Book excerpt: Community-based natural resource management (CBNRM) is a compelling concept - if people are allowed to be custodians of their resources, better management of the resources will result. CBNRM is much more complex and challenging than has commonly been understood, but can provide a way to achieve a more equitable and sustainable approach to the use of natural resources. This book has a focus on Southern Africa. It is aimed at students of natural resource management including undergraduates, conservation practitioners, and development-sector implementing agents. It is theoretically grounded, but has a major applied focus with respect to understanding the why, what, and how of CBNRM in order to more effectively guide natural resource management. It is not a manual with explanatory details about implementation measures; rather, it helps the reader to understand the complexity of CBNRM, and provides a guide to other resources that will assist in enhancing learning. Part I consists of ten chapters. After introducing the CBNRM concept, consideration is given to the following: History as a Determinant of Progress; Economic Foundations; Well-Being, Livelihoods and Business; Institutions and Governance; Stakeholder Analysis; Adaptive Management; Capacity Development and Learning; and Communication for Effective Implementation. Part II is devoted to eight case studies from the Southern Africa region that illustrates some of the issues considered in Part I. They are included to provide material that can be used as site-specific examples and teaching aids to complement general discussion of the issues.

It is also inhabited by Baka pygmies who are foragers and Bantu farmers. These communities have developed forest-dependent livelihoods, cultures and religions. Destruction of the forest by commercial and state interests, subsistence agriculture and the harvesting of products has necessitated a considerable upsurge in environmental protection projects to conserve and rehabilitate ecosystems, forests, soils and water resources. Ultimately, the approach to conservation that is applied is the responsibility of the government and international development agencies. The case studies documented seek to demonstrate that a broader perspective linking environmental protection and human welfare is important for two reasons. First, it addresses the rights and needs of local people and more marginal groups in society. Second, it also ensures that fundamental conservation objectives are achieved in practice with the participation of local people. The book develop guidelines for a more integrative and socially-aware approach to environmental planning and project design and implementation. It outlines a participatory mapping procedure for the design and implementation of community forest programmes. This is a valuable book for land resource managers, environmentalists, environmental biologists, conservators, field workers and technicians involved with environmental conservation. With the professionalisation of courses in most universities, the book will constitute good reading for students of geography, biology, agriculture, forestry, botany and natural resource management.

Book excerpt: The Ecosystem Approach, defined as a strategy for the management of land, water and living resources that promotes conservation and sustainable use in an equitable way, was adopted at the Second Conference of the Parties of the CBD as the primary framework for action under the Convention. It puts people and their nature resource use practices squarely at the centre of the decision-making framework. The case studies presented here were discussed at three workshops held in Southern Africa, South America and Southeast Asia. They provide practical examples of the Ecosystem Approach as well as a number of recommendations for action that are widely relevant to Parties and other bodies.

Most of these forests resources have been controlled under customary tenure without clear management schemes. However, in recent years Collaborative Forest Management (CFM) has come to see local communities cooperating with government or its agencies in the management of gazetted forest reserves. Organized in Communal Land Associations (CLA), community members enter into a Memoranda of Understanding/Agreement with the National Forestry Authority (NFA) to manage part or whole of a gazetted forest reserve. In Budongo Sub-county in Masindi District (Western Uganda), a Community Based Organization (CBO), the Budongo Community Development Organization (BUCODO) working with the NFA has piloted CLAs as institutions through which communities can manage their forest resources. Presently little empirical evidence exists that points to the effects transaction costs in Community Forestry (CF) play in retarding the success of such initiatives. This study sought to: Examine the level of transaction costs households faced in community forestry and to gauge their effects on community forestry initiatives; and determine the distribution of community forestry transaction costs across households with diverse socio-economic characteristics and gauge their effects on community forestry initiatives.

Book excerpt: The Lake Chilwa Basin Climate Change Adaptation Programme was a seven-year research and development programme in Malawi that concluded in March 2017. The programme was designed to protect the livelihoods of the population and enhance resilience of the natural resource base upon which it depends. The Lake Chilwa Basin is an important wetland ecosystem which is a designated Ramsar Site under the Ramsar Wetland Convention and a Man and Biosphere Reserve designated by UNESCO. This book provides a review of the research and programme interventions done based on the ecosystem approach (EA), a strategy for the integrated management of land, water and living resources. This is designed to promote biodiversity conservation and sustainable use in an equitable way in its implementation of mitigation and climate change adaptation interventions. It is shown how: local and district institutions were strengthened to better manage natural resources and build resilience to climate change; cross-basin and cross-sector natural resource management and planning for climate change throughout the Basin were built; household and enterprise adaptive capacity in Basin hotspots was built; and improved forest management and governance contributed in mitigating the effects of climate change. The study followed all the twelve key EA principles with involvement of all key stakeholders. It is one of the first programmes to apply EA on such a wide temporal and spatial scale and provides key lessons to be learned for the protection of other fragile ecosystems in an era of climate change.
