As a result of No Child Left Behind and other accountability legislation many states modified requirements about the frequency of evaluation and now require the use of student achievement data as one measure of effectiveness. The research is clear that effective evaluation systems are based on a mutually agreed upon model of good teaching. Effective systems include both a formative and summative component and provide for self-assessment and reflection. The most effective models reflect a culture of collaboration and commit to continued professional growth. They use multiple measures and recognize that no single visit to a classroom can provide a comprehensive understanding of a teacher's knowledge and skill. In recent years principals have begun to use mobile technology such as iPads and laptops and software designed purposively to record data gathered during classroom visits. Many different vendors provide such software, some tailored to the individual needs of school districts.

Book excerpt: The No Child Left Behind emphasis on teacher quality and its relationship to student achievement has made teacher evaluation an area of increased concern for today's high school principal. Numerous problems associated with the evaluation of teachers have been cited in the literature, including lack of agreement on what constitutes good teaching, an emphasis on accountability rather than improved performance, limited feedback, and low benefit to teachers as a means for improving instruction. In response, efforts have been made to better understand the characteristics of effective teacher evaluation systems and improve current practice. A recent review of the literature on teacher evaluation (Bradshaw & Joyner, 2002) identified criteria that can be used to develop more effective evaluation systems. These criteria included things like linking evaluation to school goals, gathering and using data on teacher performance, establishing feedback mechanisms, and including ways to meaningfully involve teachers in the process. Efforts to improve the technical quality of evaluation systems over the past two decades have not produced evidence of improved teaching and increased student achievement. Thus, newer thinking treats teacher evaluation as an organizational problem that includes improving school climate, having the principal become an instructional leader, and building links between school improvement, professional development, teacher evaluation and student learning. This paper presents guidelines for principals which are synthesized from the characteristics of effective evaluation systems identified in the literature. (Contains 12 online resources.).

As policymakers call for a better approach to teacher evaluation, the 10-year history of TAP[TM]: The System for Teacher and Student Advancement provides an example of an integrated system for teacher evaluation and support. TAP teachers are evaluated every year through multiple classroom observations by trained and certified raters and through their contributions to student achievement growth. Based on data from TAP schools, research shows that: (1) TAP teacher evaluations provide differentiated feedback on teacher performance; (2) TAP classroom evaluations are aligned with value-added student achievement outcomes; (3) TAP teachers become more effective over time; and (4) TAP schools show higher retention of more effective teachers, and higher turnover of less effective teachers. Creating the capacity for evaluation and evaluation-guided improvement in schools requires the right tools as well as the sustained engagement of teachers and leaders. The example of TAP implies that teacher evaluation should not be pursued as a one-time, one-size-fits-all policy prescription, but should be integrated within a comprehensive, site-based system with specific practical elements to support teachers and improve teaching and learning in the classroom. Book excerpt: This report finds that the overwhelming majority of teachers and principals in Chicago Public Schools (CPS) believe the overhaul of the district's teacher evaluation system has promoted teacher growth and instructional improvement; however, teachers also voiced concerns about some elements of the evaluation system, particularly the use of student test scores as a factor in teacher ratings. "Challenges clearly remain for CPS, which must improve communication and training around teacher evaluation and also grapple with teacher's concerns around the fairness of their ratings," said Sue Sporte, the lead author of the report. "Nevertheless, it is promising that teachers and administrators believe the system has the potential to improve instruction, particularly considering that the 2012-13 school year began with the first teacher strike in CPS in over 25 years, and teacher evaluation was a major point of contention." The report is part of a joint study by UChicago CCSR in collaboration with CPS and the Chicago Teachers Union of REACH (Recognizing Educators Advancing CHicago) Students - CPS's teacher evaluation system implemented during the 2012-2013 school year. Chicago, the largest district in the nation to put in place a rigorous new system for measuring teacher effectiveness, has become a national test case for revamping teacher evaluation. More than 40 states, including Illinois, have passed legislation in the last few years mandating the evaluation of teachers based on a combination of student performance and the close examination of teacher practice. States and districts have adopted these new systems in response to a number of factors, including a growing body of research on the importance of teacher quality and incentives from the U.S. Department of Education. This report, the first in a series of reports about REACH, uses survey data and interviews to focus on the perceptions and experiences of teachers and administrators during the first year of REACH implementation. These experiences can be helpful to CPS and to other districts across the country as they work to restructure and transform teacher evaluation. The study of REACH was generously funded by the Joyce Foundation, which supports the development of policies that both improve the quality of life for people in the Great Lakes region and serve as models for the rest of the country.
