Book excerpt: Freedom in the World, the Freedom House flagship survey whose findings have been published annually since 1972, is the standard-setting comparative assessment of global political rights and civil liberties. The survey ratings and narrative reports on 195 countries and fifteen territories are used by policymakers, the media, international corporations, civic activists, and human rights defenders to monitor trends in democracy and track improvements and setbacks in freedom worldwide. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

It now involves academia, think tanks, and the popular media. The number of countries and organizations, inter-governmental, non-governmental, as well as governmental involved in supporting the spread of democracy is now legion. Countries touched by these efforts include a majority of all the world’s states and some independent territories that are not yet fully sovereign. The definitional boundaries between promoting democracy and international advocacy and defense of human rights and "good governance" are not precise. Similarly, the concept of promoting democracy itself is not uniformly accepted. It has become a slogan that attracts both fervent support and grave condemnation. For Burnell, promoting democracy refers to a wide range of non-coercive attempts to spread democracy abroad for whatever reason. At its heart, it is political intervention in the domestic affairs of other countries that seeks to affect the distribution of power, whether by patient and non-violent involvement or more urgent action, democracy assistance projects form a core activity. Burnell holds that participation in the democracy assistance industry will continue to grow. However, the industry’s progress up until now has in part been contingent on the progress of democratization itself. The slowdown that is currently happening in the advance of freedom and democracy around the world, and the strength shown by leading authoritarian or semi-authoritarian regimes, must raise questions about the outlook for democracy promotion. If democracy promotion and assistance are to be fit for the future, then the need for a broadly based, appropriately contextualized examination of the policy and the performance is greater now than at any time in the past.

Schmitter, and Laurence Whitehead's classic work, Transitions from Authoritarian Rule, using a rubric of four identifying factors that can be applied to each case study, making comparison relatively easy. Transitions to Democracy yields strong comparisons and insights. For instance, the study reveals that efforts led by the elite and involving the military are generally unsuccessful, whereas mass mobilization, civic groups, and new media have become significant factors in supporting and sustaining democratic actors. To answer these questions, the book studies the entrepreneurs behind the third wave of democratization, with a focus on the new eastern European democracies - members of the European Union. The study finds that it is not the strongest democracies nor the democracies trying to ensure their survival in a neighborhood of nondemocracies that become the most active diffusion entrepreneurs. It is, instead, the countries where the organizers of the domestic democratic transitions build strong solidarity movements supporting the spread of democracy abroad that do. The book also draws parallels between their activism abroad and their experiences with democratization and democracy assistance at home.

These efforts have created a growing demand to find the most effective means to assist in building and strengthening democratic governance under varied conditions. Since 1990, the U.S. Agency for International Development (USAID) has supported democracy and governance (DG) programs in approximately 120 countries and territories, spending an estimated total of $8.47 billion (in constant 2000 U.S. dollars) between 1990 and 2005. Despite these substantial expenditures, our understanding of the actual impacts of USAID DG assistance on progress toward democracy remains limited-and is the subject of much current debate in the policy and scholarly communities. This book, by the National Research Council, provides a roadmap to enable USAID and its partners to assess what works and what does not, both retrospectively and in the future through improved monitoring and evaluation methods and rebuilding USAID's internal capacity to build, absorb, and act on improved knowledge.
