Book excerpt: The Vanuatu Legal Sector Strengthening Program (VLSSP) was launched in 2002 at a time when "the public was calling for a revamp of the whole judiciary." This case study describes how VLSSP, which was funded by the Australian Agency for International Development (AusAID), contributed to Vanuatu's legal sector capacity through professional development of staff, relationship building, administrative reforms, review of laws, and infrastructure improvements. It highlights a number of factors which contributed to the success of the program, as well as some of the challenges in sustaining reforms, including retaining trained staff in a competitive job market.

Book Synopsis Aid, Ownership and Development by : John Overton
Download or read book Aid, Ownership and Development written by John Overton and published by Routledge. This book was released on 2018-08-06 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the key principles for effective aid programmes is that recipient agencies exert high degrees of ownership over the agendas, resources, systems and outcomes of aid activities. Sovereign recipient states should lead the process of development. Yet despite this well-recognised principle, the realities of aid delivery mean that ownership is often compromised in practice. Aid, Ownership and Development examines this ‘inverse sovereignty’ hypothesis with regard to the states and territories of the Pacific Island region. It provides an initial overview of different aid ‘regimes’ over time, maps aid flows in the region, and analyses the concept of sovereignty. Drawing on a rich range of primary research by the authors and contributors, it focuses on the agencies and individuals within the Pacific Islands who administer and apply aid projects and programmes. There is indeed evidence for the inverse sovereignty effect; particularly when island states and their small and stretched bureaucracies have to deal with complex and burdensome donor reporting requirements, management systems, consultative meetings and differing strategic priorities. This book outlines important ways in which Pacific agencies have proved adept not only at meeting these requirements, but also asserting their own priorities and ways of operating. It concludes that global agreements, such as the Paris Declaration on Aid Effectiveness in 2005 and the recently launched Sustainable Development Goals, can be effective means for Pacific agencies to both hold donors to account and also to recognise and exercise their own sovereignty.

Download or read book Trade Multilateralism in the Twenty-First Century written by Alexei Kireyev and published by Cambridge University Press. This book was released on 2017-12-14 with total page 458 pages. Available in PDF, EPUB and Kindle. Book excerpt: Trade multilateralism in the twenty-first century faces a serious test as weakness in the global economy and fast-paced technological changes create a challenging environment for world trade. This book examines how an updated and robust, rules-based multilateral framework, anchored in the WTO, remains indispensable to maximizing the benefits of global economic integration and to reviving world trade. By examining recent accessions to the WTO, it reveals how the growing membership of the WTO has helped to support domestic reforms and to strengthen the rules-based framework of the WTO. It argues that the new realities of the twenty-first century require an upgrade to the architecture of the multilateral trading system. By erecting its 'upper floors' on the foundation of existing trade rules, the WTO can continue to adapt to a fast-changing environment and to maximize the benefits brought about by its ever-expanding membership.

Book Synopsis The Protection of Indigenous Peoples and Reduction of Forest Carbon Emissions by : Handa Abidin
Download or read book The Protection of Indigenous Peoples and Reduction of Forest Carbon Emissions written by Handa Abidin and published by BRILL. This book was released on 2015-07-14 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: In The Protection of Indigenous Peoples and Reduction of Forest Carbon Emissions, Handa Abidin identifies three main approaches that can be used by indigenous peoples to protect their rights in the context of REDD-plus. Further, he discusses how the available protection for indigenous peoples in the context of REDD-plus is currently insufficient to quickly address cases where the rights of indigenous peoples have been violated through REDD-plus activities. Abidin recommends the establishment of a committee and a panel on REDD-plus that could convey greater benefits to the context of REDD-plus and indigenous peoples, as well as to wider contexts such as climate change, human rights, and international law.
