Al-Manar was designated as a "Specially Designated Global Terrorist entity," and banned by the United States in December 2004. It has also been banned by France, Spain and Germany, and has run into some service and license problems outside Lebanon, making it unavailable in the Netherlands, Canada and Australia while it has not officially been banned in any of these regions. Al-Manar first began terrestrial broadcasting from Beirut, Lebanon on 4 June 1991. By 2000, the station began broadcasting via satellite at a cost that was a couple of million dollars. The station was located in the Shi'a-controlled neighborhood Harat Hurayk in the southern suburbs of Beirut, where the Hezbollah is also headquartered. Originally, the station employed only a few men that had studied media in London during the mid-1980s. But almost a year later, Al-Manar was employing over 150 people. Initially, Al Manar would broadcast only five hours per day. Shortly before the 1992 election, it began broadcasting regular news bulletins in order to help Hezbollah attain more votes and spread its message to more people. In 1993, the station expanded its broadcasting to seven hours a day and extended its signal to the southern part of the Bekaa Valley. Book excerpt: This study traces the historical development of the television broadcasting network in Lebanon throughout the period extending from 1959, the year the first TV station started operations, till 1995 when organizational regulation was of major concern. However, any such regulation must be based on an understanding of the market and its determinants. This is provided in the current study using a structural-conduct-performance framework of analysis. This study starts with a definition of the market, after which basic material on determinants of structure are presented and which are necessary to the understanding of subsequent developments of the Lebanese TV broadcasting network. This includes a discussion on legal barriers, capital requirements, economies of scale, organizational structure, product differentiation, concentration, date of establishment, exclusive rights and access to funds. In addition, an analysis of the conduct of TV stations is made using a descriptive approach, based on a game fhcoreiic analysis of competition and on dominant firm oligopoly theory, observed in the market of national scale Lebanese TV stations. An analysis of good performance is also conducted, discussed in terms of productive efficiency, innovation and progress and applied to the Oligopolistic market of TV stations. Empirical findings on the Lebanese TV broadcasting market, using measurements of concentration ratio and Herfindahl index, supported the Oligopolistic market, they showed that this market is not concentrated, although dominated by one large station, the dominance of which is decreasing over time. In addition, coverage and clarity of reception findings, respectively measured using the coverage index and the clarity of reception survey results, supported the fact that TV stations of best national coverage and clarity of reception, are the stations forming the Oligopolistic market which was accounted for by the concentration measures. Based on the structure-conduct-performance framework of analysis and on the empirical results of concentration, coverage and clarity of reception of the Lebanese TV broadcasting market, policy implications are derived regarding the regulation for structure organization of this market. Any regulation must impose the national scale coverage requirement which with the interaction of the huge fixed cost of entry barrier, would insure the already discussed Oligopolistic market and all its consequences. This is the economic view of structure organization, which in combination with other views will determine the Lebanese TV broadcasting market structure. The technical view determines the maximum number of national coverage TV stations that is possible (with given technology) to remain in the market. However, this view does not conflict with the economic view but comes in to restrict the number of stations that must remain, to 7 or 8. Finally, the political view of market structure determination (concerned with the number of TV stations to remain) depends on government decision that takes into consideration political variables that are behind the scope of this study.

This research is an attempt to examine the factors that led to the current TV situation in Lebanon, which is a reflection of the Lebanese political system.--The plan of this study is to review the development of television in Lebanon since its 'birth' until today. In addition to the historical background, the initial problems facing this medium, and the war years1 effect on Lebanese television, chapter two also provides a detailed analysis of the articles of the Lebanese audiovisual law of 1994, its implementation, and the outcome of its application on the Lebanese audience. Chapter three includes two descriptive research projects. The first project monitors and analysis the news coverage on five Lebanese television stations and the second project analysis the programs aired on three stations over a period of one week. Finally, chapter four presents conclusions based on the findings of chapters two and three and describes the current television situation in Lebanon.
