Book excerpt: In addition to long-term demographic trends, European social security systems face new challenges as a result of increased global competition and an international banking system focused on short-term financial gain. This report therefore explores new ways for European policy makers and institutions to make social security systems more sustainable. It investigates ways to achieve short and long-term financial viability. It also identifies key mechanisms that work to achieve social cohesion, such as greater emphasis on social rights and social dialogue. It then examines the main policy issues in sustaining major individual social security programmes, such as health care, social assistance and family benefits, pensions, unemployment and work incapacity benefits, as well as long-term care.

This book was released on 2009 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: The involuntary nature of unemployment And The unemployed person's availability for work are basic conditions For The award of unemployment insurance benefits. This is why the unemployed are obliged to accept offers of suitable employment and face penalties if they fail to comply with this requirement. What criteria must employment meet in order to be considered suitable? What kind of employment can workers be required to accept on pain of losing their entitlement to unemployment benefit? Information collected from 31 Council of Europe member states in reply to these questions is set out in table form in this guide. This publication also lays down guidelines to help member states to formulate or revise their policies concerning cases in which job seekers may refuse an offer of employment without incurring penalties. These guidelines are intended to offer practical assistance and reflect current practices in many European states. They do not claim to be exhaustive nor to be applicable in every member state, but they have been deliberately devised in a sufficiently general manner to allow member states to take account of their legislation and their national, social and economic context when incorporating them into their policies and administrative procedures.

Book excerpt: The world is moving into a new era which will be dominated by a new range of threats and a new range of priorities. Already headlines tell of storms and droughts, mass emigrations, the danger of old Soviet nuclear reactors and the thinning ozone layer, and with the menaces of global warming, deforestation, pollution and loss of biodiversity, the picture is likely to get bleaker. Unlike traditional threats, these are not made deliberately and standard military responses are usually inappropriate They are threats without enemies and they present quite new and fundamental challenges to the international community which has to find new methods and institutions, as well as the resolve, to tackle them. In this book, eminent experts describe the new threats and the scale of the dangers which they present and set out the political, military and institutional changes needed. Gwyn Prins is Director of the Global Security Programme at the University of Cambridge. He is author of Top guns and Toxic Whales, also published by Earthscan. Progress For A Small Planet Three topics dominate discussions of the global environment: pollution; the consequences of the affluent running ever faster through finite resources; and the growing tensions between rich and poor as a third of humanity continues to live and die in desperate poverty. In this exceptional book Barbara Ward (co-author with Rene Dubos of the bestselling Only One Earth) refused to see these processes as inevitable. It describes new technologies for recycling waste, for energy, for 'getting more for less' ,linking them to ordinary people's working lives. It also suggests a strategy for meeting the basic needs of the disadvantaged, and shows how the vast inequalities between countries can be reduced. This perceptive survey of policies outlines a planetary bargain between the world's nations that would guarantee individual freedom from poverty and keep our shared biosphere in good working order. Nevertheless, the economic turbulence of the early 21st century has destabilized this old order and the rise of other Asian powers has implications for the formation of a new economic configuration. This book discusses the probability of the different tentative global economic power balances to emerge, as well as the different contestants: the EU, China and Japan, among others. Organized into three sections, the first part addresses general and trend-wise developments with relevance to the outcome of the re-polarization process. Subsequently, three chapters focus on developments in China, India and Japan. Finally, special issues such as climate policies, corporate governance, social reforms and cross-border economic alliances are considered in greater detail, in relation to their implications for the outcome of the re-polarization process.

Book excerpt: This joint publication from the Asian Development Bank and the Asian Development Bank Institute features selected papers from the September 2009 conference on the social and environmental impact of the global economic crisis on Asia and the Pacific, especially on the poor and vulnerable. The publication is designed with the needs of policy makers in mind, utilizing field, country, and thematic background studies to cover a large number of countries and cases. This publication suggests that the crisis is an opportunity to rethink the model of development in Asia for growth to become more inclusive and sustainable. Issues that need to be more carefully considered include: closing the gap of dualistic labor markets, building up social protection systems, rationalizing social expenditures, addressing urban poverty through slum upgrading, promoting rural development through food security programs in pro-poor growth potential areas, and concentrating climate change interventions on generating direct benefits for the environments of the poor.

First, it provides easily accessible information to a wide audience about recent developments in both EU and domestic social policymaking. Second, the volume provides a more analytical reading, embedding the key developments of the year 2014 in the most recent academic discourses. Third, the forward-looking perspective of the book aims to provide stakeholders and policymakers with specific tools that allow them to discern new opportunities to influence policymaking. In this 2015 edition of Social policy in the European Union: state of play, the authors tackle the topics of the state of EU politics after the parliamentary elections, the socialisation of the European Semester, methods of political protest, the Juncker investment plan, the EU’s contradictory education investment, the EU’s contested influence on national healthcare reforms, and the neoliberal Trojan Horse of the Transatlantic Trade and Investment Partnership (TTIP).

Available in PDF, EPUB and Kindle. Book excerpt: This book seeks to analyse the development of the European Union (EU), which was founded upon the principle of the free movement of capital, goods, services and people in 1957. Its central thesis is that, from a practical and theoretical point of view, such a basis is fundamentally at odds with the creation of an interventionist regime that the construction of a social Europe would require. The authors argue convincingly that - economically: the EU does not currently possess the budget or the economic tools to pursue such a strategy; politically: close to none of the institutions of the EU have backed such a policy; practically: conservative and neo-liberal forces (among member states and the institutions of the EU) have repeatedly thwarted any moves in this direction. In reality, the Single Internal Market, Economic and Monetary Union, enlargement, the Lisbon Agenda and European Constitution projects all prioritise supply-side measures and expanding the scope of the market rather than the boosting of demand and other economic intervention. Consequently, constructing a social Europe in the face of this would appear problematic. Hence, in both theory and practice, the idea that there can be a social Europe vis-à-vis neoliberalisation is a contradiction in terms. This controversial book will be an educating and refreshing read for advanced students and academics involved with European politics, the European Union, European Economics and Economic instititutions.

Presenting a multidisciplinary approach with contributions by a panel of outstanding scholars from political science, economics, legal studies, philosophy and history, the book examines the EU as global player and international power in the making. The book is divided into three parts: Part I examines the influence of the EU as such on global governance, considering the Euro, the common market, the modernization policies for a knowledge society and its global role as both a multinational and regional democratic political system Part 2 focuses on the EU’s external policies, including trade; humanitarian aid; the environment; climate change, migration, terrorism, crime and EU foreign policy Part 3 explores the EU as a global actor in the making and looks at issues including enlargement and the EU’s neighbourhood policy; inter-regionalism; it critically addresses the weight of the historical legacies of Europe in the world and its cosmopolitan perspectives as well The European Union and Global Governance will be of vital interest to students and scholars of European Politics, International Relations, and European Studies.
