This book was released on 1988 with total page 556 pages. Available in PDF, EPUB and Kindle. Book excerpt: Western efforts to control trade and technological relations with communist countries affect many interests and political groups in both Eastern and Western blocs. Although there is general agreement within the Western alliance that government-imposed controls are necessary to prevent material having military importance from falling in the hands of the Soviet Union and its Warsaw Pact allies, there is considerable controversy over the specifics: the exact definition of "militarily significant" material, how the Western nations should administer controls, the implications of glasnost, and other matters.

Download or read book Technology Transfer and East-West Relations written by Mark Schaffer and published by Routledge. This book was released on 2018-04-09 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1985, in the deteriorating climate of East-West relations technology transfer became vitally important. The Eastern bloc desperately needed Western technology to assist in the development of the socialist economies, but a proposed US ban on the export of Western technology to the Siberian pipeline project led to increasing tension within the Western alliance abot the nature and scale of high technology that could be safely exported to the East. This book reviews the state of technology transfer to the East in the 1980s and considers the place of Western technology in the Eastern economies. It also discusses the strategic goals of Western technology embargoes. Many of the issues discussed remain pertinent today.

Book Synopsis A Strategic Approach to Advanced Technology Trade with the Soviet Union by :
Download or read book A Strategic Approach to Advanced Technology Trade with the Soviet Union written by and published by . This book was released on 1991 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: U.S. technology transfer controls suffer criticism from many corners, even from within the U.S. Government itself. This problem has serious consequences for the security and economic well-being of the nation. Opponents critique the technology controls administration process and question its need. These are valid issues, but perhaps not as pertinent as whether U.S. technology controls prevent U.S. companies from competing successfully in international markets. Also, do these controls prevent the research community from achieving the vigorous exchange of technical information necessary to maintain a competitive position for the nation in key technology areas? This paper examines the specific case of controls to prevent the transfer of product information, processes, and know-how to the Soviet Union based on national security interests, but with an important secondary goal: to minimize the impact of these controls on U.S. technological competitiveness. To demonstrate the need for a new, strategic approach to technology controls, the paper begins with a short history, followed by an analysis of major changes in the underpinnings of today's technology export control regime. The comprehensive strategy outlined here provides a credible response to the environmental changes in the United States, Soviet Union, and their relations; satisfies U.S. strategic interests; and addresses other issues involved in the current debate over technology export controls. Since national interests remain relatively stable, its primary objective -- to maintain the West's technology lead over the Soviet Union -- is consistent with the technology export policies in place today. However, the secondary objective, economic competitiveness, cannot be satisfied without new approaches to the problem. Although the current technology transfer regime is basically sound, simple administrative changes would spur improvements in meeting both objectives.

Book excerpt: The bibliography records doctoral and selected masters' theses (over 3,300 in all) from British and Irish universities in the field of Russian, Soviet and East European studies. This is broadly interpreted to include all disciplines in the humanities and social sciences as they relate to the area of Russia, the former USSR and Eastern Europe. Taken as a whole, the work probably forms the fullest and longest record of British and Irish postgraduate research in any sector of area studies. Besides its primary function as a bibliographic tool, it makes it possible to trace the effects of academic developments, institutional policies, and the changes in direction in this highly diversified field of study over the last hundred years. Entries are arranged by subject and area, supported by full author and subject indexes to aid searching. Dr Gregory Walker is a former Head of Slavonic and East European Collections at the Bodleian Library, University of Oxford. The late John S.G. Simmons, OBE, was Senior Research Fellow and Librarian, All Souls College, Oxford.
Book Synopsis Transforming for stabilization and reconstruction operations by :
Download or read book Transforming for stabilization and reconstruction operations written by and published by DIANE Publishing. This book was released on 2004 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent military operations in Afghanistan and Iraq were characterized by the rapid defeat of enemy military forces, by relatively small deployments of American forces, and by a very limited destruction of the critical civilian infrastructure. This success can be credited in large part to the ongoing transformation of the U.S. military evident in its effective use of information superiority, precision strike, and rapid maneuver on the battlefield. The Armed Forces were not nearly as well prepared to respond promptly to the lawlessness, destruction of the civilian infrastructure, and attacks on coalition forces that followed hard on the defeat of the Iraqi military. This has set back plans to restore essential services and to pass the reins to a representative Iraqi government. Moreover, the failure to establish security concurrently with the defeat of the Iraqi military may well have emboldened those who oppose the United States, United Kingdom, and even United Nations presence. It is precisely the success of the U.S. military in transforming its forces to execute rapid decisive operations that makes it imperative to transform how it prepares for and executes stabilization and reconstruction (S AND R) operations. The very rapid defeat of the enemy military means the United States must be ready to field the resources needed to secure stability and begin the reconstruction process promptly-ideally concurrently-with the end of major combat. This can only be done if planning for the stabilization and reconstruction operations is integrated into planning for the conflict from the beginning and if the right skills are in theater to begin operations concurrently with the surrender or collapse of the enemy military.
Book Synopsis Law and Politics of West-East Technology Transfer by : Hiroshi Oda
Download or read book Law and Politics of West-East Technology Transfer written by Hiroshi Oda and published by Martinus Nijhoff Publishers. This book was released on 2023-09-20 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is based on an international conference at the University of Tokyo on CoCom and its related export control system'. Despite the changes in the overall political climate, such as the new thinking' in Soviet foreign policy, it seems that CoCom will continue to function for some years. Although the scope of control has been narrowed, the control itself has been tightened. All the old problems which caused conflicts within and outside CoCom still exist. The United States is still exercising export controls in an extra-territorial way via its extensive re-export control system. The 1988 Omnibus Trade and Competitiveness Act remains unaltered, notwithstanding its controversial nature. This book is a major contribution to the discussion of current legal and political issues concerning export controls, a discussion which has gained greatly in importance as a result of the Gulf crisis.
Book Synopsis Producing Security by : Stephen G. Brooks
Download or read book Producing Security written by Stephen G. Brooks and published by Princeton University Press. This book was released on 2011-10-16 with total page 333 pages. Available in PDF, EPUB and Kindle. Book excerpt: Scholars and statesmen have debated the influence of international commerce on war and peace for thousands of years. Over the centuries, analysts have generally treated the questions "Does international commerce influence security?" and "Do trade flows influence security?" as synonymous. In Producing Security, Stephen Brooks maintains that such an overarching focus on the security implications of trade once made sense but no longer does. Trade is no longer the primary means of organizing international economic transactions; rather, where and how multinational corporations (MNCs) organize their international production activities is now the key integrating force of global commerce. MNC strategies have changed in a variety of fundamental ways over the past three decades, Brooks argues, resulting in an increased geographic dispersion of production across borders. The author shows that the globalization of production has led to a series of shifts in the global security environment. It has a differential effect on security relations, in part because it does not encompass all countries and industries to the same extent. The book's findings indicate that the geographic dispersion of MNC production acts as a significant force for peace among the great powers. The author concludes that there is no basis for optimism that the globalization of production will promote peace elsewhere in the world. Indeed, he finds that it has a net negative influence on security relations among developing countries.

Book Synopsis Export Controls in Transition by : Gary K. Bertsch
Download or read book Export Controls in Transition written by Gary K. Bertsch and published by Duke University Press. This book was released on 1992 with total page 374 pages. Available in PDF, EPUB and Kindle. Book excerpt: Like many cold war artifacts, the West's export control policies and institutions are being reevaluated after the tumult in the communist world at the end of the 1980s. Policymakers and scholars are being forced to reexamine the premises of export control policy and the very concept of export controls as a tool of national security and foreign policy. This volume brings together expert scholars and government officials who provide contrasting perspectives and address the prospects for export controls. The contributors discuss the role and function of export control policies from a variety of perspectives--security, commerce, diplomacy, the European region, and that of the newly industrialized countries. Among the topics covered are the problems the United States and the Western export regime will face in the 1990s in light of changing international political alliances and dependencies, in defining strategic exports, in enforcing export controls, and the role of the Coordinating Committee for Multilateral Export Controls. Book Synopsis The Globalization of Industry and Innovation in Eastern Europe by : Christian von Hirschhausen
Download or read book The Globalization of Industry and Innovation in Eastern Europe written by Christian von Hirschhausen and published by Edward Elgar Publishing. This book was released on 2000-01-01 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'The topic is important and neglected and has major implications for the types of industrial policy that make any sense in transition countries. The clear message of this book is that protective science and technology policies would, for the most part, be a total waste of money. What is needed now is internationalization and a demand-driven approach, exactly the opposite of the former nationally based and supply-led systems existing under socialism.' - Paul Hare, Heriot-Watt University Edinburgh, UK 'Here is a book that goes beyond the abstractions and platitudes of conventional "transition economics" to look at what is really happening on the ground in the post-socialist countries of Eastern Europe . . . The Globalization of Industry and Innovation in Eastern Europe presents a provocative but richly documented assessment of the central dynamic issues facing the East European economies today.' - David Dyker, SPRU - Science and Technology Policy Research, University of Sussex, UK In this important book, industrial and enterprise reform over the last decade in Eastern Europe is critically reviewed in light of increasing Eastern integration into the global economy. The authors argue for the further globalization of Eastern European enterprise networks as a condition for recovery and growth in the region. Empirical evidence is provided from five industrial sectors (car industry, telecommunication, shipbuilding, computers, software), including case studies and international comparisons.
Book Synopsis Central Asia in the Era of Sovereignty by : Daniel L. Burghart
Download or read book Central Asia in the Era of Sovereignty written by Daniel L. Burghart and published by Lexington Books. This book was released on 2018-03-16 with total page 545 pages. Available in PDF, EPUB and Kindle. Book excerpt: After twenty-five years of independence, there is little doubt that the five Central Asian states will persist as sovereign, independent states. They increasingly differ from each other, and are making their way in global politics. No longer connected only to Russia, they are now connected in important ways to Afghanistan, South Asia, China, Iran, and each other. This volume covers a wide range of issues and presents the work of emerging scholars authors well-known for their expertise in the region. The first part addresses social issues. Covering a wide range from HIV/AIDs to social media, the rebirth of Islam, outmigration, and problematic borders, this section follows two main currents: political development in the region and states’ responses to transboundary challenges. The second part, addressing economics and security, provides analyses of new infrastructure, informal economies (from bazaars to criminal networks), energy development, the role of enclaves in the Ferghana Valley, and the development of the states’ military structures. This section illuminates the interactions between economic developments and security, and the forces that could undermine both. The final part, comprised of five case studies, offers a “deeper dive” into a specific factor that matters in the development of each Central Asian state. These cases include Kazakhstan’s foreign policy identity, Kyrgyzstan’s domestic politics, Tajikistan’s pursuit of hydropower, foreign direct investment in Turkmenistan, and the perception of everyday corruption in Uzbekistan.
