The study group includes 253 primary and secondary school teachers working in Balıkesir, Turkey and the study has a descriptive survey design. The data was collected by School Culture Scale and Organizational Trust Scale. The results showed that the duty culture is the dominant school culture. It is the principal that the teachers trust the most. The secondary school teachers believe that a success oriented and supportive atmosphere exists at workplace and trust their coworkers more than they do the principal. The support and duty dimensions of organizational culture are significant predictors of organizational trust. Based on the results of the study, it can be suggested that school administrators enhance a supportive culture at their institutions. The theoretical significance of the study is that the results of the study will help to better understand the organizational behavior and the practical significance of the study is that these results can be used to increase the organizational efficiency.

The layout of the research, descriptive in quality, consists of the teachers working at secondary education institutions in the education year of 2006-2007. The survey area consists of 42697 teachers at 1683 secondary schools in randomly chosen 14 cities (two cities from each geographical region) and the sampling consists of 1281 teachers, 721 of 1281 work at general high schools and 560 of 1281 work at vocational schools. As a result of the research, teachers̀ perception of distributional justice, procedural justice and interactional justice were found as significant predictors of explaining perceptions of school trust, administrator trust and organizational citizenship behavior. Besides, teachers' perceptions of school trust and administrator trust were also confirmed as significant predictors in explaining perceptions of organizational citizenship behaviors in a meaningful way. Without trust or the lack of it among organizational members and between management and employees, organizational communication, knowledge management, organizational performance, and involvement may tend to close down. Trust has been identified as a crucial ingredient for organizational effectiveness. A linkage between trust and job satisfaction in private organizations has been established by researchers; however, in the U.S. federal government, the linkage between organizational trust and job satisfaction has not yet been studied. This study, therefore, explores the relationship between organizational trust and job satisfaction in seven selected small, medium, and large U.S. federal agencies. This study indicated that there are no significant differences between males and females, however, significant differences in attitudes between supervisors and nonsupervisors were found regarding what good communications meant and how they interpret the question, "top management truly listens to employees' concerns." Nonsupervisors tend to disagree more frequently than supervisors. The study also found that there are significant association between gender, age group, job location, position, and occupation and agency. The differences in attitudes between supervisors and nonsupervisors about what would make communications seem good and what would contribute to the belief that top management listens to employees' concerns lead to the conclusion that there is a disconnection among organizational members and among management and employees. This disconnection may lead to mistrust, job dissatisfaction and the difficulty in attracting and retention of human talents.
