Book excerpt: This report presents guidelines for selection of asphalt-overlaid concrete (AC/PCC) pavements for rehabilitation, collection of distress data, recognition of AC/PCC pavement distress modes, nondestructive deflection testing, materials sampling, and overall project-level evaluation. Key condition indicators (distress, rutting, roughness, serviceability, and CRS) were examined to address their usefulness in AC/PCC rehabilitation project selection. Critical levels for these indicators were identified, and available prediction models were investigated for use in rehabilitation programming. The project-level evaluation procedure includes guidelines for field and laboratory data collection and analysis for structural evaluation, functional evaluation, drainage evaluation, and AC surface material evaluation. A procedure was developed for backcalculation of AC/PCC pavement layer elastic moduli from deflection measurements, and guidelines were developed for practical interpretation of the backcalculation results. The recommended evaluation procedure relies on conventional testing and evaluation methods (visual surveying, deflection testing, coring, materials testing, etc.). New technologies (e.g., ground-penetrating radar, infrared thermography) are developing which have potential for use in pavement evaluation. These technologies are also reviewed in this report.

Dynamic surface deflections obtained using the Road Rater have been used in conjunction with elastic theory to analyze pavement behavior. A procedure has been developed to use field measured Road Rater deflections to estimate the elastic moduli of the foundation material and to determine the equivalent thicknesses of new material which approximate the behavior of the structure. The estimated moduli and (or ) equivalent thicknesses may be used as inputs to design overlay thicknesses. An analysis of the deflection of the first three sensors of the Road rater also makes it possible to distinguish weaknesses in asphaltic concrete layers from weaknesses in the supporting foundation.

However, due to the expenses involved in data collection and analysis, structural capacity is usually not evaluated at the network level. A rolling-wheel deflectometer (RWD), which measures surface deflections at highway speed, can be an alternate, faster method of pavement deflection evaluation for network-level data collection. This study was initiated in order to assess the feasibility of using an RWD for network-level pavement deflection measurements. RWD deflection data were collected under an 80 kN axle load and at a highway speed of about 88 km/h on four perpetual pavement sections in Kansas. Falling-weight deflectometer (FWD) data were also collected concurrently. The FWD first-sensor deflections were normalized to a load of 40 kN and then corrected to a temperature of 20° C. The RWD deflections were also corrected for temperature. FWD and RWD center deflections were then compared statistically. The results show that the deflections measured by RWD and the center (first sensor) deflections from the FWD are statistically similar. Furthermore, there is a linear relationship between FWD and RWD center deflections for all sections.

The following devices were included in side-by-side field tests conducted in the Austin, Texas area during the week of August 11, 1986: the Benkelman Beam, C.E.B.T.P. Curviameter, Dynaflect, Dynatest Falling Weight Deflectometer (FWD), Kuab FWD, Phonix FWD, and the Road Rater. The report includes descriptions and comparisons of the devices through information obtained from a literature search, field tests and user survey conducted for this study. The side-by-side test program was performed over a broad range of pavement structures, including thick and thin flexible and rigid pavements, and composite pavements. The measured deflections were compared statistically. Mechanistic interpretations of the measured deflection basins were made and compared.

Rolling wheel deflectometer (RWD), which measures surface deflections at highway speed, is an alternate, faster method of pavement deflection testing for network level data collection. This study was initiated to assess the feasibility of using RWD for network level pavement deflection measurements. RWD deflection data was collected under an 80-kN axle load and at about highway speed on non-interstate highways in northeast Kansas in July 2006. Falling-wheel deflectometer (FWD) data on these roads, collected from 1998 to 2006, were also used for comparison. The computed effective structural numbers from both FWD and RWD deflection data were compared. The results show that the deflections measured by RWD and the center (first sensor) deflections from FWD are statistically similar. The effective structural numbers computed from the FWD and RWD deflection measurements are also statistically similar. Thus RWD appears to be a valuable tool for structural capacity evaluation of pavements at the network level.
