Available in PDF, EPUB and Kindle. Book excerpt: Sherry Arnstein, writing in 1969 about citizen involvement in planning processes in the United States, described a “ladder of citizen participation” that showed participation ranging from low to high. Arnstein depicted the failings of typical participation processes at the time and characterized aspirations toward engagement that have now been elevated to core values in planning practice. But since that time, the political, economic, and social context has evolved greatly, and planners, organizers, and residents have been involved in planning and community development practice in ways previously unforeseen. Learning from Arnstein’s Ladder draws on contemporary theory, expertise, empirical analysis, and practical applications in what is now more commonly termed public engagement in planning to examine the enduring impacts of Arnstein’s work and the pervasive challenges that planners face in advancing meaningful public engagement. This book presents research from throughout the world, including Australia, Brazil, India, Indonesia, Portugal, Serbia, and the United States, among others, that utilizes, critiques, revises, and expands upon Arnstein’s aspirational vision. It is essential reading for educators and students of planning.

Available in PDF, EPUB and Kindle. Book excerpt: Key messages In Indonesia, early involvement and support for Reducing Emissions from Deforestation and Forest Degradation (REDD+) has led to numerous achievements, but progress has been slower than anticipated. National and subnational REDD+ initiatives are susceptible to political turnover at each election cycle. To ensure its longevity, REDD+ needs to be embedded in national and regional laws, regulations, institutions and other state devices. REDD+ institutionalization in Indonesia has focused on technicalities rather than on directly addressing socioeconomic and political drivers of deforestation and forest degradation. The rate of deforestation has decelerated enough to result in two REDD+ payments. However, transformational change in the forestry and broader land-use sector has not progressed far enough. REDD+ is inherently multilevel and multisectoral. However, much information, action, knowledge exchange and decision making on REDD+ is concentrated within relatively few organizations. Transformational change requires that other stakeholders and sectors that impact forests get involved.

Available in PDF, EPUB and Kindle. Book excerpt: 'Among all the literature on participation, this is the first book I know that focuses on municipal authorities. It... also has particular importance both for higher levels of government (at national or provincial/state level) and for international agencies. Firstly, it is a reminder of the importance of well-functioning municipal governments for reducing poverty. Secondly, it is a rich source of case studies and analysis about how municipal authorities can incorporate one central component of 'good governance' - a permanent, participatory engagement with their citizens' From the Foreword by David Satterthwaite, Director, Human Settlements Programme, International Institute for Environment and Development Increasingly, governments and donors are advocating the participation of poor communities in the delivery of urban services and infrastructure. Yet local authorities responsible for implementing participatory policies often do not have the skills, organisations or resources needed, or an adequate idea of the capacity required. This sourcebook provides invaluable practical guidance for municipal officials, and others working in urban development and poverty reduction, on the range of issues to be addressed in planning and managing cities with community participation. It explains the key elements of participation, identifies common constraints and opportunities, describes the vehicles for moving participation forward and outlines the capacity building needed for a municipality to achieve participatory goals.

Available in PDF, EPUB and Kindle. Book excerpt: Participatory Rural Appraisal (PRA) methods, now known as Participatory Learning and Action (PLA), have been extensively used in development research, action and evaluation. This book is based on the author’s decade-long intensive field experience—each method is explained by drawing on field-based illustrations. The book vividly describes the methods of PRA, highlighting the essential features as well as the application, merits and limitations of each method. Participatory Rural Appraisal: Principles, Methods and Application outlines the application of PRA methodology in areas like participatory poverty assessment, sustainable livelihood analysis, assessment of hunger, vulnerability analysis, organizational analysis, monitoring and evaluation. Separate sections on SWOT analysis and on the method of interview and dialogue are also included in the book. Besides, the author has provided guidelines for sector-wise application of PRA, which would serve as a ready reference for students and practitioners alike. A chapter on the roles of members of a PRA team is another key feature of this book, which would be immensely valuable for students, researchers and academicians working in the areas of social work, rural development, agriculture, and environmental science, and also for NGO workers and trainers and researchers in the development field.
