David Jacobs asks, why are national support instruments for electricity from renewable energy sources converging, even though the harmonisation of these frameworks at the European level has failed? Which causal mechanisms lead to cross-national policy similarities? And what are the implications for policy coordination in the EU? The author traces the evolution of feed-in tariffs - the most successful and most widely used support mechanism for renewable electricity - in Germany, Spain and France. He reveals increasing cross-national policy similarities in feed-in tariff design - despite the failure of harmonizing instruments at the European level. He explains these increasing policy similarities by applying policy convergence theory. Policy convergence can occur voluntarily, based on transnational communication, regulatory competition and technological innovations and these findings have important implications for European policy steering. The key to this book is the interrelation of an innovative theoretical concept (coordination of policies in the international arena via voluntary cooperation) with a very topical empirical research focus - the promotion of renewable energies in the EU. It will be essential reading for scholars and students of environmental policy, comparative politics and European studies.

Section 1 sets out the background to the Hills Review and summarises its main findings. Section 2 focuses on the proposal for a new definition (the Low Income High Costs indicator) and also covers the recommended changes to the methodology used to calculate the fuel poverty statistics. The proposed changes raises questions about how a new definition fits with t he current target, which is set out in the Warm Homes and Energy Conservation Act 2000. Section 3 of this paper considers whether the definition and target should be aligned and how to achieve that. Finally, section 4 considers next steps. The Government intends to publish a refreshed fuel poverty strategy early in 2013 incorporating the new definition.

The first fascicle of the Companion Series focuses on the history of Hunnic People in South Asia, where they are known as Hūṇa in Sanskrit literature or Alkhan according to their own coinage. These Alkhan entered the Subcontinent in the 4th century. The fascicle reconstructs the history of the Alkhan kings, Khiṅgila Toramāṇa, and Mihirakula, and the impact of their invasion and control of large parts of Northern and Western India on Indian history and culture, in particular on the Gupta Empire. This history is shown to be interrelated with historic developments within the Sasanian Empire and historic events to the north of the Hindu Kush. This first fascicle of the Companion and the Sourcebook (D. Balogh, ed.) are published simultaneously by Barkhuis, Groningen. In the coming years other fascicles in this series will appear, exploring the collected sources with a focus on the history of Hunnic Peoples in Central Asia.
