Book excerpt: This book revisits the debate over the new international division of labour (NIDL) that dominated discussions in international political economy and development studies until the early 1990s. It submits that a revised NIDL thesis can shed light on the specificities of capitalist development in various parts of the world today. Taken together, the contributions amount to a novel value-theoretical approach to understanding the NIDL. This rests upon the distinction between the global economic content that determines the constitution and dynamics of the NIDL and the evolving national political forms that mediate its development. More specifically, the authors argue that uneven development is an expression of the underlying essential unity of the production of relative surplus-value on a world scale. They substantiate and illustrate this argument through several international case studies, including Argentina, Brazil, Ecuador, Ireland, South Korea, Spain and Venezuela.

Book excerpt: Contrary to the explanations offered by the theory of non-reflexive, path-dependent institutionalism, the U.S. and the German automotive industries undertook strikingly similar patterns of industry modification under tough international competition during the 1990s, departing from their traditional national patterns. By investigating the processes of the U.S. and German adjustments, the author critically reconsiders the prevalent paradigms of political economy and comes to the conclusion that the evidence does not confirm the neoliberal paradigm. In order to better account for the recomposition of new market relations, which the author terms "converging but non-liberal" and "diverging but not predetermined" markets, he proposes an alternative model of "politics among reflexive agents," emphasizing different kinds of problem-solving practices among those reflexive agents. He argues that different forms and regimes of market are established in the process of recomposition, in which agents reflect upon not only market rationality but also upon their own institutions, creating new norms.

Book excerpt: Canada and the United States signed the Automotive Products Trade Agreement (Auto Pact) in 1965, thus resolving a competitive crisis in Canada's auto industry and extending that industry's vitality for another 35 years, until a decision of the World Trade Organization (WTO) in February 2000 determined that the Pact violated international trading rules. Following an unsuccessful appeal by Canada to the WTO's Appellate Body, the pact formally came to an end in February 2001. For policymakers and scholars concerned with international trade, the story of the Pact presents a fascinating case in its own right. The great value of this remarkable book, however, is its elucidation of the main issue underlying the Pact and its forced ending: the relationship between international trade rules on the one hand and investment measures intended to encourage local economic activity on the other. Using a representative sample of face-to-face in-depth interviews with top-executives and a survey of top level managers of domestic suppliers, the research analyzes the existence, channels, intensity and determinants, and the kind of transfers that occur at both inter- and intra-firm level in the industry. The author contends that policies aimed at attracting FDI flows should be re-examined under the findings and insights of this study since it is a necessary – although not sufficient - condition to have an efficient absorptive capacity level and/or skilled human capital stock in order to benefit from these flows.
