Book excerpt: Over the past two decades, potential adversaries have developed a wide array of means to disrupt or deny the United States and its allies access to space capabilities that are essential to their security and military operations. This situation and deepening great-power tensions have given new urgency to understanding the counterspace strategies of potential adversaries and how they can be deterred from attacking U.S. and allied space assets or be dissuaded from even developing certain counterspace capabilities. There is no broadly agreed-on framework on the nature and requirements of deterrence in space operations. This report presents such a framework. The authors begin by identifying several foundational principles of deterrence and then consider what lessons pursuit of deterrence in other domains--nuclear and cyber--have for deterrence in space. They examine the nature and requirements of deterrence in the space domain, what constitutes success in space deterrence, what thresholds might lead to a failure of deterrence, and selected national approaches to space deterrence--by China, Russia, France, Japan, and India. Integrating all these components, the authors present three archetypes for space deterrence and consider questions about their application. They conclude that a comprehensive approach to space deterrence is likely to be most successful and should be tailored to address the distinct risk calculus and informational needs of various adversaries across the phases of conflict. Strategic messaging, selective revelation of space capabilities, and development of norms of responsible space behavior can also help deter attacks on space systems.

That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. That is what this book is about.

In addition, it was highlighted through an analysis of the Chinese view of deterrence in space, space weapons and the United States, just how ineffective DoD space deterrence theory is and how the current National Security Space Strategy, the location of the DoD space deterrence concept, is more likely to give rise to a "space Pearl Harbor" than to prevent one. The United States must re-think its current posture in space and develop a tiered, tailor, triad of capabilities and concepts that credibly deter, or if necessary defeat an enemy attack on our nation's critical space infrastructure.

In this chapter, the difference between compellence and deterrence is explained using a scenario with which all are familiar; how to keep a teenager from breaking curfew. General, immediate, extended, narrow, denial, and cross-domain deterrence concepts are also briefly discussed in order to provide some clarity to a subject that is often misunderstood. Finally, this chapter touches on the principles and underlying assumptions of effective deterrence, paying particular attention to the principle of rationality and its role in determining how an adversary might react to deterrent threats since not all states or national leaders think or make decisions using the same construct that the U.S. does. Next, the paper examines the cultural, political, economic, and military changes occurring in China and examines their future impact using an alternative futures study completed by the Air Force's Center for Strategy and Technology. These trends suggest that China is expected to grow in both economic and military power. By 2035, China will have the ability to exert her influence in the Asian region and beyond. This will occur simultaneously with increased pressures on the world's limited food and energy resources, potentially creating a source of friction between the U.S. and China. Chapter four informs strategists on factors they must consider in developing a deterrent strategy for China in 2035. The chapter begins by pointing out the friction points that may exist between the U.S. and China in the future. Specifically, it argues that while U.S./China relations are currently stable largely due to the economic interdependence between the two nations, this may change as demand increases for ever dwindling food and energy resources. Mearsheimer then critically assays the relative strengths and weaknesses of NATO and the Warsaw Pact to determine the prospects for conventional deterrence in any future crisis. Book excerpt: To counter the Chinese threat to its low Earth orbit satellites, the United States should adopt a defensive strategy focused on deterrence and recovery. China demonstrated their ability to employ an anti-satellite weapon when it destroyed one of its own weather satellites in 2007. While it does not publish a public national military strategy, several Chinese military authors advocate the use of anti-satellite technologies as an asymmetric weapon to counter the superior conventional capabilities of the United States. Towards this aim, China has developed both kinetic and non-kinetic weapons along with associated supporting infrastructure to target United States low Earth orbit satellites. The United States currently has little capability to defend against an attack on its satellites. As an initial step, the Department of Defense established the Operationally Responsive Space program to address emerging threats. The United States should use current, primarily commercial, technologies to increase its Space Situational Awareness, develop flexible and rapid launch platforms, field small satellites, decrease its dependence on space systems, defend against high-altitude nuclear explosions, and execute institutional changes. Done with transparency, these changes should deter China from employing its. anti-satellite weapons. If deterrence fails, these same changes will also enable the United States to rapidly reconstitute its space systems. As a long-term effort to counter the Chinese threat, the United States must work with China to make it an active stakeholder in space activities; collateral damage from anti-satellite weapons would then threaten China and deter them from using anti-satellite weapons. These recommendations will also help protect United States satellites from other adversaries, accidents, and natural phenomena.
