust air operations against the Republican Guard to the changing realities of combat? Answering that question is central to this study, and the answer resides in evaluation of the innovations developed by CENTAF to improve its operational and tactical performance against the Republican Guard. Effectiveness and timeliness are the primary criteria used for evaluating innovations.
