Book excerpt: The Small Business Innovation Research (SBIR) program was established in 1982 by the Small Business Innovation Development Act to increase the participation of small innovative companies in federally funded R&D. In establishing the program, Congress found that technological innovation plays an important role in job creation, productivity improvements, and U.S. competitiveness; that small businesses are among the most cost-effective performers of R&D and particularly capable of bringing R&D results to market in the form of new products; and that despite the role of small businesses as ?the principal source of significant innovations in the Nation, the vast majority of federally funded R&D is performed by large businesses, universities, and federal laboratories. This book provides background and examines issues in the SBIR and small business technology transfer programs.

Book excerpt: Today's knowledge economy is driven in large part by the nation's capacity to innovate. One of the defining features of the U.S. economy is a high level of entrepreneurial activity. Entrepreneurs in the United States see opportunities and are willing and able to assume risk to bring new welfare-enhancing, wealth-generating technologies to the market. Yet, although discoveries in areas such as genomics, bioinformatics, and nanotechnology present new opportunities, converting these discoveries into innovations for the market involves substantial challenges. The American capacity for innovation can be strengthened by addressing the challenges faced by entrepreneurs. Public-private partnerships are one means to help entrepreneurs bring new ideas to market. The Small Business Technology Transfer (STTR) and the Small Business Innovation Research (SBIR) program form one of the largest examples of U.S. public-private partnerships. In the SBIR Reauthorization Act of 2000, Congress tasked the National Research Council with undertaking a comprehensive study of how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs and with recommending further improvements to the program. When reauthorizing the SBIR and STTR programs in 2011, Congress expanded the study mandate to include a review of the STTR program. This report builds on the methodology and outcomes from the previous review of SBIR and assesses the STTR program.

Book excerpt: Evidence suggests that economies with technology transfer initiatives provide a better supply of high-quality jobs and tend to be characterized by entrepreneurs with higher innovation contributions. This book explores the effectiveness of technology transfer policies and legislation on entrepreneurial innovation in a non-US context. It analyses the theoretical, empirical and managerial implications behind the success of technology transfer polices and legislations in stimulating entrepreneurial innovation; analyses which other contextual condition (e.g., culture) are necessary for successful implementation; and explores the extent and level of replication of US policies (e.g., Bayh-Dole Act, Small Business Innovation Research [SBIR] program) in other national and regional systems. In addition, this book looks at the effect technology transfer policies have on the adoption of open innovation and open science.

Available in PDF, EPUB and Kindle. Book excerpt: Technological Infrastructure Policy provides a systematic treatment of technological infrastructure (TI) and Technological Infrastructure Policy (TIP) which are emerging fields of interest both for academic economists and for policy makers in both advanced and developing economies. The specific topics covered include: the role of TI in economic growth and development; the nature and definition of TI; TI-components; the relationships between TI and markets; salient features of TIP. Technological Infrastructure Policy reflects the distinction made between basic and advanced TI. Basic TI involves the collective absorption of foreign technology for subsequent diffusion to domestic firms. Several chapters explicitly deal with this process with an emphasis on the supply of advisory services to small and medium enterprises. Advanced TI involves precompetitive, cooperation research and development in cutting edge technologies undertaken by consortia of firms. Several examples of advanced TIP are given. The novel integration of various conceptual and practical aspects of TI and TIP is the strong point of this book.
