Book excerpt: A UN arms embargo has been in place against North Korea for nearly a decade, as part of a broader sanctions regime designed to deny it the goods and funds needed to fuel its nuclear weapons and ballistic-missile programmes. Yet despite these sanctions, a host of state and non-state actors continue to buy arms, material and services from Pyongyang – and inject funds into the same coffers that drive North Korea’s nuclear and missile development. While some of North Korea’s military customers in the sanctions era since 2006 are well known – such as Iran, Syria and Burma – Pyongyang’s wider client base receives little international attention. North Korea has continued to enjoy access to other defence markets across Africa and the Middle East. The drivers of these clients’ decisions to buy weapons and related goods from North Korea are rarely discussed. This gap in analysis is essential to fill. If tailored and effective approaches are to be developed to convince North Korea’s customers to buy elsewhere, they must be based on a sound understanding of the considerations that motivated the client to turn to Pyongyang in the first place. Target Markets comprehensively analyses the available information on these procurement decisions. It concludes, contrary to conventional wisdom, that the reasons that customers buy weapons and related goods and services from North Korea vary, often greatly. This study also concludes that one of the greatest achievements of the UN sanctions regime to date has been to deny North Korea access to modern conventional weapons technology that it can learn to manufacture at home and sell on to its clients around the world. Without more contemporary wares to tempt foreign buyers, North Korea will likely continue to see its client list for weapons and related goods and services shrinking.

Yet authoritarian regimes may also be immune—and even hostile—to economic inducements if such inducements imply reform and opening. This book captures the effects of sanctions and inducements on North Korea and provides a detailed reconstruction of the role of economic incentives in the bargaining around the country's nuclear program. Stephan Haggard and Marcus Noland draw on an array of evidence to show the reluctance of the North Korean leadership to weaken its grip on foreign economic activity. In the years to follow, the number of North Korean defectors arriving in South Korea rose considerably, and the number of female defectors skyrocketed. This paper, which appears in North Korean Review, Vol. 12, No. 2 (Fall 2016), investigates the increase in female defectors from North Korea to South Korea. It uses satellite imagery to measure activity in North Korean markets, and demonstrates a correlation between night-time lights emitted by a black market in Sinuiju and female defection to South Korea through China. It concludes that the increase in North Korean female defectors is related to women's higher mobility, which is a benefit of their leading role in North Korean markets.

This book tells the story of North Korea's transformation in the Third World from model developmental state to reckless terrorist nation, and how Pyongyang's actions, both in the Third World and on the Korean peninsula, ultimately backfired against the Kim family regime's foreign policy goals. Moreover, the apparent speed in which these North Korean advancements have occurred are challenging the security structure across East Asia, creating dangerous instability in the region, and that instability we will likely be dealing with for decades to come. So today, this committee is going to discuss the tools that must be deployed and fully utilized to address these threats. We need to use every ounce of leverage. That leverage includes sanctions, it includes diplomacy, it includes projecting information into North Korea to put maximum pressure on this rogue regime. Time is running out. Sanctions can still have an important impact. North Korea's advanced weapons programs rely on foreign-sourced technology. Much of these programs are made outside the country. North Korea pays an inordinate amount of money, and it has to have hard currency to do it, to run this very expensive ICBM program and this nuclear weapons program. Earlier this year, Treasury sanctioned the Bank of Dandong, a regional Chinese bank. But we must target major Chinese banks doing business with North Korea, such as China Merchants Bank, and even big state-owned banks, like the Agricultural Bank of China. They have a significant presence in the United States. And if they do not stop doing business with North Korea, they should be sanctioned now.

However, they have lacked the economic, political, and conventional military means to achieve that dominance, having instead come to rely on their nuclear weapon and ballistic missile programs, Today, North Korea's nuclear weapons pose an existential threat to the ROK, and they might soon pose a serious threat to the United States; even a few of them could cause millions of fatalities and serious casualties if detonated on ROK or U.S. cities. The major ROK and U.S. strategy to moderate this threat has been negotiating with North Korea to achieve denuclearization, but this effort has failed and seems likely to continue tailing. North Korean leader Kim Jong-un, despite committing to denuclearization, has continued his nuclear weapon buildup. The authors of this Perspective argue that there is a growing gap between North Korea's nuclear weapon threat and ROK and U.S. capabilities to defeat it. Because these capabilities will take years to develop, the allies must turn their attention to where the threat could be in the mid to late 2020s and identify strategies to counter it. Doing this will help establish a firm deterrent against North Korean nuclear weapon use. The authors conclude that North Korea will be most deterred if it knows that any nuclear weapon use will be disastrous for the regime-that these weapons are a liability, not an asset. Book jacket.

Book excerpt: In early 1992, the nuclear issue was moving so fast in Korea that it bewildered many analysts accustomed to the 'glacial' pace of North-South Korean politics since 1953. Korea may spawn a new geopolitical axiom: the longer and harder the freeze, the faster the thaw. This essay seeks to clarify the medium-run trends and possible outcomes that are consistent with this rapidly moving mosaic of events. My purpose is to evaluate the potential for a peaceful resolution of the nuclear dilemma in Korea. First, I outline the basis of Western concern over North Korea's nuclear activities, and describe the stances taken by the various parties to the Korean conflict on the issue. Next, I analyse the threats emanating from some quarters in Seoul and Washington of attacking North Korea's nuclear sites-and possible North Korean reprisals. Third, I examine the idea of 'challenge inspections' of North Korea's nuclear program - an alternative that is also discounted as unrealistic. Finally, I sketch a range of possible outcomes of the current impasse, starting with the most optimistic and ending with the most pessimistic (arguably the least likely). None of the key variables underlying these scenarios - the dominant world views in Seoul and Washington, the emphasis on military versus economic power, the ability of the two North Korean elites to achieve mutual understanding - are predetermined. These alternative nuclear futures therefore represent stark choices for, and political challenges to, all parties to the Korean conflict.
