Book excerpt: In response to a request for technical assistance from the Letterkenny Army Depot (LEAD), the USAEC initiated an evaluation of potential options for treatment of methylene chloride contamination present in paint stripping rinse waters. Site visits were conducted and potentially applicable technologies were identified. Air sparging was recommended for further evaluation. A Test Plan was prepared for the characterization of rinse waters. A Health and Safety Plan was also completed. Prior to implementation of these plans, LEAD engineers identified and successfully implemented an alternate, non-methylene chloride based paint stripper. This process modification negated the need for evaluation of methylene chloride treatment options. This report documents the efforts conducted prior to the process change to identify and evaluate control options. jg p4.

Book excerpt: During metal pretreatment operations, U.S. Army depots use a variety of chemicals that become hazardous waste when no longer useful. Alkaline paint strippers are widely used to remove paint coatings from steel parts. At Letterkenny Army Depot (LEAD) in Chambersburg, Pennsylvania, these solutions are typically disposed of every six months, generating up to 2,200 gallons of liquid waste and three 55-gallon drums of sludge. By removing this sludge continuously, it is thought that the ongoing reaction between the sludge and active paint stripper can be prevented, thereby resulting in less depletion of the active bath ingredients and an ultimate reduction in hazardous waste. As part of its pollution abatement and environmental control mission, the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA) is pursuing R and D projects to assist depots in meeting the Army goal of a 50 percent reduction in hazardous waste by the end of 1992 compared with 1985 baseline levels.

These processes currently specify the use of methylene chloride as a rinsing and wiping solvent. Methylene chloride, however, is an organic solvent targeted for reduction by the Environmental Protection Agency. In this report, we describe a request for a change in the solvent specified by the ASTM standard procedure. We review the criteria for the suggested replacement, ethyl acetate, for use in nonvolatile residue (NVR) testing. The solubility criteria assembled for the replacement of methylene chloride are then used to evaluate the replacement of methlyene chloride-based paint removers. It is found through an examination of the literature that paint removal is a complex procedure that cannot be described solely by solubility parameters. The general state of paint removal technologies that do not use methylene chloride is reviewed. The EPA survey of maximum achievable control technologies (MACTs) for paint removal suggests that flashlamp exposure followed by either wet or dry media blasting is the best alternative for paint stripping tasks.

Degreasing and chemical paint removal processes at Army depots generate significant quantities of hazardous waste. Fluidized-bed paint stripping (FBPS), which has the potential to reduce the quantity of waste generated during paint removal, was selected by USATHAMA for a field demonstration. The FBPS was believed to have the potential to be substituted for the chemical paint stripping and degreasing of some parts. This report presents the results of a field evaluation of this technology conducted at the Red River Army Depot (RRAD). The following were the objectives of the demonstration tests: Paint stripping, Fluidized bed, Hazardous waste minimization.

Book excerpt: Across the United States, thousands of hazardous waste sites are contaminated with chemicals that prevent the underlying groundwater from meeting drinking water standards. These include Superfund sites and other facilities that handle and dispose of hazardous waste, active and inactive dry cleaners, and leaking underground storage tanks; many are at federal facilities such as military installations. While many sites have been closed over the past 30 years through cleanup programs run by the U.S. Department of Defense, the U.S. EPA, and other state and federal agencies, the remaining caseload is much more difficult to address because the nature of the contamination and subsurface conditions make it difficult to achieve drinking water standards in the affected groundwater. Alternatives for Managing the Nation's Complex Contaminated Groundwater Sites estimates that at least 126,000 sites across the U.S. still have contaminated groundwater, and their closure is expected to cost at least $110 billion to $127 billion. About 10 percent of these sites are considered "complex," meaning restoration is unlikely to be achieved in the next 50 to 100 years due to technological limitations. At sites where contaminant concentrations have plateaued at levels above cleanup goals despite active efforts, the report recommends evaluating whether the sites should transition to long-term management, where risks would be monitored and harmful exposures prevented, but at reduced costs.

This report reviews the suite of technologies available for source remediation and their ability to reach a variety of cleanup goals, from meeting regulatory standards for groundwater to reducing costs. The report proposes elements of a protocol for accomplishing source remediation that should enable project managers to decide whether and how to pursue source remediation at their sites.
