Book excerpt: The Navy wants to develop and procure three new types of unmanned vehicles (UVs) in FY2020 and beyond-Large Unmanned Surface Vehicles (LUSVs), Medium Unmanned Surface Vehicles (MUSVs), and Extra-Large Unmanned Undersea Vehicles (XLUUVs). The Navy is requesting $628.8 million in FY2020 research and development funding for these three UV programs and their enabling technologies. The Navy wants to acquire these three types of UVs (which this report refers to collectively as large UVs) as part of an effort to shift the Navy to a new fleet architecture (i.e., a new combination of ships and other platforms) that is more widely distributed than the Navy's current architecture. Compared to the current fleet architecture, this more-distributed architecture is to include proportionately fewer large surface combatants (i.e., cruisers and destroyers), proportionately more small surface combatants (i.e., frigates and Littoral Combat Ships), and the addition of significant numbers of large UVs. The Navy wants to employ accelerated acquisition strategies for procuring these large UVs, so as to get them into service more quickly. The emphasis that the Navy placed on UV programs in its FY2020 budget submission and the Navy's desire to employ accelerated acquisition strategies in acquiring these large UVs together can be viewed as an expression of the urgency that the Navy attaches to fielding large UVs for meeting future military challenges from countries such as China. The LUSV program is a proposed new start project for FY2020. The Navy wants to procure two LUSVs per year in FY2020FY2024. The Navy wants LUSVs to be low-cost, high-endurance, reconfigurable ships based on commercial ship designs, with ample capacity for carrying various modular payloads-particularly anti-surface warfare (ASuW) and strike payloads, meaning principally anti-ship and land-attack missiles. The Navy reportedly envisions LUSVs as being 200 feet to 300 feet in length and having a full load displacement of about 2,000 tons. The MUSV program began in FY2019. The Navy plans to award a contract for the first MUSV in FY2019 and wants to award a contract for the second MUSV in FY2023. The Navy wants MUSVs, like LUSVs, to be low-cost, high-endurance, reconfigurable ships that can accommodate various payloads. Initial payloads for MUSVs are to be intelligence, surveillance and reconnaissance (ISR) payloads and electronic warfare (EW) systems. The Navy defines MUSVs as having a length of between 12 meters (about 39 feet) and 50 meters (about 164 feet). The Navy wants to pursue the MUSV program as a rapid prototyping effort under what is known as Section 804 acquisition authority. The XLUUV program, also known as Orca, was established to address a Joint Emergent Operational Need (JEON). The Navy wants to procure nine XLUUVs in FY2020-FY2024. The Navy announced on February 13, 2019, that it had selected Boeing to fabricate, test, and deliver the first four Orca XLUUVs and associated support elements. On March 27, 2019, the Navy announced that the award to Boeing had been expanded to include the fifth Orca. The Navy's large UV programs pose a number of oversight issues for Congress, including issues relating to the analytical basis for the more-distributed fleet architecture; the Navy's accelerated acquisition strategies and funding method for these programs; technical, schedule, and cost risk in the programs; the proposed annual procurement rates for the programs; the industrial base implications of the programs; the personnel implications of the programs; and whether the Navy has accurately priced the work it is proposing to do in FY2020 on the programs.

Why is one of the largest militaries in the world, and the most expensive by far, periodically stressed by the operational demands placed upon it? This book argues that recent problems with overstretch are the result of a heavy reliance on technology to solve tactical and strategic problems. Over the last seven decades, the US armed services have consistently chosen to push the technological frontier out in an effort to first gain, and then maintain, qualitative superiority over potential foes. The high procurement and support costs associated with cutting-edge weapon systems has resulted in a military that is shrinking in both absolute size and in the relative share of combat forces. The culmination of this process is a US military that increasingly lacks the capacity needed to conduct operations without putting significant stress on its personnel and equipment. Lake argues that this pattern is a manifestation of an American cultural disposition favoring technology. He shows that this affinity for technology is present in the organizational cultures of all the armed services, though not to the same degree. By examining procurement programs for each armed service, this book reveals how attempts to develop and leverage superior technology has resulted in some notable program failures, high procurement costs for the latest generation of equipment with associated production cuts, and the high support requirements that are causing the relative share of combat forces to shrink. Lake’s analysis of recent initiatives by the armed services suggests that this pattern is likely to continue, with the US military remaining prone to overstretch whenever its operational tempo increases above the peacetime baseline.

Book excerpt: The Littoral Combat Ship (LCS) is a relatively inexpensive surface combatant equipped with modular mission packages. Navy plans call for procuring a total of 32 LCSs. The first LCS was procured in FY2005, and the Navy's proposed FY2018 budget requested the procurement of the 30th and 31st LCSs. As part of its action on the Navy's proposed FY2018 budget, Congress procured three LCSs-one more than the two that were requested. Thus, a total of 32 LCSs have been procured through FY2018. The Navy's proposed FY2019 budget, which was submitted to Congress before Congress finalized action on the Navy's FY2018 budget, requests $646.2 million for the procurement of one LCS. If Congress had procured two LCSs in FY2018, as requested by the Navy, the LCS requested for procurement in FY2019 would have been the 32nd LCS. With the procurement of three LCSs in FY2018, the LCS requested for procurement in FY2019 would be the 33rd LCS. The Navy's plan for achieving and maintaining a 355-ship fleet includes a goal for achieving and maintaining a force of 52 small surface combatants (SSCs). The Navy's plan for achieving that goal is to procure 32 LCSs, and then procure 20 new frigates, called FFG(X)s, with the first FFG(X) to be procured in FY2020. Multiple industry teams are now competing for the FFG(X) program. The design of the FFG(X) is to be based on either an LCS design or a different existing hull design. The FFG(X) program is covered in another CRS report. The LCS program includes two very different LCS designs. One was developed by an industry team led by Lockheed; the other was developed by an industry team that was then led by General Dynamics. LCS procurement has been divided evenly between the two designs. The design developed by the Lockheed-led team is built at the Marinette Marine shipyard at Marinette, WI, with Lockheed as the prime contractor; the design developed by the team that was led by General Dynamics is built at the Austal USA shipyard at Mobile, AL, with Austal USA as the prime contractor. The LCS program has been controversial over the years due to past cost growth, design and construction issues with the first LCSs, concerns over the survivability of LCSs (i.e., their ability to withstand battle damage), concerns over whether LCSs are sufficiently armed and would be able to perform their stated missions effectively, and concerns over the development and testing of the modular mission packages for LCSs. The Navy's execution of the program has been a matter of congressional oversight attention for several years. Issues for Congress for the LCS program for FY2019 include the following: the number of LCSs to procure in FY2019; the Navy's proposal to procure a final LCS in FY2019 and then shift to procurement of FFG(X)s starting in FY2020; and survivability, lethality, technical risk, and test and evaluation issues relating to LCSs and their mission packages.

The Navy bought the first two ships using research and development funds, initially planning to experiment with them to test concepts and determine the best design. As GAO reported in July 2013, the Navy later opted to fund additional ships without having completed this planned period of discovery and learning. Further, LCS 1 and LCS 2 have experienced major cost growth and schedule delays. In August 2010, GAO reported that the ships were incomplete at delivery and in November 2013, GAO reported on significant quality problems with Navy ships, including LCS 1 and LCS 2, noting that the Navy regularly accepts ships with numerous open deficiencies. Congress mandated that GAO review the Navy's compliance with federal regulations in accepting LCS 1 and LCS 2. This report (1) assesses the extent to which the Navy complied with applicable federal regulations, policies, and contracts and (2) evaluates the basis for and outcomes from decisions to accept these ships. To conduct this work, GAO analyzed applicable federal regulations, policies, contracts, and program documentation, and spoke with relevant Department of Defense (DOD) and contractor officials. Because the opportunity to implement acquisition changes to these two ships has passed, GAO is not making any new recommendations in this report, but has made prior recommendations to improve LCS acquisition. DOD has acted on some, but not all, of these.

Book excerpt: The Navy's proposed FY2015 budget requests funding for the procurement of seven new battle force ships (i.e., ships that count against the Navy's goal for achieving and maintaining a fleet of 306 ships). The seven ships include two Virginia-class attack submarines, two DDG-51 class Aegis destroyers, and three Littoral Combat Ships (LCSs). The Navy's proposed FY2015-FY2019 five-year shipbuilding plan includes a total of 44 ships, compared to a total of 41 ships in the FY2014-FY2018 five-year shipbuilding plan. The planned size of the Navy, the rate of Navy ship procurement, and the prospective affordability of the Navy's shipbuilding plans have been matters of concern for the congressional defense committees for the past several years. The Navy's FY2015 30-year (FY2015-FY2044) shipbuilding plan, like many previous Navy 30-year shipbuilding plans, does not include enough ships to fully support all elements of the Navy's 306-ship goal over the entire 30-year period. In particular, the Navy projects that the fleet would experience a shortfall in amphibious ships from FY2015 through FY2017, a shortfall in small surface combatants from FY2015 through FY2027, and a shortfall in attack submarines from FY2025 through FY2034. The Navy delivered its narrative report on the FY2015 30-year shipbuilding plan to CRS on July 3, 2014. The Navy estimates in the report that the plan would cost an average of about $16.7 billion per year in constant FY2014 dollars to implement, including an average of about $15.7 billion per year during the first 10 years of the plan, an average of about $19.7 billion per year during the middle 10 years of the plan, and an average of about $14.6 billion per year during the final 10 years of the plan. A December 2014 Congressional Budget Office (CBO) report on the Navy's FY2015 30-year shipbuilding plan estimates that the plan will require about 13% more funding to implement than the Navy estimates, including about 6% more than the Navy estimates during the first 10 years of the plan, about 14% more than the Navy estimates during the middle 10 years of the plan, and about 20% more than the Navy estimates during the final 10 years of the plan. Over the years, CBO's estimates of the cost to implement the Navy's 30-year shipbuilding plan have generally been higher than the Navy's estimates. Some of the difference between CBO's estimates and the Navy's estimates, particularly in the latter years of the plan, is due to a difference between CBO and the Navy in how to treat inflation in Navy shipbuilding. The program that contributes the most to the difference between the CBO and Navy estimates of the cost of the 30-year plan is a future destroyer that appears in the latter years of the 30-year plan.
