Book Synopsis Italian Regionalism: Between Unitary Traditions and Federal Processes by : Stelio Mangiameli
Download or read book Italian Regionalism: Between Unitary Traditions and Federal Processes written by Stelio Mangiameli and published by Springer. This book was released on 2014-06-12 with total page 411 pages. Available in PDF, EPUB and Kindle. Book excerpt: The object of this book is to describe the institutional modifications of the Italian form of state more than ten years after the review of Title V – Part II of the Italian Constitution – for an audience that goes well beyond the Italian national boundaries. The fifteen essays that make up the book discuss the birth and evolution of the Italian regionalism (including those regions with Special Statutes) as well as reforms of 1999-2001. A particular attention is devoted to the role of autonomy in defining regional statutes, regional forms of government, and regulatory and administrative powers. These are subjects on which there is by now an abundant body of constitutional case law, which is extensively referred to by the chapters. The role of the regions vis-à-vis the local bodies and vis-à-vis the European and international order is also discussed, as the right to negotiate with foreign powers has now been conferred on the regions. Lastly, the volume presents contributions on regional finance and on the new law on fiscal federalism, as well as on regional powers in the area of health and welfare.
Book Synopsis The Political Economy of Inter-regional Fiscal Flows by : Nuria Bosch
Download or read book The Political Economy of Inter-regional Fiscal Flows written by Nuria Bosch and published by Edward Elgar Publishing. This book was released on 2010-01-01 with total page 429 pages. Available in PDF, EPUB and Kindle. Book excerpt: Struggles over what a region receives, or should receive, from the budget of the central government are common to many countries. Discussions often focus on the measures of net fiscal flows or fiscal balances provided by the government or other actors. This unique book shows just how these flows are computed then interpreted and clarifies the often misunderstood economic and political motives that explain why some regions receive more monies than others. The Political Economy of Inter-Regional Fiscal Flows provides an overview of the main methods currently being used to measure fiscal flows , highlighting the advantages of the different approaches and interpreting their results. The book reviews the political economy literature that analyses the determinants of inter-regional fiscal flows . Particular attention is devoted to the relationship between fiscal flows and country stability, with methodological contributions and country studies both focusing on this issue. The contributing economists and political scientists provide a state-of-the-art study that will prove to be of great use to academics and practitioners in public sector economics and finance.

Book Synopsis A European Public Investment Outlook by : Floriana Cerniglia
Download or read book A European Public Investment Outlook written by Floriana Cerniglia and published by Open Book Publishers. This book was released on 2020-06-12 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: This outlook provides a focused assessment of the state of public capital in the major European countries and identifies areas where public investment could contribute more to stable and sustainable growth. A European Public Investment Outlook brings together contributions from a range of international authors from diverse intellectual and professional backgrounds, providing a valuable resource for the policy-making community in Europe to feed their discussion on public investment. The volume both offers sector-specific advice and highlights larger areas which should be prioritized in the policy debate (from transport to social capital, R&D and the environment). The Outlook is structured into two parts: the chapters of Part I respectively explore public investment trends in France, Germany, Italy, Spain and Europe as a whole, and illuminate how the legacy of the 2008 Global Financial Crisis is one of insufficient public investment. Part II investigates some areas into which resources could be channelled to reverse the recent trend and provide European economies with an adequate public capital stock. The essays in this outlook collectively foster a broad approach to and definition of public investment, that is today more relevant than ever. Offering up a timely and clear case for the elimination of bias against investment in European fiscal rules, this outlook is a welcome contribution to the European debate, aimed both at policy makers and general readers.

Book Synopsis The Italian Parliament in the European Union by : Nicola Lupo
Download or read book The Italian Parliament in the European Union written by Nicola Lupo and published by Bloomsbury Publishing. This book was released on 2017-10-05 with total page 652 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Lisbon Treaty states that national Parliaments shall contribute to a better functioning of the EU. Can they really do it and therefore enrich the European democracy? How far can they extend their original sovereignty without distorting political responsibilities that should be geared upon the European Parliament? The authors analyze the experience of the Italian Parliament under the light of these crucial questions and their exhaustive answers are greatly helpful to the readers of all over Europe." Giuliano Amato, Judge of the Italian Constitutional Court. This important new collection explores the role of the Italian Parliament in the Euro-national parliamentary system as an example of an increased role for national parliaments within the composite European constitutional order. It illustrates how parliamentary interactions within the European Union are highly systematic, with integrated procedures and mutual interdependence between the various institutions and stakeholders. The book argues that this dynamic is vital for both the functioning and the future equilibrium of democracy in the EU. This is significant, particularly given the challenges posed to democracy within the EU institutions and the Member States. Notwithstanding its peculiarities (a symmetrical bicameral system in which both Houses are directly elected, hold the same powers and are linked through a confidence relationship with the government), the Italian Parliament deserves specific attention as a lively active player of the European polity. The grid for its analysis proposed by this collection may also be applied to other national parliaments, so contributing to the development of comparative research in this field.
