Book excerpt: This book contains updated versions of a set of papers presented at the International Conference on Agriculture and Economic Development-A Symposium on Japan's Experience which was held in Tokyo, July, 1967. These papers make a comprehensive reappraisal of Japan's agricultural development and its relevance to economic growth over the last 100 years. They emphasize long-term studies in analyzing Japan's agricultural development, with the century following the Meiji Restoration as the historical setting. Intensive consideration is also given to the Meiji Era, 1868-1912. Part I considers the historical phases of Japan's development, and attempts to give a comprehensive exposition of Japan's long-term growth. Part II deals with productivity growth and technological progress; Part III treats agricultural population and labor force; Part IV includes papers dealing with exports of primary products, credit and financial institutions, farm-household savings, the impact of Land Reform, and food consumption patterns. Originally published in 1970. Book excerpt: Annotation "This book addresses readers who are interested in economic history and the role of agriculture in economic development. The first part of the book describes agricultural progress in Europe and the USA since 1750, when modern societies began to develop. Although there were significant differences from country to country, agriculture was an engine of growth during the period 1750-1914." "The second part of the book builds a model of the development process. The author emphasises that it is not possible to explain development without looking simultaneously at the resources, technology, institutions and attitudes prevalent in a country."--Jacket.

Book excerpt: Rural development is a subject that appears to be plagued by a central paradox: development is necessary to alleviate rural poverty, but while new technology has raised agricultural output, it has also increased the suffering of millions of poor landless families in many Third World countries. The rural poor, especially women, have been marginalized; urban migrants have become desperate unemployed squatters, not well-paid industrial workers; and environmental degradation has proved severe. The authors argue that many development programmes go awry because the authorities neglect essential development issues. Development must be defined in terms of the provision of basic human needs which include life expectancy, infant mortality, and literacy indicators which reflect the quality of life of the bulk of the population, not just a narrow elite. What they suggest is that the issues neglected by the conventional approach must be addressed if true development is to occur.
