As a result, there have been debates and conflicts over the proper roles of federal and state governments, business, and the responsibilities of individuals. Who should cover the risks of loss? And to what extent should risk be shared and by whom? In Uncovered, Katherine Hempstead answers these questions by exploring the history of the insurance business and its regulation in the United States from the 1870s through the twentieth century. Specifically, she focuses on the friction between the public demand for insurance and the private imperatives of insurers. Tracing the history of the industry from the early days of life, fire, and casualty insurance to the development of state regulation in the late nineteenth century, Hempstead examines the role that insurers initially played in the largely voluntary social safety net and how this changed over time. After the Great Depression, the federal government assumed a greater role in the provision of insurance, while insurers enthusiastically pursued the growing business of employee benefits. As the twentieth century progressed, insurers and government have become interdependent, with insurers participating in publicly funded markets. As Hempstead shows, periodic crises in life, fire, health, auto, and liability insurance highlighted gaps between the coverage that insurers were willing to provide and what the public demanded. Highlighting how the major part states play in insurance regulation has made it harder to solve important problems, Uncovered fundamentally changes our understanding of the crucial role that insurance has always played in American politics.

It is a tale of grand designs, high hopes, deep holes, politics, fishing, follies, foibles, and environmental change. Although efforts had been made to tap the Canadian River’s waters before 1920, the discovery of oil in the Panhandle gave new urgency to the search for permanent water supplies. Additionally, the spread of groundwater irrigation amid the discovery of the limits of Ogallala Aquifer spurred regional interests to tap the Canadian. But overestimates of the river’s flow and unfamiliarity with the critical role groundwater played in maintaining that flow led to complications and frustrations, culminating in a lawsuit over the location of the banks of a seemingly waterless river. This book is a valuable addition to the water history of Texas and the American West and to the growing body of worldwide regional water histories. Combining traditional historical sources with hydrology, climatology, and geology, Red Water, Black Gold complicates the traditional story of top-down water management as well as telling the thus-far untold story of the Canadian River in Texas.

Family reunification—policies that seek to preserve family unity during or following migration—is a central pillar of current immigration law, but it has existed in some form in American statutes since at least the mid-nineteenth century. In Fictive Kinship, sociologist Catherine Lee delves into the fascinating history of family reunification to examine how and why our conceptions of family have shaped immigration, the meaning of race, and the way we see ourselves as a country. Drawing from a rich set of archival sources, Fictive Kinship shows that even the most draconian anti-immigrant laws, such as the Chinese Exclusion Act of 1882, contained provisions for family unity, albeit for a limited class of immigrants. Arguments for uniting families separated by World War II and the Korean War also shaped immigration debates and the policies that led to the landmark 1965 Immigration Act. Lee argues that debating the contours of family offers a ready set of symbols and meanings to frame national identity and to define who counts as “one of us.” Talk about family, however, does not inevitably lead to more liberal immigration policies. Welfare reform in the 1990s, for example, placed limits on benefits for immigrant families, and recent debates over the children of undocumented immigrants fanned petitions to rescind birthright citizenship. Fictive Kinship shows that the centrality of family unity in the immigration discourse often limits the discussion about the goals, functions and roles of immigration and prevents a broader definition of American identity. Too often, studies of immigration policy focus on individuals or particular ethnic or racial groups. With its original and wide-ranging inquiry, Fictive Kinship shifts the analysis in immigration studies toward the family, a largely unrecognized but critical component in the regulation of immigrants’ experience in America.
