Available in PDF, EPUB and Kindle. Book excerpt: The Hanford Site, located in southeastern Washington State, is operated by the US Department of Energy (DOE) and its contractors. Starting in 1943, Hanford supported fabrication of reactor fuel elements, operation of production reactors, processing of irradiated fuel to separate and extract plutonium and uranium, and preparation of plutonium metal. Processes used to recover plutonium and uranium from irradiated fuel and to recover radionuclides from tank waste, plus miscellaneous sources resulted in the legacy of approximately 227,000 m3 (60 million gallons) of high-level radioactive waste, currently in storage. This waste is currently stored in 177 large underground storage tanks, 28 of which have two steel walls and are called double-shell tanks (DSTs) an 149 of which are called single-shell tanks (SSTs). Much of the high-heat-emitting nuclides (strontium-90 and cesium-137) has been extracted from the tank waste, converted to solid, and placed in capsules, most of which are stored onsite in water-filled basins. DOE established the Tank Waste Remediation System (TWRS) program in 1991. The TWRS program mission is to store, treat, immobilize and dispose, or prepare for disposal, the Hanford tank waste in an environmentally sound, safe, and cost-effective manner. Technology will need to be developed or improved to meet the TWRS program mission. The Integrated Technology Plan (ITP) is the high-level consensus plan that documents all TWRS technology activities for the life of the program.

Systems engineering was developed to help resolve the engineering problems that are encountered when attempting to develop and implement large and complex engineering projects. It depends upon integrated program planning and development, disciplined and consistent allocation and control of design and development requirements and functions, and systems analysis. The key thesis of this report is that proper application of systems analysis and systems engineering will improve the management of tank wastes at the Hanford Site significantly, thereby leading to reduced life cycle costs for remediation and more effective risk reduction. The committee recognizes that evidence for cost savings from application of systems engineering has not been demonstrated yet.

Book excerpt: This report describes a System Analysis Model developed under the US Department of Energy (DOE) Office of Technology Development (OTD) Underground Storage Tank-Integrated Demonstration (UST-ID) program to aid technology development funding decisions for radioactive tank waste remediation. Current technology development selection methods evaluate new technologies in isolation from other components of an overall tank waste remediation system. These methods do not show the relative effect of new technologies on tank remediation systems as a whole. Consequently, DOE may spend its resources on technologies that promise to improve a single function but have a small or possibly negative, impact on the overall system, or DOE may overlook a technology that does not address a high priority problem in the system but that does, if implemented, offer sufficient overall improvements. Systems engineering and detailed analyses often conducted under the National Environmental Policy Act (NEPA 1969) use a ''whole system'' approach but are costly, too time-consuming, and often not sufficiently focused to support the needs of the technology program decision-makers. An alternative approach is required to evaluate these systems impacts but still meet the budget and schedule needs of the technology program.

Book excerpt: The Hanford Site was established by the federal government in 1943 as part of the secret wartime effort to produce plutonium for nuclear weapons. The site operated for about four decades and produced roughly two thirds of the 100 metric tons of plutonium in the U.S. inventory. Millions of cubic meters of radioactive and chemically hazardous wastes, the by-product of plutonium production, were stored in tanks and ancillary facilities at the site or disposed or discharged to the subsurface, the atmosphere, or the Columbia River. In the late 1980s, the primary mission of the Hanford Site changed from plutonium production to environmental restoration. The federal government, through the U.S. Department of Energy (DOE), began to invest human and financial resources to stabilize and, where possible, remediate the legacy of environmental contamination created by the defense mission. During the past few years, this financial investment has exceeded $1 billion annually. DOE, which is responsible for cleanup of the entire weapons complex, estimates that the cleanup program at Hanford will last until at least 2046 and will cost U.S. taxpayers on the order of $85 billion. Science and Technology for Environmental Cleanup at Hanford provides background information on the Hanford Site and its Integration Project,discusses the System Assessment Capability, an Integration Project-developed risk assessment tool to estimate quantitative effects of contaminant releases, and reviews the technical elements of the scierovides programmatic-level recommendations.

The present program for development of waste retrieval, pretreatment, and vitrification technologies continues, but the optimized processing strategy reuses a single facility to accomplish the separations/low-activity waste (LAW) vitrification and the high-level waste (HLW) vitrification processes sequentially, thereby eliminating the need for a separate HLW vitrification facility.
