Cores exhibiting layer separation during coring or during removal will be included in the specimen set and assigned a peak shear stress of 0 psi. Average peak shear stress will be 100 psi or greater. The standard deviation of peak shear stress will be 25 psi or less.

The effectiveness of this critical bonding material is significantly dependent on limiting tracking by construction traffic and on the stiffness of residue from emulsions. The main objective of this study is to investigate factors that may affect the tracking performance and bond shear strength of asphalt emulsion tack coats. The effects of emulsion type, residual application rate, temperature, and surface texture on the tracking and bonding performance of different tack coats were investigated using a loaded wheel tracking test (LWTT) and the Interlayer Shear Strength (ISS) Test, respectively. Results show that the tracking performance of the tack coat is mainly dependent on the rheological properties of the residue and that the LWTT test can be a reliable way of direct measurement of tracking propensity. Interlayer shear bonding study was performed for both laboratory and field compacted samples. Results of the bonding study demonstrate that there is a direct relationship between the roughness (texture) of the existing surface and the interlayer shear strength between two surfaces and that even when no tack coat is used in the interface, considerably high shear strength is measured in the lab. The results with emulsions, however, showed that there could be an effect of the rheology of the emulsion residue when very stiff base asphalt is used for emulsion production. Comparing field cores with laboratory produced samples showed no clear relationship between the shear strength of laboratory and field specimens. It is speculated that the difference in compaction of the upper layers in the lab and field, and the effect of coring samples from the field made laboratory shear values always higher than field cores' values. Findings from the Interlayer Shear Strength study questions the value of shear testing on lab prepared samples, while the findings from the tracking study can be used to modify the exiting tack coat specifications and allow better handling of tracking and timeliness of opening for traffic during construction.

The project included conducting comprehensive field and laboratory testing programs. The field-testing program constructing a total of 25 test sections in two micro-surfacing projects to examine the effect of different factors on the bond strength between micro-surfacing mixes and existing asphalt surfaces. The evaluated effects included: the tack coat material type and application rate, the micro-surfacing mix residual binder content, and the existing surface type and condition (on existing pavement or on micro-surfacing leveling course). The laboratory testing program included preparing samples using materials collected from the field during the construction of test sections. The program was focused in examining the effect of the tack coat type, application rate, the residual asphalt binder content of the micro-surfacing mix, and existing pavement texture on micro-surfacing bond performance. The results of bond strength tests conducted on the samples obtained from the field test sections indicated that the sections with no tack coat had significantly lower bond strength than those with tack coat with at least 0.042 gsy total application (0.0068 gsy residual application rate). Furthermore, the results indicated that the use of 0.75% lower residual asphalt binder content in micro-surfacing mixes resulted in significantly lower bond strength between the micro-surfacing and existing pavement. Based on the results of this study, it is recommended that ODOT continue using the current specification for micro-surfacing (Item 421) that requires placing a tack coat with a total application rate of 0.06 to 0.12 gallon per square yard (0.25 to 0.45 L/m2) on existing pavement surfaces prior to the application of a micro-surfacing layer.

A national survey of transportation agencies was conducted to collect information from those agencies on using tack coat for micro-surfacing applications. The survey results indicated that there is no consensus among responding transportation agencies about the importance of using tack coat for micro-surfacing applications. Most agencies that use tack coat with micro-surfacing believe that it is critical for providing adequate bonding with the underlying surface, while the majority of the agencies that do not use tack coat believe that it is not needed, as adequate bonding can be provided by the emulsion in the micro-surfacing mix. However, some agencies that stopped using tack coat with micro-surfacing (such as Indiana DOT and Michigan DOT) have noted some debonding issues and decided or are considering adding a requirement for tack coat usage. The survey results also indicated that none of the responding agencies are performing field tests to evaluate the bonding strength of micro-surfacing mixes. The results of the literature review conducted in Phase 1 of this project indicated that achieving adequate bonding between the micro-surfacing mix and the existing pavement is important to ensure full load transfer between the micro-surfacing layer(s) and the existing pavement. In addition, some studies suggested that the agencies that do not require using tack coat with micro-surfacing assume that the consistency of the micro-surfacing mix permits it to be evenly spread over the pavement surface, forming an adequate bond to the surface. The literature review was used to identify several candidate tests for the evaluation of the bond strength of micro-surfacing mixes. Based on the results of Phase 1 it was recommended that the testing matrix for Phase 2 include the following variables: Existing surface conditions, micro-surfacing mix type, micro-surfacing mix residual binder content, tack coat application rate, and tack coat material type. It was also recommended that the variables be evaluated through a field-testing program. Furthermore, it was recommended to consider two types of field bond strength tests for Phase 2: pull-off and torque bonding tests.

Since the strength of the bond at interface between layers plays a significant role in improving the structural integri-ty and the performance of pavement structures, tack coat materials and methods used for their application during construction are important in providing an adequate bond strength between pavement lifts. Tack coat is a bituminous liquid asphalt (a mixture of water, asphalt binder, and an emulsifying agent) and usually applied to provide a bond between pavement lifts. The absence of the tack coat adhesion at the interface between layers leads to increased stresses in the pave-ment structure. An inspection procedure to monitor the performance of the interlayer bond dur-ing the pavement use phase and identifying bond failures is critical to improve pavement man-agement systems and develop more effective pavement design strategies. In this study, two dif-ferent devices were developed at Oregon State University to evaluate the tack coat performance in the field. First, the wireless Oregon Field Tack Coat Tester (OFTCT) device was developed to predict the long-term performance of the in-situ tack coat bond strength and to evaluate the impact of pave-ment surface cleanliness before tack coat application on bond strength. Correlations between OFTCT field test results and the results of laboratory shear tests conducted with cores taken from the field were investigated to determine the effectiveness of the OFTCT tests. A new heat-ing system (an adjustable heat gun and environmental chamber) was developed to reduce the tack coat’s curing time in the field and control temperature during testing. The results indicated that the OFTCT device can be successfully utilized in the field to differentiate between clean and dusty surfaces before tack coat application. By using wireless sensors controlled by a laptop, practicality of the device was improved to reduce the testing time. The correlation between OFTCT and laboratory shear test results was determined to be statistically significant (R2 = 0.5189). OFTCT was able to identify the tack coats with high and low interlayer shear strength (ISS). Second, a new low cost field test device, Oregon Field Torque Tester (OFTT), was developed to evaluate the long-term post-construction tack coat performance of pavement sections. Correla-tions between OFTT field test results and the results of laboratory shear tests conducted with cores taken from the field were investigated to determine the effectiveness of the OFTT tests. The peak torque values at failure measured by the OFTT were observed to be highly correlated with the measured lab shear strengths. To conclude, both of the developed devices are expected to be adapted as field tests to evaluate the performance of tack coats in the field and to mitigate pavement distresses observed on roadways.

Book excerpt: The ultimate purpose of the program of research of which this study was a part is to identify a test method and acceptance criteria for bonding of HMA layers. In this study, three tasks were performed to help achieve that purpose: a laboratory comparison of the bond strength of typical tack materials; a field study of the effect of tack on bond strength between a new HMA overlay and a milled surface; a laboratory investigation of a torque-shear field test to measure bond performance. The findings from these tasks led to several recommendations. The most substantial of the recommendations was that the Virginia Department of Transportation (VDOT) should no longer require the practice of tacking primary horizontal surfaces when placing a new overlay on a milled surface. Further, field engineers and inspectors should remain diligent when it comes to establishing a clean, sound construction platform for any overlay work. Finally, although laboratory tests were inclusive, the torque-shear device should be field tested, with particular emphasis on exposing the test to more realistic conditions. An analysis of the costs associated with conventional tack use found that the material cost per lane-mile is between $572 and $836. A review of the typical "mill and fill" paving activity (maintenance) for the 2008 season found that VDOT would save between $488,000 and $650,000 per year by foregoing conventional tacking on milled horizontal surfaces. If the tacking material is of the non-tracking variety, which is becoming more and more common, the savings could be as much as $950,000 per year.

Additionally, this study focuses on developing and implementing a more robust set of specifications and QC provisions for tack coats. By improving upon and implementing the OreTackBond (formerly known as OFTT), a rigorous in-situ test for tack coat quality is validated for large-scale implementation as part of the highway construction inspection process. In this study, a wireless scale system that can be controlled from a tablet computer, (OreTackRate) was also developed to measure application rate accuracy and uniformity during construction. A field test procedure using OreTackRate was also developed to determine tack coat curing time to avoid tracking during construction. Using the OreTackRate system, a distributor truck certification and validation process was also developed. A construction surface cleanliness test (OreTackClean) and a test procedure were also developed in this study to reduce tracking and achieve more uniform tack coat distributions that will ultimately improve long-term tack coat performance. This study will advance the knowledge of engineered emulsion performance, usher in more precision in highway construction in Oregon and promote sustainability of the asphalt industry by creating pavement structures that meet or exceed their structural design lives by facilitating proper interlayer shear strength from well-controlled tack coat application.
