Book excerpt: This how-to note focuses on the management of the fiscal costs associated with natural disaster risks. Unlike other types of fiscal risks (for example, unexpected macroeconomic changes or materialization of contingent liabilities), a natural disaster presents a unique challenge to fiscal risk-management and budget processes because of its exogenous nature and potentially overwhelming scale. This note discusses how governments can build fiscal resilience against natural hazards and strengthen fiscal management after a disaster, including through budgeting frameworks and other fiscal policies. The note aims to answer three central questions: How large should fiscal buffers be? How should fiscal buffers be built up? How should fiscal buffers be used efficiently and transparently once a natural disaster has struck? These three questions directly relate to fiscal policy, fiscal risk management, and the budget process—all core areas of IMF expertise. To address them, the note focuses on fiscal strategies for financing recovery efforts and considers approaches to mitigate disaster impact. The note also provides guidance on how to conduct regular risk analyses of natural disasters’ potential fiscal consequences and outlines best practices for defining and accounting for the contingent liabilities associated with natural disasters in budgeting frameworks. Finally, the note touches on approaches for risk reduction, disaster risk financing strategies, and risk transfer mechanisms, such as various insurance instruments.

Book excerpt: Great natural disasters are rare, but their aftermath can change the fortunes of a city or region forever. This book and its companion Policy Focus Report identify lessons from different parts of the world to help communities and government leaders better organize for recovery after future disasters. The authors consider the processes and outcomes of community recovery and reconstruction following major disasters in six countries: China, New Zealand, India, Indonesia, Japan, and the United States. Post-disaster reconstruction offers opportunities to improve construction and design standards, renew infrastructure, create new land use arrangements, reinvent economies, and improve governance. If done well, reconstruction can help break the cycle of disaster-related impacts and losses, and improve the resilience of a city or region.

Book excerpt: Natural disasters continue to cause widespread damage and losses, with fast growing economies particularly exposed. Governments often shoulder a significant share of the costs of disaster recovery and reconstruction. This is true in OECD countries and even more so in developing economies, where private insurance markets are not as well developed. The fiscal impact of disasters on a government's budget can be sizeable. Expenditures for the government arise from both explicit and implicit commitments to compensate for disaster losses. This report presents the results of a study that compares country practices in the management of the financial implications of disasters on government finances for a set of OECD member and partner countries particularly exposed to natural hazards.

Book excerpt: Risks to macroeconomic stability posed by excessive private leverage are significantly amplified by tax distortions. ‘Debt bias’ (tax provisions favoring finance by debt rather than equity) has increased leverage in both the household and corporate sectors, and is now widely recognized as a significant macroeconomic concern. This paper presents new evidence of the extent of debt bias, including estimates for banks and non-bank financial institutions both before and after the global financial crisis. It presents policy options to alleviate debt bias, and assesses their effectiveness. The paper finds that thin capitalization rules restricting interest deductibility have only partially been able to address debt bias, but that an allowance for corporate equity has generally proved effective. The paper concludes that debt bias should feature prominently in countries’ tax reform plans in the coming years.

Available in PDF, EPUB and Kindle. Book excerpt: The Asia-Pacific region is one of the most vulnerable to a variety of natural and manmade hazards. This edited book productively brings together scholars and senior public officials having direct experience in dealing with or researching on recent major natural disasters in the Asia-Pacific. The chapters focus on disaster preparedness and management, including pre-event planning and mitigation, crisis leadership and emergency response, and disaster recovery. Specific events discussed in this book include a broad spectrum of disasters such as tropical storms and typhoons in the Philippines; earthquakes in China; tsunamis in Indonesia, Japan, and Maldives; and bushfires in Australia. The book aims to generate discussions about improved risk reduction strategies throughout the region. It seeks to provide a comparative perspective across countries to draw lessons from three perspectives: public policy, humanitarian systems, and community engagement.

Available in PDF, EPUB and Kindle. Book excerpt: There has been increased attention to the topics of disaster recovery and disaster resilience over the past several years, particularly as catastrophic events such as Hurricane Katrina and Superstorm Sandy have brought to light the increasing vulnerability of so many communities. This manuscript brings together existing research, along with policy analysis, in order to look at disaster recovery through the lens of justice. This includes understanding the mechanisms through which vulnerability is exacerbated, and the extent to which the regulations and agency cultures drive this outcome. While existing analyses have sought to understand the particular characteristics of both resilient and vulnerable communities, there have been few attempts to understand the systemic inequities and injustice that is built into United States disaster policies, programs, and legislation. This manuscript thus begins from the understanding that social and economic structures, including land use policies and historic practices such as redlining, have concentrated hazard risk into vulnerable zones whose inhabitants do not benefit from the very policies that create and increase their risk.

Available in PDF, EPUB and Kindle. Book excerpt: You're in charge of IT, facilities, or core operations for your organization when a hurricane or a fast-moving wildfire hits. What do you do? Simple. You follow your business continuity/disaster recovery plan. If you've prepared in advance, your operation or your company can continue to conduct business while competitors stumble and fall. Even if your building goes up in smoke, or the power is out for ten days, or cyber warriors cripple your IT systems, you know you will survive. But only if you have a plan. You don't have one? Then Disaster Recovery, Crisis Response, and Business Continuity: A Management Desk Reference, which explains the principles of business continuity and disaster recovery in plain English, might be the most important book you'll read in years. Business continuity is a necessity for all businesses as emerging regulations, best practices, and customer expectations force organizations to develop and put into place business continuity plans, resilience features, incident-management processes, and recovery strategies. In larger organizations, responsibility for business continuity falls to specialist practitioners dedicated to continuity and the related disciplines of crisis management and IT service continuity. In smaller or less mature organizations, it can fall to almost anyone to prepare contingency plans, ensure that the critical infrastructure and systems are protected, and give the organization the greatest chance to survive events that can--and do--bankrupt businesses. A practical how-to guide, this book explains exactly what you need to do to set up and run a successful business continuity program. Written by an experienced consultant with 25 years industry experience in disaster recovery and business continuity, it contains tools and techniques to make business continuity, crisis management, and IT service continuity much easier. If you need to prepare plans and test and maintain them, then this book is written for you. You will learn: How to complete a business impact assessment. How to write plans that are easy to implement in a disaster. How to test so that you know your plans will work. How to make sure that your suppliers won't fail you in a disaster. How to meet customer, audit, and regulatory expectations. Disaster Recovery, Crisis Response, and Business Continuity: A Management Desk Reference will provide the tools, techniques, and templates that will make your life easier, give you peace of mind, and turn you into a local hero when disaster strikes.
