Book excerpt: The industrialization process in Mexico began before that of any other nation in Latin America except Argentina, with the most rapid expansion of new industrial firms occurring in the 1930s and 1940s, and import substitution in capital goods evident as early as the late 1930s. Though Mexico’s trade relations have always been dependent on the United States, successive Mexican presidents in the postwar period attempted to control the penetration of foreign capital into Mexican markets. In Industry, the State, and Public Policy in Mexico, Dale Story, recognizing the significance of the Mexican industrial sector, analyzes the political and economic role of industrial entrepreneurs in postwar Mexico. He uses two original data sets—industrial production data for 1929–1983 and a survey of the political attitudes of leaders of the two most important industrial organizations in Mexico—to address two major theoretical arguments relating to Latin American development: the meaning of late and dependent development and the nature of the authoritarian state. Story accepts the general relevance of these themes to Mexico but asserts that the country is an important variant of both. With regard to the authoritarian thesis, the Mexican authoritarian state has demonstrated some crucial distinctions, especially between popular and elite sectors. The incorporation of the popular sector groups has closely fit the characteristics of authoritarianism, but the elite sectors have operated fairly independently of state controls, and the government has employed incentives or inducements to try to win their cooperation. In short, industrialists have performed important functions, not only in accumulating capital and organizing economic enterprises but also by bringing together the forces of social change. Industrial entrepreneurs have emerged as a major force influencing the politics of growth, and the public policy arena has become a primary focus of attention for industrialists since the end of World War II.

Available in PDF, EPUB and Kindle. Book excerpt: By the early 1980s the average American had a lower standard of living than the average Norwegian or Dane. Standards of living in the Netherlands, Belgium, Sweden, Switzerland, and Austria also rivaled those in the United States. How have seven small democracies achieved economic success and what can they teach America? In Small States in World Markets, Peter Katzenstein examines the successes of these economically vulnerable nations of Western Europe, showing that they have managed to stay economically competitive while at the same time preserving their political institutions. Too dependent on world trade to impose protection, and lacking the resources to transform their domestic industries, they have found a third solution. Their rapid and flexible response to market opportunity stems from what Katzenstein calls "democratic corporatism," a mixture of ideological consensus, centralized politics, and complex bargains among politicians, merest groups, and bureaucrats. Democratic corporatism is the solution these nations have developed in response to the economic crises of the 1930s and 1940s, the liberal international economy established after World War II, and the volatile markets of more recent years. Katzenstein maintains that democratic corporatism is an effective way of coping with a rapidly changing world, a more effective way than the United States and several other large industrial countries have yet managed to discover.

Available in PDF, EPUB and Kindle. Book excerpt: Until recently, dominant theoretical paradigms in the comparative social sciences did not highlight states as organizational structures or as potentially autonomous actors. Indeed, the term 'state' was rarely used. Current work, however, increasingly views the state as an agent which, although influenced by the society that surrounds it, also shapes social and political processes. The contributors to this volume, which includes some of the best recent interdisciplinary scholarship on states in relation to social structures, make use of theoretically engaged comparative and historical investigations to provide improved conceptualizations of states and how they operate. Each of the book's major parts presents a related set of analytical issues about modern states, which are explored in the context of a wide range of times and places, both contemporary and historical, and in developing and advanced-industrial nations. The first part examines state strategies in newly developing countries. The second part analyzes war making and state making in early modern Europe, and discusses states in relation to the post-World War II international economy. The third part pursues new insights into how states influence political cleavages and collective action. In the final chapter, the editors bring together the questions raised by the contributors and suggest tentative conclusions that emerge from an overview of all the articles. As a programmatic work that proposes new directions for the analysis of modern states, the volume will appeal to a wide range of teachers and students of political science, political economy, sociology, history, and anthropology.

Available in PDF, EPUB and Kindle. Book excerpt: Latin America in the 1980s was marked by the transition to democracy and a turn toward economic orthodoxy. Unsettling Statecraft analyzes this transition in Bolivia, Ecuador, and Peru, focusing on the political dynamics underlying change and the many disturbing tendencies at work as these countries shed military authoritarianism for civilian rule.Conaghan and Malloy draw on insights from the political economy literature, viewing policy making as a "historically conditioned" process, and they conclude that the disturbing tendencies their research reveals are not due to regional pathology but are part of the more general experience of postmodern democracy.

Book excerpt: With such stunning films as Dona Flor and Her Two Husbands, Bye Bye Brazil, and Pixote, Brazilian cinema achieved both critical acclaim and popular recognition in the 1970s and 1980s, becoming the premier cinema of Latin America and one of the largest film producers in the western world. But the success of Brazilian film at home and abroad came after many years of struggle by filmmakers determined to create a strong film industry in Brazil. At the forefront of this struggle were the filmmakers of Cinema Novo, the internationally acclaimed movement whose flowering in the 1960s marked the birth of modern Brazilian film. Cinema Novo x 5 places the success of Brazilian cinema in perspective by examining the films of the five leaders of this groundbreaking movement—Andrade, Diegues, Guerra, Rocha, and dos Santos. By exploring the individuality of these masters of contemporary Brazilian film, Randal Johnson reveals the astonishing stylistic and thematic diversity of Cinema Novo. His emphasis is on the films themselves, as well as their makers’ distinctive cinematic vision and views of what cinema should be and is. At the same time, he provides a wealth of valuable background information to enhance readers’ understanding of the historical, cultural, and economic context in which Cinema Novo was born and flourished.

Available in PDF, EPUB and Kindle. Book excerpt: Events of the 1970s and 1980s have provoked intense controversy about the desirability of existing political and economic institutions. On the basis of an analysis of social welfare in varying types of market systems and in certain democratic political systems, Democracy and Markets illuminates alternative directions for institutional reform. Examining in detail the experiences of several democratic European countries, John R. Freeman considers whether a mixed ownership structure is preferable to a private ownership structure; and whether a pluralist type of democratic politics is preferable to a corporatist type. Freeman compares the benefits of the two economic and two political systems separately, and then analyzes the workings of four basic political economies. This analysis yields a welfare taxonomy for alternative forms of democratic capitalism and more specifically a characterization of the blends of collective gain and distributional equity that can be achieved in the four systems. Freeman demonstrates the validity of this taxonomy through an empirical investigation of the political economies of Britain, Austria, Sweden, and Italy. Under current conditions, he concludes, the corporatist-mixed system produces the most desirable blend of welfare outcomes.

Book excerpt: Looking back through the prism of the severe economic crisis for filmmaking in the 1980s, The Film Industry in Brazil explores the unusual relationship between the state-supported industry, which often produced politically radical films, and the authoritarian regime that had held sway for twenty years. To ground his analysis, Johnson covers the early years of the film industry, 1898-1930; attempts at industrialization during the 1930s and 1940s; film industry congresses and government film boards, 1950-1966; the National Film Institute, 1966-1975; and the expansion of the state's role from 1969 through 1980.Well-conceived, carefully researched and documented, Johnson's study fills a major gap in film studies by tracing the development of this industry in Brazil, focusing specifically on its relationship to the state.
