Book excerpt: Since its beginning in 1965 as a part of the War on Poverty, Head Start's goal has been to boost the school readiness of low-income children. Based on a 'whole child' model, the program provides comprehensive services that include pre-school education; medical, dental, and mental health care; nutrition services; and efforts to help parents foster their child's development. Head Start services are designed to be responsive to each child's and family's ethnic, cultural, and linguistic heritage. The Congressionally-mandated Head Start Impact Study was conducted across 84 nationally representative grantee/delegate agencies. Approximately 5,000 newly entering 3- and 4-year-old children applying for Head Start were randomly assigned to either a Head Start group that had access to Head Start program services or to a non- Head Start group that could enrol in available community non-Head Start services, selected by their parents. Data collection began in fall 2002 and is scheduled to continue through 2006, following children through the spring of their 1st-grade year. The study quantifies the impact of Head Start separately for 3- and 4-year-old children across child cognitive, social-emotional, and health domains as well as ii on parenting practices. This book is essential reading for those in the education field.

The papers on survey issues cover methods for designing surveys taking into account nonresponse in advance, obtaining high response rates in telephone surveys, obtaining high response rates in in-person surveys, the effects of incentive payments, methods for adjusting for missing data in surveys of low-income populations, and measurement error issues in surveys, with a special focus on recall error. The papers on administrative data cover the issues of matching and cleaning, access and confidentiality, problems in measuring employment and income, and the availability of data on children. The papers on welfare leavers and welfare dynamics cover a comparison of existing welfare leaver studies, data from the state of Wisconsin on welfare leavers, and data from the National Longitudinal Survey of Youth used to construct measures of heterogeneity in the welfare population based on the recipient's own welfare experience. A final paper discusses qualitative data.

Book excerpt: Changes in Hourly Fee Rates for Science and Technology Laboratory Services - Fiscal Years 2007-2009 (US Agricultural Marketing Service Regulation) (AMS) (2018 Edition) The Law Library presents the complete text of the Changes in Hourly Fee Rates for Science and Technology Laboratory Services - Fiscal Years 2007-2009 (US Agricultural Marketing Service Regulation) (AMS) (2018 Edition). Updated as of May 29, 2018 The Agricultural Marketing Service (AMS) is changing the hourly fee rates for Science and Technology (S&T) Laboratory Services. The agency is raising these rates to reflect, among other factors, national and locality pay increases for Federal employees and inflation, operating costs, instrumentation and training, and program and agency administrative overhead costs. In the past, AMS has amended its regulations on an as needed basis in order to recover laboratory program costs. With this regulation, AMS is providing for three annual standard hourly fee rate increases for fiscal years 2007-2009. This will provide the agricultural commodity industries and other stakeholders with more timely and relevant information regarding user fees for voluntary laboratory testing services. The agency is also removing tables and schedules with listings of individual tests and services. Three annual hourly fee rate adjustments are established by this action for appeals, holiday, and overtime services to reflect the anticipated increase cost of providing these laboratory services each fiscal year. The regulations also are updated to identify current facility addresses. Part 92 is obsolete and therefore has been removed. This book contains: - The complete text of the Changes in Hourly Fee Rates for Science and Technology Laboratory Services - Fiscal Years 2007-2009 (US Agricultural Marketing Service Regulation) (AMS) (2018 Edition) - A table of contents with the page number of each section

Available in PDF, EPUB and Kindle. Book excerpt: With many Americans striving to build their skills to get jobs in a rapidly changing economy, the workforce development field has seen a significant increase in sector strategies, which focus on the specific skills that employers need and address the real-world challenges facing low-income workers. Maureen Conway and Robert P. Giloth deliver a robust volume featuring perspectives from prominent nonprofit and philanthropy leaders, academics and researchers to capture how sector-based workforce development, in industries ranging from health to construction, has evolved over 30 years - and how it can continue to grow and inform future investments and policy decisions. The book offers lessons for policymakers, philanthropic investors, researchers and local leaders interested in policies and practices that support strong businesses while helping struggling Americans connect to good jobs. Connecting People to Work features case studies of organizations implementing sector-based workforce development strategies in the health care, construction, manufacturing and restaurant industries, and highlights how policy and economic changes and new practices among education and training institutions are affecting workforce development efforts. It also includes evaluation results and a review of major sector-financing strategies. The book discusses the need for these workforce strategies at a time when many people are out of work or underemployed and face a labor market that is difficult to navigate. Too many workers today earn too little to make ends meet, and they often lack the time or resources to participate in local education programs that may or may not help them find work. Many low-wage workers often need additional support as they go through training, an approach generally adopted by sector strategies. The results chronicled in the book make clear that such strategies can help create viable opportunities for more Americans to gain the skills they need to achieve greater financial stability.
