Book excerpt: The only current authorized edition of the classic work on parliamentary procedure--now in a new updated edition Robert's Rules of Order is the recognized guide to smooth, orderly, and fairly conducted meetings. This 12th edition is the only current manual to have been maintained and updated since 1876 under the continuing program established by General Henry M. Robert himself. As indispensable now as the original edition was more than a century ago, Robert's Rules of Order Newly Revised is the acknowledged "gold standard" for meeting rules. New and enhanced features of this edition include: Section-based paragraph numbering to facilitate cross-references and e-book compatibility Expanded appendix of charts, tables, and lists Helpful summary explanations about postponing a motion, reconsidering a vote, making and enforcing points of order and appeals, and newly expanded procedures for filling blanks New provisions regarding debate on nominations, reopening nominations, and completing an election after its scheduled time Dozens more clarifications, additions, and refinements to improve the presentation of existing rules, incorporate new interpretations, and address common inquiries Coinciding with publication of the 12th edition, the authors of this manual have once again published an updated (3rd) edition of Robert's Rules of Order Newly Revised In Brief, a simple and concise introductory guide cross-referenced to it.

Book excerpt: This is the 4th report (HCP 208, session 2008-09, ISBN 9780215526298) from the Committee on Standards and Privileges, and looks at dual reporting and a revised guide to the rules. It follows an interim report, published in July 2008 (HCP 989, session 2007-08, ISBN 9780215521972, "Ending dual reporting of donations"). An unintended consequence of the Political Parties, Elections and Referendums Act 2000 (PGA 2000 c. 41, ISBN 9780105441007), was to require Members of the House of Commons to register certain interests both with the Registrar of Members' Interests and with the newly formed Electoral Commission. This has led to confusion and duplication, with Members' facing criticism or sanctions for registering an interest in one body but not the other. The report sets out how the Committee proposes the House of Commons should create the conditions in which dual reporting can be ended. A summary of the proposed changes to the Guide is set out and the implications for Members. The Annex to this report contains the full text of the revised Guide.

Available in PDF, EPUB and Kindle. Book excerpt: Learning Begins, written by a teacher for teachers, translates current brain research into practical classroom strategies. Because students learn with their brains, it simply makes sense for teachers to explore educational psychology and neuroscience. And yet, information in these fields can be daunting and contradictory. Worse still, few researchers can clearly explain the specific classroom uses of their remarkable discoveries. Learning Begins both explains this research and makes it useful for teachers and administrators. Part I investigates the science of working memory: a cognitive capacity essential to all school work. When teachers recognize the many classroom perils that can overwhelm working memory, they can use research-aligned strategies to protect it, and thereby promote student learning. Part II reveals the complexities of student attention. By understanding the three neural sub-processes that create attention, teachers can structure their classrooms and their lessons to help students focus on and understand new material. Written in a lively and approachable voice, based on years of classroom experience and a decade of scientific study, Learning Begins makes educational psychology and neuroscience clear and useful in schools and classrooms.

Book excerpt: Written by expert insiders, How Parliament Works is a straightforward and readable analysis of one of the country’s most complex – and often misunderstood – institutions. Covering every aspect of the work, membership and structures of both Houses, this key text provides a unique insight into the work and daily life of Parliament. The ninth edition has been substantially revised to take account of recent changes in both Houses, and to cover all the key issues affecting Parliament and politics, such as: Changes in membership of both Houses since the 2019 general election Developments on Brexit, including Parliament’s scrutiny of post-Brexit arrangements Coverage of recent issues such as the Cherry/Miller prorogation case and its implications for the constitutional role of Parliament, the role of the Speaker in the Brexit process, dissent in Parliament and disagreement between the Houses Updates on developments on restoration and renewal New material on representation of different groups in and by Parliament Explanations of Parliament’s response to allegations of bullying and harassment How Parliament adapted to carry on functioning during the covid-19 pandemic New in-text features, case studies and photographs How Parliament Works is essential reading for anyone who has anything to do with the Westminster Parliament: journalists, civil servants, lawyers, lobbyists, business and trade associations, diplomats, overseas parliaments and international bodies – and indeed members of both Houses. How Parliament Works is also an invaluable companion to the study of politics at A, A2 and university level, and provides a wealth of source material for teachers.

Book excerpt: The purpose of this Guide is to assist Members in discharging the duties placed upon them by the Code of Conduct agreed by the House. It replaces the Guide approved by the House on 14 May 2002 (HC 841 (2001-02)). While previous editions of the Rules derived their authority from Resolutions of the House rather than from statute or common law, the attention of Members is drawn to the fact that in respect of registration categories 4, 5, and 6, there are in addition requirements imposed by the Political Parties, Elections and Referendums Act 2000 (PPERA) as amended by the Electoral Administration Act 2006. The Guide is divided into four sections dealing with: (1) Registration of interests; (2) Declaration of interests; (3) Lobbying for reward or consideration; (4) Procedure for complaints.

This book was released on 2014-03-31 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report follows the Committee's report of September 2013 on private Members' bills. Since then they have received a Government response, which is published as an appendix to this report, and discussed recommendations further with the Leader of the House. This report sets out a revised package of recommendations for reform of the private Member's bill process. The revised proposals include that: the House should agree to a convention that the question on second reading of a private Member's bill should be put to the House at the end of a full day's debate, in the same way that the House expects the question to be put on second reading of a Government bill; Bills which have not been published should be clearly identified in the Future Business section of the Order Paper; Pages should be provided on the Parliamentary website where draft private Members' bills can be made available online for scrutiny and comment which should be done on a pilot basis in the 2014-15 session; a bill need not be brought in immediately after leave is granted under the ten minute rule; the risk of a single Member monopolising the limited opportunities for debate of private Members' bills should be reduced by providing that a private Member may present no more than one bill on any one day; the deadline for publishing a private Member's bill should be brought forward to the Wednesday of the week prior to the day of second reading; Private Members' bills should be called "backbench bills"

This book was released on 2013-09-02 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ability of any Member to bring forward a legislative proposition, and to have it debated, is the clearest indication that so far as legislation is concerned the House is not a mere machine, churning out endless bills introduced, timetabled, amended and whipped through by the Executive. However, the weight of evidence demonstrates a clear desire across the House for change to private Member's bill procedures. The fundamental problem with the private Member's bill procedures as they currently operate is that it is too easy for a small number of Members to prevent a bill from progressing without giving the House as a whole the chance to come to a decision on it. The difficulty of achieving legislative change - or rather, the ease with which legislative change can be resisted - undermines the effectiveness of both kite-flying and campaigns for legislative change, and tilts the balance away from backbenchers and towards the Government in the choice of bills brought forward. This report considers the various purposes for which private Members' bills may be used; and looks in detail at the reasons for the problems which are inherent in private Member's bill procedures as they currently operate; and puts forward options for reform. It's basis is that reform should have two objects: to increase the transparency of the process; and to ensure that the process is a genuine opportunity for debate, scrutiny and, if it is the will of the House, passage of a backbench legislative proposition
