It compares the values of three television news providers from differing public systems: BBC’s News at 10, Russia’s Vremya and France 2’s 20 Heures. The book examines how these three news providers have reported and broadcast the ongoing Israeli–Palestinian conflict, which pre-dates both the change in East-West relations and the events of 9/11. In doing so, the work identifies and analyses the role of public and state-aligned broadcasters and illustrates how certain news values are consistently prioritised by the broadcasters and the effect this has on how news stories are portrayed. The book is divided into two parts. Part I focuses on 2006 to 2008 and provides a detailed quantitative overview of the broadcasters’ news values. Part II provides an update of the analysis by examining coverage of the war in Gaza 2014 and discusses the findings from audience research into perceptions of this latter war. This book explains that not only do hierarchies in news values exist in foreign conflict reporting but that they are never arbitrary and can be explained, in part, by the structure of the broadcasters and by events occurring within, or associated with, the reporting country, resulting in nationally differentiated perceptions of conflict throughout the world. This book will be of much interest to students of media studies, war and conflict studies, Middle East politics and international relations in general.

Book excerpt: For the first decade of the twenty-first century, every weekend, people throughout Uganda converged to participate in ebimeeza, open debates that invited common citizens to share their political and social views. These debates, also called “People’s Parliaments,” were broadcast live on private radio stations until the government banned them in 2009. In Talkative Polity, Florence Brisset-Foucault offers the first major study of ebimeeza, which complicate our understandings of political speech in restrictive contexts and force us to move away from the simplistic binary of an authoritarian state and a liberal civil society. Brisset-Foucault conducted fieldwork from 2005 to 2013, primarily in Kampala, interviewing some 150 orators, spectators, politicians, state officials, journalists, and NGO staff. The resulting ethnography invigorates the study of political domination and documents a short-lived but highly original sphere of political expression. Brisset-Foucault thus does justice to the richness and depth of Uganda’s complex political and radio culture as well as to the story of ambitious young people who didn’t want to behave the way the state expected them to. H. Smith Richardson and his wife Grace Jones Richardson established the foundation in 1935. Its mission is to help inform important public policy debates through support of pragmatic, policy-relevant research, analysis, and writing. Grants are channeled through three programs: International Security and Foreign Policy, Children and Families at Risk, and Governance. Coordination is required both within the U.S. government through the interagency process and among actors in the field, including international organizations, regional alliances, and nongovernmental organizations. Of these, the interagency process has caused the greater difficulties and most needs reform. The United States cannot expect to exert leadership if it has not first thought through its own strategy. This report focuses on the interagency process.
