Preliminary evidence suggests that the large increase in savings after the financial crisis may reflect the rising cost of elder care. Econometric analysis appears to confirm anecdotal explanations that extended life expectancy and a preference for higher-quality residential care have contributed to higher savings. Further analysis using more granular data is needed to test alternative hypotheses for the rise in household savings. Anecdotal reports also indicate that parental assistance in young people’s home purchases could be behind the increased saving and serves as an additional bequest motive. Investigating this possibility would benefit significantly from household level data.

Book excerpt: Sweden's quality of life, public health, and educational attainment indicators are among the best in the world. Although it is impossible to pin down the optimal size of the welfare state precisely, the government has generally agreed to have become too big by the late 1980s. Globalization is changing the context in which the Swedish model operates by limiting its tax-based financing, but it does not rule out the preservation of its key elements. This paper assesses the effectiveness and impact of the extensive and highly developed welfare state in Sweden.

Due to the funding structure this creates substantial risks for the financial system and the real economy, in general, due to broader spillover effects. Stress tests, conducted to assess the resilience of CRE sector, show that the median interest rate coverage would drop below one in a severe scenario, resulting in a 3⁄4 of firms with debt-at-risk. CRE sector's concentration, interconnectedness and insufficient disclosure of liabilities calls for close monitoring of liabilities structure and adjusting banks' capital levels to better reflect current risks.

Book excerpt: This Selected Issues paper for Sweden reports that the gradual introduction of a detailed fiscal framework accompanied the successful consolidation effort over the last decade in Sweden. The framework includes a surplus target of 2 percent of GDP for the general government, multiyear expenditure ceilings for central government, and a balanced budget requirement for local governments. Reliance on the expertise of an independent agency for the implementation of the fiscal framework could further enhance transparency and strengthen enforcement.

Book excerpt: This paper discusses the findings of the Financial System Stability Assessment for Sweden. The Swedish financial system is large and highly interconnected, putting a premium on the accompanying policy framework. Relative to the size of the domestic economy, the financial system is among Europe’s largest. It features complex domestic and international linkages, reflecting Sweden’s role as a regional financial hub. However, the macrofinancial risks have grown since 2011, for example the rising share of highly indebted households. Stress tests also suggest that banks and nonbanks are largely resilient to solvency shocks, but concerns persist about the ability of bank models to capture unexpected losses.

This book was released on 2021-03-02 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The spread of COVID-19, containment measures, and general uncertainty led to a sharp reduction in activity in the first half of 2020. Europe was hit particularly hard—the economic contraction in 2020 is estimated to have been among the largest in the world—with potentially severe repercussions on its nonfinancial corporations. A wave of corporate bankruptcies would generate mass unemployment, and a loss of productive capacity and firm-specific human capital. With many SMEs in Europe relying primarily on the banking sector for external finance, stress in the corporate sector could easily translate into pressures in the banking system (Aiyar et al., forthcoming).
