Book excerpt: Successive governments have promised to reduce business red tape, whilst doing nothing about it. In fact, with regard to the tax system, ever-greater numbers of taxes and ever-greater complexity have increased burdens on businesses by turning firms into unpaid tax collectors. Research into the costs of regulation is notoriously difficult. However, this study brings together the best work on the burden of tax compliance and administration and adds important new insights. In particular, this monograph shows the severely regressive nature of the costs of complying with the UK tax system - small firms suffer far more than large firms from the imposition of government bureaucracy related to tax collection. The costs of complying with the tax system are higher in the UK than in many other countries. The authors show that this should not be the case, and propose ways of reducing the burden of tax bureaucracy. These include radical reforms, not just to the administration of the tax system, but also to the nature of the system itself.

This book was released on 1977 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Death, taxes and red tape. The trio no one can escape. That wry sense of reality colors Herbert Kaufman's classic study of red tape, that bureaucratic phenomenon that all of us have encountered in some form - from the tax form filled out annually to the time-consuming wait to renew a driver's licence ... Red Tape remains a definitive account of one of modern life's greatest, but absolutely necessary, scourges. Kaufman, a lifelong student of government and bureaucratic behavior, takes us on a unblinking tour of the dismal landscape of red tape: it's messy, it takes too long, it is out of date, it makes insane demands, it increases costs, it slows progress. But Kaufman also shows us another side. Red tape is generated by our government's response to the demands of both interest groups and ideas about what is best for the greater good of society. Red tape strives to protect us ... to guarantee a social safety net ... and to maintain due process of law. Kaufman posits that one person's red tape is another perason's protection"--Publisher's description.

Available in PDF, EPUB and Kindle. Book excerpt: Find out why: - It’s wrong to blame Wall Street bankers for the global financial crisis. - The rhino-horn trade should be legalised. - Exempting anything from VAT is a bad idea, even for the poor. - Job creation is a fruitless exercise. - South Africa’s problem is not poverty. Tax, Lies and Red Tape is an insightful, easy-to-understand, very opinionated book about economics by one of South Africa’s most experienced and controversial economists. Dawie Roodt argues that economics is not about numbers, graphs and statistics; it is about people, and about how they react to incentives. Unfortunately, our politicians seem to have forgotten this. Using simple concepts and thought-provoking anecdotes, the book explains how ‘the market’ evolved with humanity, what was wrong with communism, what the global financial crisis is really about, the ways in which the state spends your money (and the ways in which it actually should), how tax is collected, how money and inflation really work, the ins and outs of trade, and the ups and downs of labour. In the process, Roodt debunks politically correct thinking and current government policy, and suggests alternatives for a more effective system. Whether you agree with him or not, Tax, Lies and Red Tape will get you thinking about economics in a completely new way.

Available in PDF, EPUB and Kindle. Book excerpt: Death, taxes, and red tape. The inevitable trio no one can escape. That wry sense of reality colors Herbert Kaufman's classic study of red tape, the bureaucratic phenomenon that all of us have encountered in some form—from the confounding tax form filled out annually to the maddeningly time-consuming wait at the driver's license bureau. The complaints about red tape, Kaufman concedes, are legion. It's messy, it takes too long, it lacks local knowledge, it is out of date, it makes insane demands, it increases costs, it slows progress. It is, in short, a burden and many times there is no measurable positive outcome. Kaufman takes us on an unblinking tour of the dismal landscape of red tape. But he also shows us another side of red tape, one we often forget. Red tape is how government protects us from tainted food, shoddy products, and unfair labor practices. It guarantees a social safety net for the elderly, the disabled, children, veterans, and victims of natural disasters. One person's red tape is another person's protection. This reissue is a Brookings Classic, a series of republished books for readers to revisit or discover, notable works by the Brookings Institution Press.

Available in PDF, EPUB and Kindle. Book excerpt: Winner of the 2020 Outstanding Book Award Presented by the Public and Nonprofit Section of the National Academy of Management Winner of the 2019 Louis Brownlow Book Award from the National Academy of Public Administration Bureaucracy, confusing paperwork, and complex regulations—or what public policy scholars Pamela Herd and Donald Moynihan call administrative burdens—often introduce delay and frustration into our experiences with government agencies. Administrative burdens diminish the effectiveness of public programs and can even block individuals from fundamental rights like voting. In AdministrativeBurden, Herd and Moynihan document that the administrative burdens citizens regularly encounter in their interactions with the state are not simply unintended byproducts of governance, but the result of deliberate policy choices. Because burdens affect people’s perceptions of government and often perpetuate long-standing inequalities, understanding why administrative burdens exist and how they can be reduced is essential for maintaining a healthy public sector. Through in-depth case studies of federal programs and controversial legislation, the authors show that administrative burdens are the nuts-and-bolts of policy design. Regarding controversial issues such as voter enfranchisement or abortion rights, lawmakers often use administrative burdens to limit access to rights or services they oppose. For instance, legislators have implemented administrative burdens such as complicated registration requirements and strict voter-identification laws to suppress turnout of African American voters. Similarly, the right to an abortion is legally protected, but many states require women seeking abortions to comply with burdens such as mandatory waiting periods, ultrasounds, and scripted counseling. As Herd and Moynihan demonstrate, administrative burdens often disproportionately affect the disadvantaged who lack the resources to deal with the financial and psychological costs of navigating these obstacles. However, policymakers have sometimes reduced administrative burdens or shifted them away from citizens and onto the government. One example is Social Security, which early administrators of the program implemented in the 1930s with the goal of minimizing burdens for beneficiaries. As a result, the take-up rate is about 100 percent because the Social Security Administration keeps track of peoples’ earnings for them, automatically calculates benefits and eligibility, and simply requires an easy online enrollment or visiting one of 1,200 field offices. Making more programs and public services operate this efficiently, the authors argue, requires adoption of a nonpartisan, evidence-based metric for determining when and how to institute administrative burdens, with a bias toward reducing them. By ensuring that the public’s interaction with government is no more onerous than it need be, policymakers and administrators can reduce inequality, boost civic engagement, and build an efficient state that works for all citizens.
